Vladimir Putin President of the Russian Federation It is a pleasure to welcome all parties back to Astana. I would like to extend my thanks to our Kazakh hosts for again agreeing to us meeting in their beautiful capital. It is my hope that this series of talks has come long enough that a more permanent and lasting peace agreement can be reached in the near future. Russia has held initial consultations with the various parties to these talks, and we would like to present our proposal for the framework to build a peace treaty around. In the document below, numerous references is made to the Syrian Confederate Republic, which is the formal name that Russia suggests for the new state-form that the Syrian Arab Republic shall assume upon accepting the new constitution that is needed to accommodate the peace. This name is just a suggestion and a placeholder. 1. Federalism We propose that the Syrian Arab Republic become the Syrian Confederate Republic, and that it is divided into two more autonomous regions, each consisting of a number of Governorates. The region east of the river Euphrates will be an autonomous region under the control of the SDF in the form of the Rojava Autonomous Region. The region west of the Euphrates will be under the control of the current government forces, with an exception being made to the Idlib and Aleppo Governorates, which will belong to the Western Syrian Region, but have semi-autonomy within that region. 2. President and Parliament The Presidential power will be reduced, and the main center for power will be the new parliament, that will be elected freely and fairly according to constitutional rules. The President of the Syrian Confederate Republic will be the Head of State, while the Prime Minister of the Syrian Confederate Republic, as elected by a majority of the Parliaments two chambers, will be Head of Government. President Bashar will remain in power until such time that parliamentary and presidential elections can be held, which is to be done within 36 months. 3. Secularism The new Syrian Confederate Republic is to be fully secular, with no laws derived from religion. Full freedom of religion will be expected. 4. Militias The Rojava Autonomous Region will be allowed to field a “Local Defense Militia” that is no more than 10% of the Armed Forces of the Syrian Confederate Republic, up to 25,000 strong. The Local Defense Militia may not possess any heavy, or guided, weapons, nor is it allowed any armoured fighting vehicles. 5. Zones of de-escalation The zones of de-escalation between the two regions, and the between the Idlib and Aleppo Governorates and the Western Syrian Region, as well as along the border between the Syrian Confederate Republic and Turkey will be monitored by forces from Turkey, Russia or those forces designated by the United Nations, if the Syrian Confederate Republic so requests. The zones will be in place for no shorter period than 5 years. 6. Recriminations No recriminations, accusations or trials against members of either side will be held with regards to actions taken up to the point that this treaty is signed. 7. Foreign Fighters All foreign non-state fighters is to leave Syria, or declared as unlawful combatants. National forces present in Syria, without the agreement of the Government of the Syrian Confederate Republic, will be required to vacate the nation within 8 weeks after the ratification of this treaty. 8. Disarmament A full disarmament of the various groups and forces currently operating in Syria is to be done, and monitored by the appropriate international organizations, in order to prevent the proliferation of advanced weaponry, such as guided missiles of various sorts, that can become powerful weapons in the hands of terrorists. |

Alexander Lavrentyev Ambassador at large, Russian special envoy for Syria Russia is planning, together with our Syrian allies, a new offensive against IS. We will do our outmost to not attack any forces belonging to the Syrian opposition, but, at the same time we will warn you that the attacks will be swift and hardhitting, and we urge coordination with Russian and Syrian command, or that the forces withdraw to safety. This is most urgent in the Damascus and south-western parts of the nation. |

Mr Ömer Önhon Turkish Ambassador to Syria, Turkish Envoy to Astana Peace Talks On behalf of the Turkish government, I would like to extend an offer to assistance to the Russian and Syrian envoys for their effort in driving IS out of their current strongholds. We can commit some of our forces to assist your offensive. There is strength in numbers, and hopefully some extra forces can help keep the cost of life low overall. |

We would appreciate Turkish assistance in coordinating strikes with the United States against IS positions east of the Euphraties River, and providing material and other support to anti-IS forces working to retake that area. |

Alexander Lavrentyev Ambassador at large, Russian special envoy for Syria It is high time that we push these talks forward, in order for a more lasting peace between the various factions in the Syrian Civil War. Again, I call on the representatives from the various factions opposing the government, as well as the government to state their position on the Russian proposal, so that progress can be made, and all efforst directed towards combatting the remnants of ISIS. |
