What's the government situation look like?
Our region has three main levels of command: the Imperial Council, the Inquisition, and the Hyperion Senate.

The Imperial Council (IC) consists of the Autarch, Chancellor, Lord Inquisitor, High Lords, and military command. It assembles when sensitive or secret decisions need to be made. Its members otherwise act separately as department heads and administrators.

The Inquisition is the law enforcement of the region. Inquisitors ensure that all members are complying with any requirements currently set in place, and, along with the Lord of Development, also controls admission into the Patrician caste. The Judiciary, our courts system, also exists as part of the Inquisition.

The Hyperion Senate consists of all our Patricians, and is the primary body of law and policy. The Senate operates somewhere between a democracy and a mob, and doesn't necessarily need hard votes to get things done. While the IC is technically superior to the Senate, it is more common for the Councillors to participate as Senators. As such, the Hyperion Senate tends to be the most important part of the entire government.

Is that it?
Of course not, that would be dry and boring. Granted, the Hyperion Senate is about as boring as a discussion on abortion, but you probably don't want to deal with its squabbles and silliness 24/7. That's why we have the Imperial Service and the military.

The Imperial Service consists of the various departments, such as Foreign Affairs and Recruitment. All departments are volunteer-only, though enlistment and training in the Hyperian Guard is highly recommended for all members. In general, however, you will be encouraged to join under-staffed departments.

Oh yeah, didn't your recruitment telegram mention an RP?
Why yes it did! While we allow other RPs, of course, our main RP is the one that sets the standard of our theme and culture. It's kind of complex and involved, but once you get the ball rolling it's about as smooth sailing as any other RP.

The Jarl waited at the train station, eagerly waiting for the first shipment of cookies from his new allies. These weren't any ordinary cookies. These were soft chocolate chip cookies. These cookies could reduce crime by a huge amount. If only the cookies would arrive faster...

Seemingly just another reporter among all of the media waiting for the Jarl's arrival, Operative 11657-Alpha watched the Entente fighters taking off to escort Aragonn in. Operative 11657-Beta stood only a few feet away, aiming a camera at the aircraft.

The visual feed was relayed down the street to a nondescript car, from which it was sent across the city to the offices of a small international travel agency. The feed was hidden under the signal of a video call from the office manager to the company's corporate offices, located in a major Colbentiellian city. At that point, the signal was encrypted and transferred into fiber optic cables that were hidden along the national monorail network. Finally, after nearly two minutes' delay, the visual feed reached an underground chamber in Valkryt City.

"I must be informed of any further developments." Regent Colberius X stood up from watching the feed from Port Alexandria. He glanced around the room, where dozens of monitors lined the walls, showing visuals transmitted from all over New Hyperion. "A situation like this could be just the chance we're looking for."

Kommander Gunnar sat in his quarters aboard the AS Midgard Serpent, the pride of the Aesir Navy, watching the video feed from the ENN as his Jarl's squadron landed in Port Alexandria. Aragonn climbed out of his Fafnir clad in his sapphire armor and bear pelt cape then went through the greetings with the Entente representatives who showed up. 100 armed soldiers were there to escort Jarl Aragonn, and escort they did. Gunnar turned off the screen.

The fighter escort, the 100 soldier escort...they're trying to impress us. They know we're a militaristic nation, so they're showing off their military in order to gain more respect from us. But we're not primitive beings. We know about how little they put into their military and of their economic troubles. A full on assault from us, and they wouldn't stand a chance. But we keep them as friends because they have a vital resource that we sorely need. Cookies.

He got up and walked out of his quarters onto the bridge of the nuclear powered longboat. The man, clad in a black armored exoskeleton, looked both for and aft to see the four railgun turrets, 8 anti-aircraft laser cannons, and the many twin-linked railrifle turrets to guard against boarding craft and incoming missiles. This ship was covered in experimental technology.

"Status update."

The captain stood up straight and faced Gunnar.

"The railguns and laser cannons are fully operational, the railrifles are ready for any attack, the infirmary reports no injuries nor sickness, we're fully stocked on food and water thanks to a supply run this morning, and the power grid is at 99 percent efficiency."

