Representatives of all member states: We stand positive towards the budget and the planned vessel, but would also like to request that the crew of the vessel is crewed by personnel from all member states. This would further stimulate cooperation and acquaintance between our people. We would also like to propose that a headquarters for this elements of ALBA will be established and that a suitable location will need to be sought for it. At the same time we would like to propose that the budget itself will also be allocated somewhat more detailed. |

Rodrigo Malmierca Díaz ![]() Minister of Foreign Trade and Foreign Investment I am glad to hear optimism about the project from my fellow ALBA members, as to the crew, I actually did state in my original plan that it will be a multinational force comprised of ALBA members, and in the future perhaps also joined by a few personnel from nations who are observers, should the situation be presented, but that is for an entirely different matter and a different time. As to the headquarters of the Disaster Relief Agency, we would like to nominate a Venezuelan naval base as an interim site, while keeping in mind that my original plan for basing the ship and the Agency's operations around Venezuela would make the most strategically sound sense. In a few year's time though, we would like to build a dedicated command and control complex for joint ALBA operations, rather than using existing facilities from national military's and government agencies. As to the individual allocation of the budget, for that I will display a graph that the government of Cuba has been working on with our Venezuelan counterparts. |

![]() FY2014 DRA Operating Budget - $500,000,000 The image above represents our first draft for the budget in FY2014. As you'll notice, a disproportionate amount of spending is going to procurement and staffing; this is to compensate for the need of a ship, airplanes, and helicopters, as well as dedicated professional staff from a multinational force. Our working languages in ALBA will be Spanish and English; members in higher positions in management must be fluent in both in order to understand their subordinates and also to communicate orders to them. Once the organization matures with full-time equipment as has been discussed, it is our expectation that the procurement budget will drop exponentially to become a very small part of overall spending. Once our Infrastructure and Transport capacity has been established, the actual aid programmes listed below will increase in staff and scope dramatically, for the budget is being used for the training of personnel, and we do expect that in it's first year the DRA will be responsible for hiring over 3000 people in it's organization alone, whilst also creating thousands of jobs in the private sector to support members and the Agency's needs for materials. ![]() Hugo Chavez President of the Bolivarian Republic of Venezuela Venezuela supports the proposal, as well as the proposed division of sums. As ALBA expands, the budget will change to reflect the expansion of the organization. With that said, as we are the largest contributor to the budget for both ALBA and the disaster relief budget, Venezuela would prefer to host the ship in our own port, as well as maintain the majority of the crew on the ship. Regarding a more centralized structure for ALBA, with a headquarters and institutions to be used by all of our individuals, we support these measures being taken. I'd also like to take this moment to congratulate this assembly on the passage of Haiti's membership into ALBA. |

Ecuador: That is something that we all can agree upon I believe. I would like to congratulate all the representatives that we have succeeded in reaching an agreement in such a swift manner. We would like to request that all the agreed matters will be implemented into an official treaty, so that all representatives can sign the agreement and work on the implementation of the agreed matters can initiate as soon as possible. |

Nicaragua: Would either the Cuban government or the Venezuelan government want to be the initial lead of this organization? We second Ecuador's request for an official treaty. Regarding the leadership of this proposed organization for disaster relief, we would like to suggest that the leadership be put up for vote every two years. |

Currently it is President Chavez who holds the leadership of ALBA until elections in 2014 are convened. The Republic of Cuba would accept the nomination to be the inaugural leading nation of the DRALA (Disaster Relief Agency of Latin America) and oversee that our vision is properly implemented and carried out. We will accept our nomination for the position of Secretary General of the DRALA. |

Rodrigo Malmierca Díaz![]() Minister of Foreign Trade and Foreign Investment The Republic of Cuba would like to motion for the agenda to be set on the discussion of a special export agreement from ALBA nations toward friendly trade partners with whom we sign these agreements with. We must understand gentlemen, that the world is changing drastically, and that our planned expansion in the fields of agriculture, petroleum, and other primary goods must be kept competitive with Asia and Africa. In order to do this, I urge member states to consider the idea of allowing between 1-10% price reductions on certain goods to importing nations. Our economist's general belief is that by increasing overall volume, our economies will achieve a far greater price competitiveness over other suppliers internationally. For those nations with private sectors, we would propose either tax incentives for co-operatives and companies that choose to collaborate, or merely government subsidies to offset these costs to the private farmer or company. This new legislation would not only go towards expanding our role in international trade, but also in creating stronger ties with traditional and future economic partners. This in turn, would also be a job creation program, as even farms would realize that they would have a far greater demand from international purchasers. I open the floor to questions. |
