Ladies and Gentlemen,

I come before this body today at the request of both Her Majesties' Government of Great Britain and Northern Ireland, and for the democratically elected administration of the Falkland Islands. As many of you are undoubtedly aware, there is a claim by the government in Buenos Aires that the Falkland Islands belong to the Argentine Government. This has been a matter of great dispute for decades, and a subject which led to war in the 1980's. Regardless of the particulars of this dispute, HM's Government has long held that the population of the Islands have a right to self determination as enshrined in the UN Charter.

We, that is to say the government in London, is seeking to carry out our moral, ethical and international duty; by ensuring the Falkland Islanders are granted a say in their own future. Accordingly there will be a referendum held on the matter of Falkland sovereignty, which will take place in February of 2014. We would like to invite any interested parties to come forward, and observe the referendum. This is to help assure the international community that it is carried out in a free and fair manner.

We are pleased to see that the United Kingdom is following through with it's statement on allowing observers to oversee the referendum and hope that the international community takes note of this following the recent discussions.

The United States would like to send six representatives from the Department of State to observe the referendum and present their report to the international community that the referendum was held in a neutral and fair manner.

We denounce this charade in the strongest of terms, there can be no international observance in the referendum as there is no validity to back holding a referendum. The Malvinas have and always will belong to the people of Argentina and the pretense of the United Kingdom in claiming it to belong to their citizens and refusing to negotiate with Argentina over the future of the Malvinas is a clear slap in the face to the institution of diplomacy which exists as a means of deescalating tensions on a global scale. We will not send any observers and we will not participate in this charade run by the United Kingdom which has illegally occupied the Malvinas for so many years, we denounce those who do participate in this farce and we hope that common sense diplomacy can once again become the order of the day rather than these inflammatory actions that the United Kingdom has engaged so belligerently in against the people of Argentina who only desire peaceful return to a territory that has always been there's since the earliest of times.

Without engaging in what may seem to immature, petty, tit-for-tat bickering, Russian representatives would welcome. After your governments' recent involvement in our internal affairs, ironically an interference that may have affected a referendum, we would not trust in the impartiality of any observer(s) your nation would dispatch.

We do, however, welcome any US representatives which Washington wishes to dispatch. We are also seeking a south American observation team, perhaps from Brazil.

The decision for the United Kingdom to engage in false accusations rather than address the real issue at hand that being the return of the Malvinas to the Argentines is an unfortunate choice by the United Kingdom a nation that seems to enjoy levying false accusations of internal interference more than anything else. We implore the United Kingdom to respect standing international law and to engage in diplomatic talks with the Argentine government and work to ensure that this issue can be resolved for the return of the Malvinas to their rightful owners. Imperialism is a thing of the past, India is its own country and many other nations have moved in that direction as well. However the current government in the United Kingdom seems more intent on preserving the traditions of the past rather than working to ensure a strong and peaceful future for all those in whom it comes in contact with.

The Russian Federation does not recognize the "claim" by the United Kingdom on the Malvinas as being legitimate, instead the continued blatant occupation of the Malvinas and exploitation of its resources in classic imperialistic fashion is a violation of the rights of the Argentine people and its government elected to administrate its interests. The Malvinas Islands should be returned to Argentina and the voice of reason should be heard by those within the United Kingdom. A referendum cannot be had on a territory that the United Kingdom never had legitimate claim to instead such a referendum is a mockery of the democratic institutions it claims to be in adherence to and as such is contemptible at the highest level. We urge the United Kingdom to adhere to a voice of reason and to chart a course that seeks not to provoke more outrage from the international community but instead reconciliation and a turn from the policies of cultural, political and geographical imperialism which have existed int he past.

Ignoring your denials, we ask the Russian representative to explain the Argentine claim to this body; because at the moment it seems to us that Moscow is pursuing an anti-British policy, and is using the Falkland as an excuse to attack us on the international stage.

The paranoia that the United Kingdom is exhibiting is astonishing and dismaying, the Argentine claim has been strongly laid out and it is the United Kingdom that has on numerous occasions refused to so much as consider negotiations with Argentina on the legitimacy of the Malvinas. The United Kingdom can dress this up as an attack based upon an "anti-British" policy but instead this is an attack on imperialism and imperialism that the United Kingdom has returned to in recent years in clear rejection of the positive work the United Kingdom and indeed the Commonwealth Organization achieved in pushing for indpendence and successful independence of its member entities. The Malvinas are a unique possession of Argentina ever since Argentina achieved its independence from Spain in 1816 as any historical lesson in basic academia would tell you.

The Malvinas as a former territory of the Spanish Government reverted to Argentina at the time of independence and has ever since that point remained as a sovereign territory of the Argentine people. When will the United Kingdom desist its policy of illegal occupation of the Malvinas? When will the United Kingdom work for the peaceful good of the region rather than refusing to hold negotiations and diplomat entreats to return the Malvinas to their rightful owners? The refusal of the United Kingdom to engage in diplomatic negotiation is striking and suggests that the United Kingdom only engages in diplomacy when it serves to directly promote its own prurient self interests thus creating a doctrine of self interested diplomacy rather than diplomacy for the good of mankind. What would Winston Churchill say to this new policy advocated by the United Kingdom? A policy that turns a blind eye to the basic rights of states and seeks to impose its own regime on those who are unwilling to received it?

Historical record looks down upon these kind of actions that the United Kingdom enters into so willingly and gives us the motivation and the willful concern to make this a lasting issue before the international community. The Malvinas are not a British territory and as such it is the fundamental responsibility of this international body to see the return of the Malvinas to the Argentines and a peaceful transfer occuring. There should be observers in place for that to ensure that these negotiations take place and to ensure that the United Kingdom transfers sovereignty of these territories to their rightful owner and in doing so prove that the United Kingdom is a responsible international power not just a power that acts when it is politically convenient to do so. Conviction of character and a moral integrity have characterized British leaders in the past but in the current moment seems to be woefully lacking in the leadership or lack thereof coming from 10 Downing Street.

Strangely, I think dear Winston would have understood our position and supported us. To claim that the Argentine government earned the Falklands through succession is laughable at best. Spanish ownership came about via the military conquest of our peacefully held Western territories.

If that conquest results in the Falklands being Spanish, and by default Argentinian, then our retaking the Islands post 1811 and again in the 1980's surely ends the claim?