"99 percent efficiency?" inquired the Kommander.

"It is incredibly difficult to attain 100 percent."

"But not impossible."

"Yes, sir."

"Then make it so."

"Yes, sir."

The captain then proceed to order the engineers to bring the power grid up to 100 percent efficiency. He then turned back to Gunnar.

"Anything else, sir?"

"Get the engines fired up. We're moving the MS fleet to Vanaheim Bay."

"Understood."

Ramos went into his private bathroom and looked in the mirror.
I look exhausted. Hell, I feel exhausted. This traveling is really taking a toll me. But it's nothing a little makeup won't fix, he said with a smile.
Ramos looked like he was a fifty year old man, when he really was only 37. Small wrinkle lines had developed around his eyes and he look like he hadn't had sleep in a week, and truthfully he hadn't. With the meetings with his military and economic advisers and now this surprise meeting with the Jarl, who knew what was next.
Ramos stepped out of the bathroom and was greeted immediately with the view of Port Alexandria.

This was his city, the crown jewel of the Entente. 40 million in the city proper and another 30 in the suburbs made Port Alexandria a city all unto its own, and now seeing it in the dark with it's shining lights twinkling, Ramos couldn't help but have a twinge of pride in his country.

Sir, we are arriving in the city.

Ramos breathed in slowly and exhaled. This was his time. His time to show the world Miricano was not to be trifled with. His time to prove the might of one of the best countries in the region. His time.... to shine.

Federal forces pushed through the crowd of reporters, in order for Ramos to make his was to the podium that was set up for him in Herald Station. He would answer questions, but his media team would have already planted reporters in the crowd that would ask him questions he would already have a prepared answer for.
Damn vultures. Always trying to get the latest scoop on anything I do... Damn I hate reporters. Ramos thought to himself.

Ramos arrived at the podium and began his speech, reading from the holoprompter in front of him
Today, people of the Entente, is a glorious day in our history. We welcome the Jarl of Aesir into the Entente with open arms. Aesir, over the months, has become a growing empire and ally in New Hyperion. And with the recent developments within the region, we cannot do without such a powerful ally. Today and in the coming days, we hope to cultivate this relationship into a blossoming alliance. Remember, we are no longer separate nations, we are one, we are brothers, we are the Entente.

The crowd gave a roaring clap and cheered for Ramos. After the crowd died down, Ramos began to take questions from reporters
>>Yes, Prime Minister Ramos, what do you think is the reason for such a surprise visit from the Jarl?
>I cannot answer for any man, what I can say is that we have trust in our friends in Aesir. We want to cultivate our relationship with them and hopefully obtain a more stable union within New Hyperion. Next question?
>>Prime Minister Ramos. What is your stance on the situation in Fort Ticon. There are riots still going on within the city, a month after the draft was instituted.
>I condemn all actions of the rioters in Fort Ticon. The Entente has always supported the tenet of Free Speech, and the right to protest peacefully. However, when looting and rioting goes on in a major metropolis like Fort Ticon, then actions must be taken to ensure the safety of all citizens. That is why today, 1000 Miricano National Forces will be deployed to Fort Ticon, to ensure the safety of all citizens. Another question?

Ramos quickly descended from the podium and rushed back onto the train and closed the doors. His press secretary entered his car
Sir, I don't know how that last reporter got a hold of that document, but I will make sure...
WHAT THE HELL WAS THAT. I LOOKED LIKE A FOOL OUT THERE! THIS WAS YOUR JOB TO MAKE SURE THERE WERE NO DISCREPANCIES.

Press Secretary Alto quickly rushed out of the car, leaving Ramos alone. Ramos got on his communicator and called Cindy.
Cindy, when does the next light rail leave Herald Station for uptown Port Alexandria?
At 9:10 sir.
Good. Make sure the Jarl is on that light rail. I will be taking him to the Candicilar on public transportation.
Are you sure it is a good idea sir?
It will show him that the Entente has one of the greatest public transportation systems in the region. Hopefully it is enough to at least modestly impress him.
I will schedule the rail sir now and call the Jarl.

