The Republic of Cuba would like to discuss the possibility of a collective disaster relief aid budget from all of the members. In order to pull resources in a harmonized force, allowing extra-territorial reactions for humanitarian missions to act quickly during natural or man-made disasters.

The Russian Federation's bid to be considered an observer member as well shall be placed upon the agenda's consideration.

Antigua and Barbuda:
We have some reservations about a full monetary union, we however support the matters suggested by the other member states and are willing to discuss them.

Bolivia:
We are looking to introduce the SUCRE into the economies of all participating states. We urge all other member states to strive towards even further integration and cooperation and we stand positive towards the proposition made by the Cuban delegation to establish a collective disaster relief aid budget. We have some reservations about granting Russia observer status, but support his matter being added to the agenda. We would like to suggest that we add to the agenda to increase further cooperation between the member states in the field of energy, while we would also like to discuss further military cooperation between the member states.

Dominica:
As Antigua and Barbuda we have are thoughts and reservations about he monetary union, we are however willing to discuss the matters as pointed out by other representatives.

Ecuador:
We have no additional matters for the agenda, and would like to support the Cuban call for a collective disaster relief aid budget.

Nicaragua:
We have no additional matters for the agenda, but we support the calls for more cooperation in a variety of fields and would like to commence to the discussions for the various matters suggested.

St Vincent & Grenadines:
As Antigua and Barbuda we have are thoughts and reservations about he monetary union, we are however willing to discuss the matters as pointed out by other representatives.

The Republic of Cuba would like to address the necessity of allowing nations that have shown to be willing to join our valued and honorable organization to become full-members.

Haiti has struggled long enough, with our unified support, we could prove that over 150 years of Imperialist failure can be overturned in years, not centuries. Latin America has achieved more in the past 10 years than we could have ever hoped for in our 50 years of revolution. Ortega is in power, bringing prosperity to Nicaragua, while president Reagan lies in the cold ground. In Bolivia coca farmers, who produce a crop no less harmful than cinnamon, or even our very own tobacco are free from persecution and DEA death squad raids. Venezuela has seen undisturbed democracy and rule of law for the longest stretch in it's history. Ecuador's lands are no longer host to the vanguard of America's crushing military empire; while poor indigenous mountain people lie not forgotten by it's own government, but embraced as the richest part of it's long history and a driving component of it's economy.

My fellow Latinos, the hour is at hand for Haiti too, to no longer suffer the slings and arrows of mismanagement, corruption, civil discord and misery.

The delegation of Cuba would like to sponsor a motion to vote on granting Haiti full-member status. I leave the floor open to my fellow delegates to vote aye or nay on this action.

With Venezuela being the initiating sponsor to bring Haiti to full membership and Cuba as the co-sponsor, this signifies a unanimous vote by all full-members to bring Haiti to full membership in ALBA.

Matter closed.


The Cuban delegation would like to bring the initiation of talks on a collective disaster relief agency staffed, financed, and for the purpose of aiding ALBA members during natural or man-made disasters and any member of the international community deemed in dire straits within the western hemisphere.

Talks between Venezuela and the Republic of Cuba include the acquirement of a Dutch Auxiliary vessel to be converted into a floating military hospital for humanitarian purposes. This vessel could provide hundreds of patient beds as well as 3 helipads for rapid medevac. The original plan was for that of a bilateral co-operation between Havana and Caracas, but we would like to gauge the willingness of member states to also allocate proportional funds from their budgets, as well as provide medical and naval personnel to the project.

Bolivia:
What is the estimated cost of the vessel and its conversion?

Dominica:
Besides the cost of the vessel and its conversion, what other costs are foreseen?

Ecuador:
If we were to collectively acquire and convert the vessel into a floating hospital, in non-disaster times what would its purpose be and where would it be located.

Nicaragua:
What would the mandate of this collective disaster relief agency be?

To explain the budgetary breakdown I have shown here below we will begin with how funds will be derived. Every nation shall give it's fair share of funding through proportional contributions based on it's PPP. Due to the fact Venezuela, Ecuador, and Cuba are the three largest economies in ALBA, you will see that their budgetary requirements add up to over 89% of the total ALBA disaster relief operating budget. This is how we would ensure that our small economic neighbors do not have to place overwhelming contributions of their GDP into this fund.

Secondly, the Republic of Cuba's budgetary proposal is not set in stone to be $500 million, but is there as an indicator of how the proportional funding system translates into real-world dollars toward the budget. I have not listed Haiti's PPP due to it's highly unstable economic reality. In the future though, we would expect Haiti to be able to join us as an equally contributing member, but I am sure my fellow delegations can see the wisdom in not putting overly straining commitments on the people of Haiti at this time. This department of ALBA has been primarily created to help nations exactly like Haiti, but with Haiti being a new ALBA member, fairness dictates they contribute to the budget, even if it is a negligible amount.

Due to a freeze in communications with Venezuela as president Chavez has been busy recouping in the country and setting to work governing there, we have been unable to properly address the cost of the vessel, but our estimates prove that in order to buy and completely refit the Dutch Auxiliary ship for active service would cost ALBA easily under $300,000,000.00. These costs can also be spread out over the matter of a couple years as well, since the refit process will be extensive. Another more economical proposal we have been looking into is approaching China to purchase one or two of their civilian oil tankers or bulk carriers and simply converting the large open spaces into hospitals.

As far as operating costs go for this vessel, similar American and British Hospital Ships cost only between $15 million and $7 million each year to maintain, with USNS Mercy being the most expensive as it is a truly gargantuan ship. Our operating costs for this Dutch vessel, once properly converted is estimate to be between $5-10 million per year.

The ship will be primarily docked in Venezuelan ports, as they are among the most modern in our organization, and also provide the greatest strategic jumping off point, situated close to the Panama canal in case of Pacific operations within the continent, while also being readily poised to move into the northern and eastern Caribbean. All members will be free to send naval, medical, and support personnel, while we specifically encourage landlocked members like Bolivia who maintains a navy in the hopes of one day having it's coast returned. We feel this would be a great way for many nations to foster a culture of seamanship among it's people, considering how vital the ocean is to the majority of ALBA members.


As for the ship's mandate and activities during non-rapid reaction emergency operations, it shall still continue to serve in it's intended capacities; whether that be moving from island to island in the Lesser Antilles, or making ports of call to coastal cities along the Central American states; this ship and it's crew will hone it's skills by constantly providing medical assistance to any nation, city, or person it encounters regardless of sex, age, nationality, or political affiliation.

This organization was created to show those nations which rose against imperialism that Latin Americans can and will carve their own future.

Additionally, Cuba and Venezuela are in talks for joint ownership of several Antonov An-70 transport airplanes for the purposes of mutual defense cooperation, as well as future humanitarian aid endeavors, but we would also be willing to discuss the possibility of such aircraft being procured as well towards shipping aid and personnel to nations in need.
