The Syrian Situation

Turkey's stance on the Syrian situation is clear - we recognize the Syrian National Coalition (SNC) as the sole legitimate representative of Syria, we want an end to the fighting, and we're willing to accept a reconciliation council composed of both SNC and pro-Assad supporters, as long as ex-President Assad is not part of that council and is not in a position of power.

We call on our NATO allies who are still on the fence to clarify their views on Syria and to help us take action to end this crisis. Many nations here have declared that they view the SNC as the legitimate representative of Syria, but beyond that have taken little action. Every day we fail to act, is a day that more lives are ended and more families torn apart.

To be clear, Turkey is not advocating for NATO military intervention in Syria. However, our nations must make a concerted effort in the United Nations and through other international channels to get the world to work together to resolve the Syrian situation. One action would be a resolution that passes the UNSC and preferably includes UN peacekeepers to enforce a ceasefire. Also, through private communications with China and Russia, we must bring them around to put pressure on Assad to step down or to convince his subordinates to turn on him.

A note of concern for Turkey's government is that in private talks with the Russian government (OOC: in-game), possible Russian military invention in the conflict to prop up Assad's government along with the potential announcement of a Russian mutual defense pact with Syria were mentioned. While the Turkish government is not sure how much truth were in these statements versus simple rhetoric, the fact is that we need to wake up and deal with this situation before it possibly takes a turn for the worst.

Her Majesties Government would like to start by confirming that the following deployments to the Mediterranean:

2x Sandown-Class minehunter, HMS Penzance and HMS Pembroke
1x Hunt-Class mine sweeper, HMS Middleton
1x Trafalgar Class nuclear submarine, HMS Triumph
1x Astute Class nuclear submarine, HMS Astute

I have also been instructed to confirm our total support for the UNGA resolution; however we do strongly suggest this body open up internal discussions on taking an active military role in the Syrian crisis. We cannot just support Al-Tawhid Brigade. We must support the whole of the F.S.A, if we hope to help free the Syrian people. I believe this can be done by members of this organisation giving the S.N.C and the F.S.A lines of credit at preferential rates.

The United Kingdom is already considering offering the F.S.A up to $1bn USDs in loans, at a preferential interest rate of just 3% per annum and is very strongly considering gifting the Syrian people snatch landrovers, Jackal armoured vehicles and potentially access to warrior troop transport/anti-infantry vehicles. These may help provide additional capabilities to the Syrian people. While the military support we will be offering the FSA is still open to debate, we would like to ask the Turkish representative if they would allow the UK to transport weapons through their lands so that we can efficiently deliver the equipment to our friends in Syria.

Finally, we would also seek to see what support a motion to remove the government of Assad from the United Nations would achieve. We would like to see the Syrian National Coalition have it's own representative, rather than the continued presence of the Assad government.

I believe the nations of Europe and the Americas must increase the support provided to the SNC and FSA from just communication and non-arm supplies to military weapons ranging from light arms to man-portable anti-tank missiles to man-portable anti-air missiles. With increased Russian and Iranian activity with the active deployment of their military within Syria, if the SNC and FSA are to have any chance of success, they must be properly equipped.

Washington will look into the possibilities to provide additional assistance to the SNC, however most effort should go towards getting sufficient support for the UNGA resolution that will provide the combined NATO fleet with a mandate to ensure that no weapons are to be brought into Syria. Once the fleet can actively search and refuse vessels entry into Syrian territorial waters, it will become much more difficult for both Iran and Russia to get large shipments into Syria.

In order to counter the Russian aggression and to further strengthen the Syrian National Coalition (SNC), Washington calls upon its NATO allies, to increase their assistance to the SNC. Washington believes that an important role for this is reserved for Turkey, as Ankara has close ties with the SNC, and most of the border crossing between Syria and Turkey are under full control of the SNC. Besides this Washington announces that it will provide US$500 million in humanitarian aid, to assist the Ankara with the difficult task to harbor the refugees coming from Syria.