Ramos stood up and walked over to the window that looked over the city. He had to impress the Jarl if he wanted this continued friendship. Ramos had already sent for the new armor the Jarl was going to receive when he saw Ramos, a sign of power and friendship. He only hoped this was enough to impress the man that had everything.....

After being escorted to Herald Station from the Aerobase, riding the train to Parliamentary Square Station, and walking to the Candicilar, Aragonn and 3 of the pilots, his guards, were finally to see Ramos.

At the Aerobase, some of the Entente soldiers were instructed to collect the weapons from Aragonn's guards. That turned out to be a colossal mistake. Aragonn's guards knocked the Entente soldiers onto their backs and pointed their railrifles at the soldiers' heads. Aragonn had to order them to back off to stop the conflict. This action only annoyed Aragonn.

The trip took a total of 23 minutes. Jarl Aragonn and his men received plenty of strange and terrified looks from the citizens of the Entente. They all kept their distance from the Aesir warriors for fear of provoking a fight. Ignorance at its finest. We don't attack civilians. Of course, with our bloody history, nobody seems to pay attention to that fact.

As the Jarl walked, he looked into a store and saw a robbery in progress. He signaled his guards and moved in on the robber. The robber panicked and shot his pistol at Aragonn, but the bullets just pinged off his armor, leaving scratches in the paint. Irritated even more, Aragonn drew his ulfberht and ran the robber through before leaving and continuing on his way.

The Jarl first looked over the Candicilar, admiring its architecture, before going up the steps and in through the front doors. The meeting between Ramos and Aragonn was about to commence.

Ramos walked into the room, only to see a man of large and strong stature pacing the entire room. The 6' 5" muscular man dressed in sapphire Huskarl armor with a ulfberht long sword strapped to his side.

All the rumors were true. He is as powering and towering as they say. Ramos thought to himself. I'm just dressed in a suit and tie, which he has some of the most powerful armor in the region on.

Ramos walked to the head of the room and sat down, motioning for the Jarl to sit as well. The Jarl just look at Ramos and kept standing.

Jarl Aragonn, it is a pleasure for you to visit Miricano, on such short notice. I assume you know the situation in the Entente, but I will go into a bit more detail, as you are privy to it.

As the moment, the Miricanian budget has been slightly stretched these last few months. We have been lately overhauling the Miricano Transit System, making it faster and more efficient. Unfortunately, that has taken up too much of the budget and we've had to make deep cuts in the Defense budget to make up for transport and as well new educational and technological standards.

About five years ago, under the Honan Plan, we converted of the Entente's electricity of Nuclear and Solar, which Nuclear comprises 60% of the power sources and Solar makes up the rest. As well, the plan called for the overhaul of the MMDS or Miricano Missile Defense Systems. The Plan has completely been a success and we are reporting today that the Defense System is completely operational and the new electrical system has reduced the pollutants produced by over 85%.

Our current military is one of the largest in the entire region. We have developed new technology and in fact, we hope to partner with Rationalist Science to gain the upper hand in the current research methods. I can't release the full details at the moment, but test trials will run soon, if Counsel Xavier comes through.

Jarl Aragonn. Have the means to keep up the current military numbers in the short run now, but in the long run.... I don't know. The new Valdican Parliamentary session will be commencing in two weeks. There we will decide the new budget numbers in the Entente. I can only hope they see the importance of a great military.

And one more thing. The news of Fort Ticon is real. The state capitial of of Blueholt is on borderline anarchy. Governor Colbalt has fled the city for Hunter Bay due to the rioting. Businesses are being looted and destroyed, Metro links are being uprooted, and factions are developing within the city. Miricano National Forces have broken up many of the riots, but they keep forming again. It is almost like someone is instigating the riots....


But I do have a question of you. What is the real reason you decided to come down here?

The Jarl took off his helmet and stared down at Ramos.

"You want to know why I am here." He took a deep breath. "You're having economic troubles, there's riots in Fort Ticon, which you have lost control of, and you're planning on waging war with Frostmark, a nation that has both superior technology and a larger military force.

