How can I make a good hippo exhibit with underwater viewing and ground viewing? Also what foliage should I use?

It would help to have two viewing areas. The exhibit will have to be on a "plateau", and on an edge, there is a glass underwater viewing area. On the other side is an inclined slope where guests can climb and see the animals over the side.

Maybee you could make a cave where the guest have an underwaterview and if they walk further they can see trough grass the enclosure?

I like to make underwater viewing areas that are covered so it's like entering a building. I like to line the edge of the water with lots of foliage, particularly spike grass (found at NS) and then try to keep the water somewhat shallow. Deep enough for the hippos to submerge, but not so deep that they never dive down.
