Canada would like to welcome the leaders of France, Germany, Italy, Japan, the United Kingdom, the United States and the representatives of the European Union to Le Manoir Richelieu in La Malbaie, Quebec for the 44th G7 summit. As host, Canada has 5 themes we would like to put forward as the foundation of our discussion, themes upon which progress will benefit us all. The themes put forward look reasonable, and we have nothing further to add to the itinerary. |

Vladimir Putin President, Russian Federation I too would like to extend my thanks to the Canadian Government, for honoruing the commitments made by this body to Russia. Russia is looking forward to the agenda presented by the Canadian Government, but would like to add another item on the agenda, and that is corruption and tax evasion on a global scale. All nations invited face the difficult situation of funds disappearing without being taxed, or returning to our respective economies. Instead they sit in various tax havens around the world. |

Ruth Davidson Prime Minister of the United Kingdom of Great Britain and Northern Ireland I would support addressing tax evasion and corruption, both of which cost the global economy several trillion dollars every year. It is no secret that a number of British Overseas Territories have been used to hide money offshore, and this is something that my predecessors have sought to address, but each time we have struck the same problem. Implementing stricter tax regimes and forcing them to be more open will simply see companies move their money elsewhere, to somewhere with lax laws. When the largest firms in the world are involved in these practices, it becomes difficult to address these issues. Whether it's utilising a complex web of offshore entities, utilising and abusing tax residency statuses and other measures. Using Amazon as an example, last year the company's sales in the UK were around $9bn, but the amount of tax paid to the Exchequer was less than $20m because of the tax arrangements it has and its claimed “fulfilment and corporate support services” that it provides to Luxembourg. This is common across the EU, and despite the G-20 led OECD reform programme to end these practices set out in 2013, little has changed. Another subject that I believe needs addressing and regulating is crypto-currencies. We are currently in discussions with the European Union to regulate crypto-currencies to bring them in line with anti-money laundering and counter-terrorism financial legislation. Under the EU-wide plan, online platforms where bitcoins are traded will be required to carry out due diligence on customers and report suspicious transactions. Our own directives will be similar I'm sure. The opacity of crypto-currencies allow them to be used for sanctions violations, funding of terrorism and a range of other nefarious purposes, and a global initiative to regulate them is required. |

Shinzo Abe Prime Minister of Japan We are happy to address these issues as presented by the Canadian and British Prime Ministers. We too in Japan are interested in tackling tax evasion and corruption as well as the regulation of crypto-currencies that have gained in popularity in recent years. We believe this would intersect well with broader anti-money laundering and anti-corruption efforts around the world. |
