Your AV13 vehicles will be useful against Tau if your opponent(s) are running a gunline. Against DE, Scarabs and Wraiths are great to pop the raiders, venoms, and ravagers which will help a lot. Against nids, it's hard to say since there's a number of different builds in the new codex (from gargoyle spam, biovore spam, and MC Spam).

As for how to make it better.... I'd consider dropping the tomb blades and adding another 3 Wraiths to add resiliency through numbers. That should also free up some points to get either another barge or (preferably) a unit of spyders to help augment your scarabs.

Lastly - I would see about dropping an overlord on command barge in order to include Zahndrekh. Still provides a royal court but the ability to add abilities to your troops and removing other abilities from your opponent is great. Removing stealth is big. Giving Furious Charge to scarabs is downright scary.

If you want to use your tomb blades against tau or nids, you could consider using them with the particle beamer. Their role would be (cheap) "harasser" based on their 36" threat range
Tau, tring to avoid CC, don't advance much and tend to stay near their table edge; you can zoom in and try to generate enough casualty to cause a morale check to potentially catastrophic results for the tau.
Tomb blades can also go hunting for nid's venomthropes or biovores... nasty buggers... but yes, it's harder to plan for nids now. My group lost its dark eldar player some time back and I did get the chance to try tomb blades on him. But I suspect S6AP5 would do wonders against their tshirt-save/T3

I play DE a lot in addition to my Necrons. I can confirm that S6 is the main of a DE player's existance since many (most?) of the HQs are only T3. So we need to make our saves or we get doubled out.
