Argentina, the UK and Las Malvinas

Mr. President, Fellow Representatives ;

I have come before you again at the request of my government to speak on a Issue that has continued to serve as a Issue of instability for Argentina's International Relations as well as a Issue that has served to hurt stability and relations regionally. A dispute that has so far cost thousands of lives and was responsible for costly war. The Issue of Las Malvinas or known as the Falkland Islands to the government in London, has continued to dog bilateral relations between Argentina and the United Kingdom.

This dispute represents not only a territorial claim by Argentina but a Issue that continues to exist in a Modern world which has no more place for it. In a modern world & society which has broken free from the shackles of colonialism this Issue stands as a sore thumb in the path for a truly equal world where colonialism no longer exist. We have continued to reach out to the government in London time and time again, we have been rejected by a government which has refused to even view the Issue. To forcefully evict a indigenous population only to colonize a land with ones own population is a most serious crime in violation of International law which this Organization has time and time again passed.

My government has vowed not to use military force in this conflict and we continue to stand by this ideal, a return of rightful Argentine territory can be achieved through peaceful means. However; I ask that this community of nations which stands for International peace and cooperation join me in a International call to London that sends a clear message we demand a end to the unjust policy of colonialism. Join me in urging the United Kingdom to come to the negotiations that will allow for relations to Improve and begin the steps needed for a peaceful dialogue.

The Republic of Cuba has long held the belief that the Malvinas have, and always will be part of Argentina; imagine if the isle of man was held by Argentina? This delegation does not support British administration of a territory solely justified on colonial traditions, reinforced through victory in an unjust war against an unpopular and non-democratic junta.

Washington agrees that the issue of of sovereignty over Las Mavinas/the Falkland Islands is one that needs to be discussed and resolved bilaterally between the respective governments of Argentina and the United Kingdom. We ask that the United Kingdom respond to the call of the Argentine Representative and for both parties to bring forth a diplomatic resolution to this issue.

The delegation of Cuba would be inclined to agree that the UK should bring to charge as to why they have not allowed justice to be resolved in the South Atlantic.

We find it unnecessary to point fingers and unnecessarily provoke other nations with such claims, particularly when 'justice' has no internationally defined definition in this context.

Whilst the issue of sovereignty a matter that many nations have opinions on, we feel it is one that is best left to be resolved by Argentina and the United Kingdom and appeal to other nations to only support the need for a bilateral discussion rather than publicly state whose claim their are inclined to.

Firstly allow me to thank the United States for supporting the most basic solution to this dispute which is to hold bilateral negotiations. In regards to "justice" in this case we simply base it on the principle which has been defined as law by this organization years ago when it denounced colonialism. That is our claim to justice. However this is not the time to debate this matter and we will await the response of the United Kingdom to see if we may finally agree to hold discussions on the matter.

While I would like to firstly thank various representatives for taking the time to speculate on the Falkland Islands, I would at this time like to decline the gracious request of Ms. Perceval on behalf of both Her Majesties' Government and the people of the Falkland Islands. The Falkland Islands first became a British territory in 1833. We will concede that, at that time, there may have been a legitimate Argentinian claim for the Islands. However the Arana-Southern Treaty effectively ended any Argentinian claim, as your nation ceased to reiterated your claim in your Message to Congress.

Your claim to the Islands were wholly forgotten for almost one hundred years, until it became politically expedient to do so, that is to say, to distract from the woefully political and economic situation which Argentina faced in the 80's. Thanks to Mrs. Kerchner, it is once again expedient to create an external target for your peoples frustration and Her Majesties' Government will not play your games.

The Falkland Islanders have a right to self determination which is enshrined in the the charter of this very organisation, a right which is being honoured in the form of an upcoming referendum to determine the future of the Falkland Islands. Current polling suggests that the Islanders will vote to remain a British overseas territory. If those polls prove to be accurate, and the Islanders vote to remain a British overseas territory, then I can confirm that the Falkland Islands will undoubtedly still be a British overseas territory another one hundred and eighty years from now; regardless of any Argentinian requests for talks, economic blockades or general bullying.