"There's also the more recent incident involving the death of the Majority Leader, Isador. He boarded a train, and the train just happened to derail. I find it odd that the train derailed because of an electrical failure when the rail system is so well cared for. I find it even more odd that Isador was found to be dead hours before the train wreck because of a bullet to the head.

"I also happen to know that you recently acquired a number of penguins. And where did you get them from? Laurentus States. Have you any idea what Emperor Laurentus has planned? Neither do I. Every operative I send there gets found out and killed or, worse, captured and interrogated. I've stopped sending operatives to those lands because of it.

"So I'll ask you something. Do I need to bring forces over here to ensure the safety of the cookie factories? Because there will be war if I lose the supply of cookies."

Operative 11657-Epsilon was hard to startle, but 11657-Gamma heard a sharp intake of breath in his ear. The Jarl and his entourage had turned a corner two blocks away and were no longer visible to him. Epsilon, however, had a bird's eye view of the situation, courtesy of ARIS. Argonar Laboratory's Aerial Reconnaissance Insectoid Surveyor may have been only one centimeter long, but its durable frame housed high quality cameras, thermal imaging sensors, and powerful audial receptors. It could transmit its data up to 100 meters, but it had enough onboard memory to store eight hours of visual data. ARIS devices were one of the most important, and most expensive, tools in Blackwatch's bag of tricks. Back at the office, Epsilon was guiding ARIS, with Gamma carrying a signal relay unit in his shoulder bag. ARIS hovered ten meters above the Jarl's head, staring down at him.

Pressing his left ring finger and thumb together, Gamma activated his comlink. "What happened?" Epsilon had regained his composure by the time he responded. "The Jarl made a brief detour. In order to...stop a robbery in-progress." Gamma wasn't sure what was so startling until he turned the corner and almost tripped over a man bleeding out on the sidewalk. He gawked for a moment, but steadied himself quickly. A cursory glance told him there was nothing he could do for the man, and he hurried on his way before the authorities arrived.

Gamma knew that Epsilon was likely having the same thoughts that he was. Back home, this man wouldn't have been robbing a business in the first place; even had he tried, the police would have quickly made him regret his decision. The government here is weak. These people deserve better. Gamma turned the last corner just in time to see the last of the Jarl's guards being ushered through the gates of the Candicilar. He could go no farther; from now on, it was up to ARIS.

The insectoid drone in question entered the Candicilar right before the front door closed. Using its own sensor package to help it avoid detection, ARIS stayed in shadows where the walls met the ceiling. During the ride to the seventh floor, the link with Gamma's relay package was lost. ARIS was on its own. Primary programming took over, complex software that balanced information gathering, avoiding detection, and self-preservation. ARIS followed the Jarl into a conference chamber and took up residence in a dark corner.

The Jarl being the primary target, ARIS observed every step as the imposing man paced around the room. After several minutes, Ramos entered, and began speaking with the Jarl. ARIS watched silently, recording every word.

"My liege. We may have a problem. It seems some of Colbentielle's agents have already infiltrated all the proceedings. One of their agents nearly trampled me close to the dying thief's body. What the hell is Aragonn's problem, anyway? It seems he's every bit as barbaric as we've been led to believe. Our bug under Ramos's table is also picking up another one in the vicinity. A... flying one, it seems."

Emperor Laurentus sounded grave when he responded: "I suppose we should have expected Colbentielle to make its move this way. Still. I want you to track this agent of theirs down, and monitor him around the clock. Kill him, if he poses a problem. But for all the gods' sake, do it quietly, and make it look like a robbery. Another thing, did the reporter have the desired effect on Ramos?"

"He did, my liege. When our reporter began asking those uncomfortable questions, Ramos was obviously startled, and he quickly retreated. Hopefully he'll get the message that he's not to betray anything about our involvement with the penguins with Jarl Aragonn. I believe he now knows we have agents in the room with him wherever he goes. He's only useful to us as long as he doesn't shoot his mouth off."

