Repeal: “Nuclear Arms Possession Act”
A resolution to repeal previously passed legislation.

General Assembly Resolution #10 “Nuclear Arms Possession Act” (Category: International Security; Strength: Mild) shall be struck out and rendered null and void.

The World Assembly,

Understanding that all nations have the natural right to proper self defense,

Not understanding what the definition of "wrong hands" in the target resolution is meant to be,

Understanding that if nuclear weapons were kept from the "wrong hands", the "Mutual Assured Destruction" principle that supports having a nuclear arsenal would become moot,

Believing that the best way to deal with non member nations is not to engage them in a cold war arms building race,

Hereby repeals GAR #10, Nuclear Arms Possession Act.

Summary: Repeals the Nuclear Arms Possession Act (NAPA), which guarantees member states the right to possess nuclear weapons so long as they prevent them from falling into the "wrong hands".

Analysis: In principle, I am not opposed to repealing NAPA. I agree with the repeal that the "wrong hands" language is extremely vague. The World Assembly does need a real nuclear non-proliferation regime in order to prevent (or at least reduce the chances of) rogue states or violent non-state actors acquiring nuclear weapons, and NAPA doesn't cut it.

With that said, I strongly support the right of member states to self-defense. In a nuclear-armed world, this generally requires either a) a nuclear deterrent, or b) a military alliance with a country with a nuclear deterrent. As such, it is important that NAPA not be repealed until there is a good replacement that guarantees this right with a strong chance of passing. As far as I know there is no such replacement yet, so I must support a vote AGAINST.