With that in mind, I would suggest this discussion be ended until after the referendum and only re-opened if the Islanders return a vote in favour of becoming an Argentinian territory. That is all we have to say on the matter.

And once again the British government shows a distaste for International Diplomacy and Law when the outcome does not seem to be in it's favor. It is the International community this time that bears witness to London's inability to conduct widely called for negotiations. In responding to accusations that our claim was somehow dropped we simply point the nations of this chamber to the many treaties that came before and after the Arana-Southern Treaty which was signed in 1850 at the height of the British Colonial Empire. Including the 1958 UN Convention on the Continental Shelf - where las Malvinas are located which further gives legitimacy to our claim along with the several resolutions passed on decolonization. This is to put simply, a attempt to hold onto a small piece of a once sprawling empire and Argentina will not continue to entertain a European colonial power that continues to provoke us as well as other South American nations in our own region.

Seeing as though the United Kingdom Invaded several other territories in the Americas at that time in attempts to expand it's colonial empire there legitimacy to any claim is faulted at best. Ambassador Grant, your nation also Invaded Río de la Plata at that time which is modern day Uruguay and Argentina. Should you have succeeded we are sure you would be claiming territories on our land as well. Self determination cannot be recognized when it's original Inhabitants were forcefully ejected and relocated from there home Islands. Just as in Kosovo when the world cried fowl, just as the world cries fowl over Israeli settlements in Palestine...Britain has done and continues to do the same. If Argentina evicted all British citizens from the Islands and placed thousands of Argentine's there...we are sure a vote on "self-determination" would be heavily in our favor as well.

Instead of trying to score cheap political points on why we are pressing our claim, perhaps the UK should be looking into diplomatic efforts to ease tension. If I recall correctly however while you level accusations against Argentina, I believe the war also scored Mrs. Thatcher some political points and won her a election during the turbulent 80's in Britain also? The similarities the are Indeed quite astounding. We again urge the International community to pressure the United Kingdom on coming to the diplomatic negotiating table, Inaction and brushing off will no longer be entertained in Buenos Aires and we will work with out allies to ensure our message is made clear.

You are, of course, quite right. Baroness Thatcher enjoy a popularity boost thanks to her leadership during the way. However the point is moot, as she did not start the war. The international community is well aware of our diplomatic credentials. That is why the Syrian peace talks are taking place in London.

I reiterate, there will be no negotiation and there will be no action taken on the matter unless the referendum returns a pro-Argintinian vote.

The Russian Federation supports the legitimate and rightful claims of the Argentine Government to the Islas Malvinas over the continued illegal occupation by the United Kingdom. The United Kingdom may hold referendums but referendums do not change the legality of the Malvinas as a legitimate Argentine territory. In 2011 these Argentine claims were recognized by over 33 countries in Latin America and the Carribbean some of whom are active members of the Commonwealth group. Despite this recognition of those belonging to Latin America and the Carribbean, significant regional partners I might add, the United Kingdom has stubbornly clung to the Malvinas and has refused to enter into any sort negotiation with the Argentine government over the Malvinas. Such behavior is becoming sadly typical of a nation that utilizes bizarre diplomacy in order to achieve its aims and its goals within the international community. The United Kingdom may boast of its diplomatic credentials but yet it lacks the ability to even entertain the possibility of anything but sabre rattling towards Argentina. The United Kingdom has utilized this sabre rattling with the situation in Syria before and has utilized it in other venues. But such tactics are not the tactics of a nation desiring to express its viewpoints on the international stage.

The Russian Federation strongly condemns the United Kingdom for its ongoing belligerence and provocative actions within the region and we further call upon the United Kingdom to cease its petroleum exploration and illicit economic activities which exploit resources belonging to the government of Argentina. Such practices might have been considered acceptable in the era in which the United Kingdom practised colonialism in India, but now we are living in a new era in which the ways of colonialism no longer are a legitimate means of diplomatic action. The United Kingdom has erred significantly on this matter and we call upon the international community to join us in strongly condemning the continued illegal occupation of the Malvinas by the United Kingdom and the exploitation of its resources and positioning of military force on the Malvinas aimed at the Argentine people in a brazen method and mode of open intimidation.
