London-Syrian peace talks; UK/SNC/Assad

I would like to firstly thank both parties for attending. The civil war which currently rages throughout Syria is almost without parallel in modern memory, and none of us shall soon forget the scenes which the media has shown the world but this is the chance, perhaps the last chance, for both sides to end the bloodshed and work for a peaceful, prosperous and secure Syria of the future people.

I believe that the first steps in these peace talks would be if both sides to agree to a ceasefire and focus the efforts of their respective military forces on assisting those civilians who have been injured, maimed and displaced by the fighting. If these talks accomplish nothing else, it may be that they at least allowed the Syrian people time enough to flee the conflict zones. I would also like, with the permission of Mr. Assad and the representative of the Syrian National Coalition, to either a) ask the United Nations to dispatch a peacekeeping force to help ensure the ceasefire is honoured or b) deploy British troops to key areas of Syria, to monitor the situation and to report any breaches of the ceasefire in true and honest terms.

Obviously I will understand if this request cannot be accepted by both parties, and if you are willing to accept a ceasefire but not international observers, but this request is made with breaches of recent ceasefires in mind. I urge you both to consider as a sign of good faith and to show your willingness to engage in real peace talks - and not to stall your respective opposition while you can regroup and re-arm...

I agree that we must cease hostilities at once. As a sign of good faith, the Syrian government has called a ceasefire and ordered all troops to disengage from combat areas. I have also informed the Russian and Iranian troops to do the same. This order will be upheld and any troops of mine found in violation of this order will be dealt with. I am very committed to long term peace. I wish no harm against my people and I am more than willing to pardon all former SNC fighters who will lay down their arms. I am willing to make reforms that will satisfy their need for freedom and democracy as citizens of Syria, but first we must stop this war.

The Syrian National Coalition thanks Mr. Cameron for hosting these talks and believes that these talks will provide a good chance to Syria to end the violence it has been experiencing. With that I strongly condemn the foreign intervention in the conflict, especially the active participation by both Moscow and Tehran. I sincerely express my hope that these nations will honor the cease fire that has been announced by Mr. al-Assad.

The demands of the SNC are simply:
- bring all those that committed crimes against humanity before an international court, this includes those that gave the orders;
- immediate cessation of all hostilities;
- a total withdraw of all combatants from the residential areas;
- replacing of mr. al-Assad by a member of his government, who has not participated in the crackdown on the uprising;
- the deployment of an Arab League and UN sponsored peacekeeping force to monitor the situation;
- free and fair elections, on a later to be decided date, that are internationally monitored, with Russian and Iranian observers being excluded;
- at a later stage the merger of the Free Syrian Army and other moderate opposition forces into the Syrian military.

These are the first demands that we want to see addressed. The SNC will not support mr. al-Assad retaining power, as such is considered totally unacceptable for the opposition. We are willing to compromise on the matter, by allowing a member of his government to temporarily act as the President of Syria, supported by a unity government. This is a demand that is nonnegotiable for the SNC, and if mr. al-Assad is truly interested in peace, he will realize and honor the demand.

I think that most of those demands are quite reasonable, and I'm heartened to see that Mr. Assad has already ceased hostilities and thus we are one request down with only six to discuss... Mr Assad, could you please tell us what you want out of these discussions, and we'll see if we can't find a way to reconcile the two wants.

I am willing to agree to all the terms except my stepping down. I am and continue to be the democratically elected leader of the nation. Whether you like the outcome of the elections or not, they were fair elections and I was elected by an overwhelming majority. It violates the constitution to hold any election so soon after the previous election and there is no precedent to remove me. I will gladly put forth an unbiased tribunal to bring any war criminals to justice. My condition would be that all rebels who committed war crimes also be tried.

Such an eagerness to see peace restored to Syria speaks volumes, and does you credit Mr. Assad. However, if you are to remain in power - and as you have stated that you intend to do so, then there will undoubtedly need to be some form of coalition government.

We wonder, would you consider allowing Syrian National Coalition representatives into your government and into your confidence? Perhaps appointing various SNC council members to positions such as healthcare, law enforcement and foreign affairs may be needed to ensure SNC co-operation until your next election.

I would also like to inform Mr. al-Khatib that the Russian Foreign Minister has recently expressed his intention to see Mr. Assad removed from power.... If both yourself and Mr. Assad cannot secure a peace before that happens, then it is likely Mr. Assad will be deposed by the Russians and a puppet President will be installed by Moscow with the sole purpose of continuing the war.

I am willing to accept their leaders into my government and create a coalition government. In that way both parts of Syria can be accurately represented. I would like to stress what Great Britain has pointed out. The Russian Federation has personal reason to continue this war and they have stated that they would rather install a puppet regime before I can make peace. I must stress that our time is limited and we can take too long with these talks. We both need to act quickly in order to keep it from falling in to the hand of the Russians. That is why I wanted the Russian Federation to leave Syria and stop interfering with my sovereign government. I urge Great Britain, NATO and the United Nations to act against this violation against our sovereignty. I have already made a formal request to the United Nations and NATO to act on this and keep this from happening.

The Syrian National Coalition has one hard demand, which is nonnegotiable, and that it that we cannot support mr. al-Assad retaining power, as such is considered totally unacceptable after what has happened. We are willing to compromise on the matter, by allowing a member of his government to temporarily act as the President of Syria, supported by a unity government, but mr. al-Assad retaining his position as President is not acceptable and somewhat that we, in good faith, cannot agree to.

I must stress that I have been more than willing to give in to every other demand and have been more than open to compromise. I believe that it is more than fair to have a joint government until the next election. In those elections you will be free to run against me and we can leave it up to the people. I would hate to see these talks break down because of a failure to compromise. I have come more than halfway, this has to be give and take if we want to come to a reasonable solution.