As stated before, Turkey believes that the SNC desperately needs more advanced weaponary beyond just light arms in the form of hand-held anti-tank & anti-air missiles. We ask that our NATO allies expand from just providing moral, financial, and other non-military support to providing the crucial arms needed by the SNC.

The Government of Canada is currently reviewing the best approach to take with regards to supporting the SNC. We wish to ensure that our support is placed in the area of most need whilst having the most effect to bringing a close to the conflict.

With the strike on Aleppo and continued stubborn stances of Syria and Russia, my government feels that it is time to alter it's approach towards the Syrian Situation. The Canadian Forces are prepared to be mobilized to a NATO task force as required and we will do our best to meet the needs that NATO requires at the time.

While Washington would support the removal of Assad, it is unwilling to further escalate the entire affair. Any military intervention by NATO would potentially let the entire situation spill over to neighboring countries, a situation that is even less desirable. Washington has sufficient information that suggests that Assad is badly in need of financial assistance as his monetary assets are all but depleted. As it stands now, the regime will most likely not fall due to military opposition, but due the simple shortage of monetary assets. While it is likely that Moscow will provide additional monetary assistance, Washington expects that inflation will rise rapidly in the coming months, and more and more elements within Syria will rise against Assad.

Deploying a military ground force to Syria will result in an armed conflict between NATO and Russia. We can better use the isolated position that Moscow is creating for itself and seek UN approval for any embargo and enforce this embargo, once the General Assembly has approved it.

While we strongly agree that more needs to be done to end the Assad regime, but Her Majesties' Government is inclined to agree with Mr. Daalder in that the fiscal collapse of the Assad dictatorship is infinitely more preferable than military intervention. For our part, we are and shall continue to provide communications equipment to the Free Syrian Army but we are no longer certain that deploying NATO forces to directly assist the Syrian National Coalition will be conducive to sustaining world peace.

Russia, or more accurately Mr. Putin, is becoming more and more unstable; he will honour the mutual defence pact between the Russian Federation and the illegitimate Assad regime, meaning our intervention would likely to WW3. While we would, obviously, like to avoid WW3, we must set begin considering the possibility of either open conflict with the Russian Federation or an attempt to facilitate an end to Mr. Putin's political career.

Going back just six months, we can see that Mr. Putin has:

-Likely funded British dissident groups, most notably the SNP; he'll have done this knowing that an SNP victory in the Scottish referendum will severely weaken the United Kingdom and our ability to play a role on the global stage.

- Moscow has deployed tens of thousands of troops to Syria; and he undoubtedly authorised, or is indeed behind, atrocious air strikes which have recently killed and wounded at least 5,500 civilians.

-Is actively working with Iran to assist Syria; and who knows how deep their affiliation goes? We are still gravely concerned about Iranian nuclear ambitions, a subject which seems to have been forgotten in the face of this Syrian crisis...

-Moscow has withdrawn from the United Nations Convention on the Law of the Sea; which could lead to who knows what sort of scenarios?

It becomes clear to us that Russia is on a very dangerous path and I have no doubt that, had it been any nation other than Russia, we would have all taken a far harder political stance and our failure to act sets a terrible precedent.

If Moscow believes it can push and push, with no tangible response from this organisation, then I fear Mr. Putin will only grow bolder. I say that if, by the end of the year, the Assad regime has not collapsed financially, then we should deploy a force to assist the SNC and FSA. That gives the Assad regime four months to declare bankruptcy and disappear to the darkest recesses of the recent political history and allows this organisation time to draw up plans for the creation and deployment of an intervention force.

I also suggest that we make moves to have the Assad regime expelled from the United Nations. If the Assad regime is removed from the UN, it will give Moscow the opportunity to claim their MDP null and void as it was not signed by the legitimate Syrian government, the SNC. It would also send a powerful message to Moscow, a message that says the international community will heed no more excuses from Mr. Assad.

I'm sure the general assembly could be convinced to expel Assad's representatives and provide the Syrian seat to the Syrian National Coalition.
