The United Republic of Smaller Alliances (URSA) Peace and Defense Act Preamble: This Document hereby declares all members of the United Republic of Small Alliances, forthwith known as “URSA”, allies in times of both peace and war, and ensures the continuation of fair representation within URSA. Article I (Times of Peace) All member alliances of URSA shall not conduct any form of war against another member alliance, nor shall members of any alliance conduct war against a member of another URSA alliance. Any member or URSA alliance that does so without authorization of the URSA Senate may and can be removed from the Republic. Article II (In Times of War) In times of war, when approved by the URSA Senate, member alliances are asked to aid members of their own alliance, and other alliances within the Republic. Alliances are required to defend each other, but if one alliance goes to war, the other alliances need not join in. If during a war one alliance is allied with an alliance that URSA has declared an enemy, the said alliance is required to remain neutral. Article III (URSA Assembly) i. All alliances of the Republic have the right to one vote per every eight members of their alliance. There shall be no maximum or minimum to the number of members allowed into the Senate, as long as the number corresponds with the ratio stated above. If an alliance has one delegate, and then five more members, they are allowed another delegate. (Ex. 13 members, 21 members) All alliances may appoint any delegate of their choosing, who is to serve a one-month term with no limit to the number of terms. How they are chosen, whether by council/senate, leader, or by all members, doesn't matter. ii. At the beginning of each term, the Senators shall gather together to elect a Premier of the Senate. This person will be no more than a moderator of the Republic, and shall hold no more powers than any other delegate, except when time comes that the Administrator cannot continue his/her duties, and then in which case the Premier shall take over. iii. Any alliance may send their members to be a part of URSA, but only delegates have a vote within the Senate. They will not be allowed to participate in the voting process, but may participate in all public discussions. iv. Any alliance leaders or delegates have the right to introduce a piece of legislation at any time. All Bills must pass with a majority of the Senate’s vote in order to become law. Article IV (Leaders) i. Once per month, all members within each alliance may participate in the election of an Administrator of URSA, who shall act as the head of the Cabinet and overall leader of URSA. He or she has the following powers: The right to veto any bill that comes before him/her. The Senate may overturn the veto with a 2/3 majority vote. The right to declare war upon consulting the Senate and receiving their approval to do so. Article V (URSA Cabinet) i. The Administrator Shall act as head of the departments of public affairs, foreign affairs, recruitment, aid, communications, and justice. S/he may appoint temporary cabinet members with approval by the Premier. Board of Defense and Security- Once a month three members shall be elected onto the Board of Defense, whose responsibility it is to organize groups and coordinate strategies during war. They shall elect a chairman from within themselves. ii. All Members of the Board of Defense and Security are to serve for one month terms, and have unlimited number of terms. iii. Any members of Republic Alliances may run for positions on the Board of Defense and Security. iv. Should the Senate be tied on a vote to declare war, the Cabinet shall be the deciding factor. They shall elect a chairman from within themselves. [/LIST]ii. All Ministers and Members of the Board of Defense and Security are to serve for one month terms, and have unlimited number of terms. iii. Any members of Republic Alliances may run for positions in the Cabinet. Article VI (Joining the Republic) As of the beginning of June 2007, the only requirements are a quick Ok by either the administrator or Premier. Article VII (Rights to the Unaligned Member) URSA does accept individual members, but they must go through a screening process and must be approved by the Minister of Recruitment or higher rank. They are allowed the same viewing rights as other members, but may not have a vote in the Senate, and cannot run for Administrator. They may still vote for leaders. If they are attacked unprovoked, they will be defended, but cannot be aided if s/he declares war against someone else. Article VIII (Leaving the Republic) If at any time an alliance wishes to leave the Republic, they may do so with a twenty-four hour warning.
