Ahmet Davutoğlu Turkish Foreign Minister Honorable representatives of the Kurdistan Regional Government (KRG) of Iraqi Kurdistan, the Turkish government is looking forward to continuing our strong relations in recent times. Given our shared border and growing bonds, there is much we want to discuss. Let us begin by first finalizing an arrangement regarding the exploration, extraction, and export of oil from Iraqi Kurdistan. The Turkish government wishes to resume the import of oil from your territory; we want to establish a long-term solution to the problems currently facing us. With the KRG's decision not to use the existing pipeline from Iraq to Turkey, we would like to propose the construction of a new pipeline from Iraqi Kurdistan's oil fields to the Turkish border where they will be connect to existing pipelines in Turkey. Furthermore, the Turkish government would like to invest - through Turkish corporations - in the exploration and extraction of oil from Iraqi Kurdistan's oil fields. We feel that close collaboration between us is just the beginning to a bright future. ![]() Iraqi Kurdish Minister for Natural Resources _____ The Kurdistan Regional Government (KRG) is very interested in expanding the cooperation with Turkey and would like to discuss the possibility to construct an oil pipeline to between Turkey and Kurdistan. I am also very interested in discussing even further cooperation between the two parties, as the KRG would like to discuss the possibilities for a broad energy partnership with Ankara ranging from exploration to export. I request the Turkish delegate to provide us with a financial offer for the development of Kurdistans oil and gas sector, which is estimated at 100-200 trillion cubic feet of gas and, as much as, 45 billion barrels, with possibly another 25 billion potential barrels in unproven reserve. |

Ahmet Davutoğlu Turkish Foreign Minister The Turkish government offers a payment of 100 million USD for broad rights in an energy partnership ranging from exploration to export. We also guarantee the investment of at least 500 million USD by Turkey or Turkish firms in the development of Kurdistan's oil and gas sector as well as an additional 500 million investment in non-energy related sectors to help stimulate Kurdistan's economy. Any and all additional costs related to developing the oil and gas sector of the KRG's territory will be fronted by either Turkey or the Turkish companies on the project. We propose that profits from the oil and gas sector will be split between the involved Turkish firms, involved KRG corporations, the Turkish government, and the KRG government. If the KRG needs assistance regarding security, we would be more than happy to provide it. We would like to approach this as a partnership between Turkey and the KRG - one from which both of us can benefit and prosper from. |

![]() Iraqi Kurdish Minister for Natural Resources _____ The Kurdistan Regional Government (KRG) is intrigued by the proposal of the Turkish government. The KRG is willing to accept the offer made. In regards to our security, we indeed require assistance in several fields, amongst things we would like to see our security forces receive additional training and conduct regular exercises with the Turkish Armed Forces, would Turkey be willing to provide this training and conduct an annual brigade sized exercise to increase the capabilities of the Peshmerga forces. |

Ahmet Davutoğlu Turkish Foreign Minister We agree to the regular exercises between KRG forces and the Turkish military; in addition, we can schedule an annual brigade-sized exercise. In reciprocation, we would like to request continued support from the KRG regarding the PKK including allowing Turkish forces, with prior notice to the KRG of course, to cross into KRG territory when in pursuit of PKK forces. |

![]() Iraqi Kurdish Minister for Natural Resources _____ While we are extremely pleased with the close cooperation with the Turkish government, the issue of granting you right of passage in pursuit of PKK forces is a delicate matter. Especially when taking into account that the KRG has been granted to have oversight, to some degree, of its own foreign relations without referring to Baghdad. The issue of international borders most likely is an affair that has to include Baghdad as well, and I am somewhat reluctant to pursue this element of the talks without representatives from Baghdad being present. |

The majority of the information will than be presented to the Iraqi player, as they would most likely know most, if not all, about the agreement. |
