Repeal of Parts of Resolution 1929 & Total Repeal of UNSC Resolution 1737

With the conclusion of talks in Vienna and the withdrawal of the Iranian delegation understandably after an attack on their nuclear energy program it is the intention of the Russian Federation to see a partial lifting of sanctions included as part of United Nations Security Council Resolution 1929 which was passed on June 9, 2010 actively against the Islamic Republic of Iran and a total repeal of United Nations Security Council Resolution 1737 which froze all finances relating to Iran's nuclear energy program in 2006. By lifting the financial freeze this body will demonstrate good faith to the Islamic Republic of Iran despite the regrettable and totally condemnable attacks on the Iranian nuclear program, to return to the table and work to ensure their nuclear program is working towards peaceful energy purposes for the good of the region and intenrational stability and peace. This assurance is critical to moving discussions forward and moreover can just as easily be reinstated should our efforts of good faith fall short.

Therefore, we call for:


1. Partial repeal of travel bans and financial freezes in UNSC Resolution 1929

2. Total repeal of UNSC Resolution 1737 on the condition that Iran must return to the table of negotiations within six months.


These two items will push our talks forwards and ensure fruitfulness as we move to find a lasting solution to regional peace and security as it applies to the Islamic Republic of Iran,

I am very pleased to hear that Mr. Lavrov. I encourage an investigation into the matter, but again stress that I believe that this should be an international investigation under the guidance of the UN. We request Moscow and Tehran to approve such an investigation.

The Russian Federation is more than capable of carrying out an investigation sir, we do not appreciate the insinuation that our investigatory abilities are somehow flawed or will be skewed one way or the other. We will report our findings to the international community and that should be sufficient.

Minister Lavrov, with all due respect, you have positioned yourself on one side of the discussion, and your nation is the sole nation that is to investigate the matter? That does not fly.
Your investigation, however flawless it might be, will always be one that is mired in doubt, and as such, can not be taken as the basis for a highly questionable suggestion with regards to lifting sanctions against Iran. France would support a UN-led, independent investigation, and will not acceot the result of any other investigation.

Washington agrees that such an investigation should be UN-led to ensure neutrality in a sensitive and serious matter. Any nation investigating the bombing will not be able to produce internationally accepted results without concerns and doubts about the findings.

I would remind all present that the discussion here is not the investigation of the bombing but instead working to bring Iran back to the table, the proposal at hand would do just that. Perhaps we can limit ourselves to the topic at hand rather than pursuing side discussions.

Minister Lavrov, your proposal is dead in the water, understand this. France will use its veto to stop the proposed repeal of the resolutions. With that, we can move ahead to discussing other means of getting Iran back to the negotiating table.

We are disappointed with the lack of willingness displayed by the French to see the continuation of talks with Iran, I will say this bringing Iran to the table won't happen through introducing new sanctions. We will utilize our veto on any new sanctions that are proposed against Iran from this point onwards if a conscious effort is not first made in good faith to bring Iran back to the table for negotiations. It is as you yourself said, mort dans l'eau, we would suggest a more cooperative tone from the French delegation on this matter perhaps a counter proposal from France rather than a blanket refusal to make a good faith attempt to bring Iran back to negotiations.

Rather than reacting like a little child that does not get its way, I emphasize that Moscow needs to adopt a more constructive attitude towards the issue. I call on French to compromise on the matter as well, but the display we are seeing here can be found on a children's playground and should not be the scene in the chambers of the Security Council. I call upon both Moscow and Paris to adopt a constructive attitude towards the issue, instead of what we are seeing now.

Childish attitude? Compromise? Luxembourg the nation that took us off track onto a side show discussion of first the semantics of what language to use in regards to the bombing that took place in Iran and then moving on to derail us further by taking us into a side discussion about responsibility for the investigation into the bombing. Luxembourg would be better suited examining its own actions and indeed its place among these chambers, we would encourage Luxembourg to focus on the matters at hand rather than engaging in what seems like a perpetuated attempt to derail debate and discussion on a matter of significant importance to the international community.

Rather than seeking to lob insults at the members here and criticizing the efforts thus far perhaps Luxembourg has a solution for compromise that they would like to present, I would certainly hope that Luxembourg is prepared to be actively involved in the process rather than serving as an instigating entity for dissension amongst these chambers. The fact of the matter is quite clear, Iran must come back to the table of negotiations the items we have proposed will facilitate that evenly and calmly and will go a long ways in ensuring the stability and peace of not just the Middle East but the global community as a whole.

If Mr. Lavrov had listened he would have known that Luxembourg made a proposal, namely to partially end the sanctions against Iran. At the same time I have also asked France to consider that proposal. That said the reaction given by the other members of the Council to the call for an international investigation into the attack, seem to indicate that only Mr. Lavrov considers such call an attempt to derail the talks. I would like to ask you to refrain from making these ill-founded and emotional statements, and discuss the matters that are on the table, namely a desire for an international investigation into the attack in Iran, and the possibility to partially end the sanctions against Iran. I again reiterate my call to the French representative to consider the partial lifting of the sanctions against Iran, in order to persuade Iran to attend the talks on its nuclear program.
