So here you have it! Two lists that will rain fire on the opponent.
Tactics: Everything towards the opponent! Jink as much as you like to prevent getting stopped
Your Ghostarks are flameboats....shoot with the harbingers of despair from it, then try to finish with warriors-double tap.
Dont forget the stalkers! Marked targets --> reroll wounding on shroud of despair!

List 1 is more GA orientated....has MORE FIRE....however I think list 2 is more scary.
Same thing, just with 2 CCB replacing 1 GA and one AB more (to get improved anti flier support...because zahndrekh is missing)

This lists are for people who like the look on the opponents face when you tell him you just wounded 8 of his space marines with a AP1 weapon.

The CCBs combined with the Ghost arks will bring chaos to the enemy ranks....dont ever forget the shrouds of despair! You will push the enemy to the his table edge (as he tries to get away)...that means any failed morale check might end up in a unit running off the table!!

You might also exchange heatray for Gauss on the stalkers...WHAT? *slap* I SAID THERE SHALL BE FIRE!!

I analized the list a bit and I noticed it is actually better balanced than inicially thought. I started it as a funlist but it seems to have the potencial of beeing actually effective.
in list 2:
Against reasonable numbers of Fliers you use the 3 Anhilation barges and the stalkers (yes, they hit on a 6, but IF you hit everything else gets TL shooting at the flier)
Against reasonable numbers of MC you use 3 AB and the stalkers. Also the CCBs with MSS.
Against tanks you use the 2 CCB, the stalkers, the ABs (light vehicles) and some Gauss spam.
Against hordes: Flamers and ABs all the way. You should be able to kill (or severly decimate) a 30 model ork mob with 2 GAs in one turn. Dont forget you can shoot into their open topped vehicles! However, take care that the CCBs dont get tarpitted (run them together)
Scoring: 3 GAs with "objective secured!" (its a 1FOC-list!)

So you have an answer to everything, except extreme Flier or MC spam...but in the end, there is no balanced list that has a perfect answer to extreme spam lists...

I never really see a spam list that extreme.
List 2 is allround effective and a winner. of course you can loose depending on the mission.
List 2 made for fun?? it would do well in tournee scène.

What I had trouble with was riptide and eldar knight standing with a toe in area terrein and get cover.
Area terein is gone! so now more suceptable to massed fire

just keep distance and moving when facing an assault heavy army.
Bike army is less scary now jink criples them a lot.

This list is right up my ally.

Yes, area terrain rules where pretty stupid for MC....
Luckily, Eldar and Tau aren't battlebrothers anymore. Yay!

The good thing about list 2 is that it basically ignores cover. This way its way easier killing for examples guardsmen going to ground in cover, which can give them a 2+ coversave!
The flamers ignore cover directly, which helps on that. The Anhilation barges also do not care a lot for cover, due mass of shots and not low ap-value. (well, they would care against those 2+ guardsmen). Small arms fire does also not care that much about cover, as mostly enemy armorsave is better than cover.
CCB finally stabs and thus doesnt care about cover. The only ones hating opponents with cover saves are the stalkers...but cover does not limitade their TL-support.

I think this list can be really effective if played well, however the playstile of it is different to most other necron armies. You want to get close (flamerclose!), but maybe want to avoid getting to close to certain enemy units...
It is a bit kamikaze, but if you use wisely your stalkers, place effectively the templates (you have the whole ghost ark for adjusting the template), dont forget to use your nightmare shrouds and prevent your CCBs from getting tarpitted...then the opponent will have a really hard time.

One more thing worth mentioning: Assaulting your GAs can get really painfull for the opponent due to "wall of death" rule...2 flamers inside!