"You catch on quickly, nephew. I give you leave to approach the situation as you see fit. Perhaps taking his son for a few hours will let the message sink in. He seems to be the only person he cares about. Besides, the penguins were a blackmarket deal. We're in no danger of it coming back to us. It is surprising that Aragonn was able to guess we were involved. I need people in the Jarl's entourage. Let me make it clear that lethal force is absolutely forbidden. If agents get discovered, activate the SCIMITAR switch and kill them. To any doctor's eyes, it will simply look like a heart attack."

"Understood, sire." Second-in-line Maximus ended the call and proceeded to silence the reporter they had hired to spook Ramos. His emperor made it very clear that there would be no room for any witnesses.

Ramos glared back at Aragonn with an intensity of a thousand suns.

Don't. You. EVER. Tell me how to run my country. Ramos stated with his teeth gritted. The Entente is my nation, and you will not put me on the stop like that. Not now. Not ever. I don't care if you have solid gold armor and you are 9' 7", you will not disrespect me in my house.

Ramos took a deep breath in and out, walking over to the window looking over the city in order to calm down. Thinking he heard a a light drone, like a fly, he instinctively swatted, hitting something. He heard a light thud but didn't give it a second thought as he walked back over to the desk.

Aragonn. We are allies. We are trade partners. I dare say, we might even be friends. But let me run my country. I promise you, I won't disappoint.

I am going to be frank with you. Fort Ticon is a mess at the moment and I know the deployment of the Federal Forces won't really help the situation, and just might make it worse. Colbalt is doing nothing to fix the situation, crime in Port Alexandria is on the rise due to the police strike for higher wages, as I know you saw on your way here. The Miricanan National Forces can't be a police force and a military force. However, we have received solid leads on current espionage tactics that are being using in the country. At the moment, anti-personnel maneuvers and precautions are being taken in order to preserve the sanctity of the nation. If need be, then I will active the Secondary Battalion in order to preserve peace withing the nation

So I am going to ask you a favor. Will you return in two weeks time to address the Valdician Parliament before the vote for the new budget come up. I already have a new Majority Leader installed who is one of my guys. I know for sure that if you address the Parliament and with the new Majority Leader, we will have more than enough votes to ensure our military will be tip top and we can finally enter this fight. The Entente needs your help, we need your help. Hell, I need your help.

So don't worry about the Ent---

Ramos' communicator began to vibrate and light up. He saw it was Consul Xavier, from Rational Science. Ramos needed to talk to him, but the timing.....

The Jarl looked at Ramos curiously with a raised eyebrow.

Don't worry about it. It's nothing. Listen, we can continue this conversation in the morning as it is getting quite late. The Royal Guard will escort you to the light rail station in order for you to get to Herald Hub to get on the train to my compound. In fact, my son is there at this very moment. He's been quite excited to see you since your last visit.

Ramos called in a Royal Guardsman and pull him aside.

Listen. Aragonn is to go straight to the light rail station, straight to Herald and straight to the compound. No detours, no anything. If the Jarl has anything bad to say or gets hurt in anyway, you will be answering for it. Understand?
Yes sir.
Good. Gather your men and take him now.
Yes sir.


The Royal Guardsman took the Jarl and left the conference room. With the door closing behind them, Ramos made sure no one was in the hallway, walked to his study and closed and locked the door.

Good evening Consul Xavier..... We have much to discuss.

Before being pulled away, Aragonn stopped the guard and looked at Ramos again.

"If this is how you wish for your country to be run, then I will respect that."

He then let the guard take him as far as the door before stopping and turning around.

"By the way, there's a bug up in the corner," he said and pointed to the ARIS on the ceiling in the far corner.

Aragonn then put his helmet back on and locked it in place then followed the Federal guard with his own guards following him.



The Jarl entered the camp with the Federal Forces guard later that night and noticed that Roen had not come to greet him per usual. This sparked concern in Aragonn.

"I wonder where Roen is..."

"He could be busy at the moment," assured the Federal guard.

"This is unlike him. He always came to greet me when I visited."

"We'll go search for him and notify you of where he is."

"Do so." Aragonn then turned to his guards and, switching to Norse, told them, "Aid the guards in their search. I have a bad feeling about this."
