I see little wrong with something like this, posing weapons as humanitarian aid is rather suspect and should be cracked down on. Aye.

Proposal removed as a category violation. Put shortly, "enforcement = spending" is a weak argument that we're not likely to accept. Mouse has already commented on how that could be extrapolated to the ridiculous situation whereby the cost of "ban nukes" would make it International Security (it doesn't).

Personal suggestion: try Global Disarmament. It fits much better in that category
