Guido Westerwelle Foreign Minister of Germany I would like to welcome the Israeli delegation to the city of Dachau today to discuss what inevitably will remain forever in our memories as a discussion of matters relating to the security of the State of Israel and her partners in the region. The issue of Syria has become a significant one primarily as instability has spread in the form of violence against the State of Israel causing a wider range of instability to rise forward as a result of the overall chaos of the region. The deployment of Russian and Iranian forces into the region certainly did not help stabilise matters but instead propogated an instability of the worst order something we condemn both Russia and Iran for in the strongest of terms paritcularly the alarming questioning of Russia regarding the sovereignty of Israel in earlier statements. Continued developments in the region are alarming that is why we decided to hold this conference to find out what ways the German government can stand by and support our allies in Israel but its much deeper than even that. You may notice the location of where these talks are being held, the city of Dachau. And even though this city is a beautiful location in Bavaria it holds its own secrets of a time that must never be allowed to repeat and instead something that must work to remind us of the horrors of man's inhumanity to man. The absolute terror and brutality that occured at the concentration camp in this city will forever haunt our historical legacy but it also compels us to ensure that Israel remains safe and secure if not because of a sense of humanity then because of the tremendous debt we owe to the Jewish people many of whom now live in the State of Israel. We would like to begin by discussing the recent attacks on Israel coming from Lebanon I believe you mentioned were the works of Hezbollah and Hamas, it is our opinion that it is likely these attacks resulted from radicalized factions coming from the instability in Lebanon. We must ask why now? And the answer to that is simple, right now Russia is talking about withdrawing and that leaves a tremendous vaccuum within Syria and indeed the entire region. We call on Israel to speak to this fact and share what steps are being taken to move to a proactive conclusion. |

Now, to address the the recent attacks on our country conducted by Hezbollah and Hamas. This attack was conducted as a direct response to the lack of Syria's ability to control its territory and the fact that Lebanon has been unwilling, despite its ability, to ensure stability. We have information that the Iranian soldiers deployed near the Lebanese border have been supplying both advanced surface-to-air missiles and surface-to-surface missiles to Hezbollah and Hamas. In 2013 our air force intercepted and destroyed a convoy carrying advanced Russian-made surface to air missiles to a Hezbollah base. As a result of this influx of Iranian and Russian-made weapons to these militant groups and an increase in the amount of attacks that are being conducted against our territory we are being forced to conduct operations against both Hezbollah in Lebanon and Hamas in the Gaza Strip and the West Bank. We can inform your government that we have plans to conduct further air operations in both Palestine and Lebanon to remove these threats. We are open to discussion with regards to a response. |

In terms of a response we believe that a joint coordinated response would be most appropriate, our government has taken extraordinary steps on this matter particularly because of involvement of Russian and Iranian forces in the instability within the region and the need for a much more coordinated response. We have deployed around 6 naval assets to the coast of Southern Lebanon and they will be remaining there indefinately with supply and refuel options available to them when needed. Opening up Israeli ports would of course save our small detachment time when needing to refuel, and perhaps having Israeli ships provide the logistical support would also be a great help for our naval deployment. Our objective is to see a strong signal sent regarding the instability in the region, we would prefer to see the Lebanese government work to eradicate these elements however we believe that even if they desired to do so which we believe there is a great desire to do so in the government currently of Lebanon, they would not have the means by which to do it primarily because Hezbollah is recognizably more powerful than the military of Lebanon itself. The majority of Hezbollah's support comes directly from the Syrian government and that brings us to a thought. Perhaps the Assad government at the very least its old remnants in an act of desperation are hoping that Hezbollah and Hamas can distract from the main conflict, or perhaps the Russian Federation has engaged in this manner. All of course is conjecture without substantive evidentiary proof that can be provided, our point is simple so long as Russia and Iran remain operating in the area there can be no lasting peace. In this specific circumstance in which we are faced with a country of systemic and massive instability the only choice can be through that of isolation. First step is to eradicate Lebanon of Hezbollah completely which is a significant undertaking and would need to be an Israeli based action. The eradication of Hezbollah can be facilitated primarily through a large scale ground operation with support coming from armor and aerial units. The German Navy could consider providing logistical support if necessary primarily through Naval means but our assistance would be somewhat limited in the initial stages until the fighting becomes more defined. We are confident however in the abilities of the Israeli government when it comes to matters of self-defense. We would not normally advocate for such a radical solution however it is our feeling that so long as there is instability in Syria there will be instability in the factions that are controlled from Syria, it is not practical to go into Syria for any nation so long as there are Iranian and Russian forces currently in operation there. It is more practical for Israel to stage a large scale ground operation in Lebanon similar to what was done in 2006 with the objective of not harming the Lebanese government which is independent from Hezbollah but instead to eradicate the terrorist elements within the country that cause instability to spread to Israel. This is our desire to see these groups eradicated as much as possible. Now it is important to note that total eradication is not possible, but it is possible to change the equation to a point in which membership in these organisations is so difficult that it does not become valid or even enticing for those who would seek out such things. |

![]() Danny Ayalon Minister of Foreign Affairs State of Israel While we certainly thank your government, Minister Westerwelle, for its support and offer of assistance I must make clear that it is the long standing policy of the State of Israel to not provide support or, in any way, allow foreign forces into our territory. And per this policy we can not allow our ports to provide logistical support to any German warships operating in the area. Nor can we allow Israeli warships to provide such support. I hope you understand that this policy is something that is taken extremely seriously within Israel and one which we cannot bypass. Now, you bring up the option of action in Lebanon. The Israeli Defense Force and its command staff are, as we speak, drawing up plans to conduct reprisal operations against Hezbollah and Hamas for these most recent attacks. In addition we intend on cutting off the supply line from Syria into Lebanon in order to end the supply of arms, munitions, and supplies to Hezbollah and Hamas and to weaken them as a true threat. While we are more than happy to have German ships be deployed to the region as a sign of solidarity and political support, we would not like to complicate matters by having German assets directly involved in any operations conducted within Lebanon or Palestine. In addition the eradication of Hezbollah cannot be conducted through large scale action or the use of heavily armored forces. This is a militia organization and its tactics make it extremely difficult to fight conventionally. We will continue to use the tactics that have proven themselves in the past, and if ground forces are to be involved it will be in a support role or to set up a buffer zone against further attacks. We also understand that you view the Lebanese government as being separate from Hezbollah, and while we understand that this is for the most part the case; we also have a long standing policy of holding the government's of our neighbors responsible for the actions of their citizens or individuals within their territory. As a result the Lebanese government; which has both the ability and the means to stop these actions from happening; has not chosen to do so. Through their inaction in stopping Hezbollah from making these attacks they are as guilty as Hezbollah and will be treated as a guilty party. |
