We didn’t do nothin’!” A pirate proclaimed as he stood on the gallows built into the deck of the Lady Maria. “We’s just honest sailors who got a little extra last time we’s went t’port! That’s it!” The man clearly feared for his life, and with good reason. Captain Salvador, or Lady Leona as she was popularly known amongst the men, walked up the steps to the gallows with a series of posters in hand. Most of the marines on the ship that weren’t busy steering the ship were in attendance. Even the other ones glanced their heads and tried to listen. Following close behind Lady Leona was Anthony, his Ensign’s uniform freshly pressed, as it had been every morning since he took up the post.

The pirate says he just so happened to be holding onto honest property stolen from the East Blue Trading Company. Strange then that he also has a bounty in the sum of seven million belli from the government.” Lady Leona said, reading the posters once more before holding the poster up to the man’s face so that Anthony and the other marines could see that it was indeed the same man. The other pirates mostly stayed quiet besides their whimpering. Men with nooses around their necks were either very dramatic, or thankful for the last moments before the floor dropped from under them. “In the name of the World Government, on the authority given to me as a Captain of the Marines, I, Lady Leona Salvador, for the crimes of theft and piracy, sentence you to die.” Her small hand wrapped around the lever and yanked firmly. The floor gave out and the men struggled, as most men did when they were flailing at the gallows. Within a minute, all of them were dead. With a nod to several other marines, the bodies were tossed overboard to feed the sharks and other creatures that lurked beneath the waters of East Blue. Placing her hands behind her, Lady Leona stood up straight and walked off the platform, giving a nod for Anthony to follow.

The rest of the day after that was much of the same mundane chores that had filled Anthony’s life in the time since the battle on Conomi Island. He watched Sergeant Hunter and Corporal Elesa Baston go off to investigate matters on behalf of the Captain with a squad, but the Captain very rarely took to the field herself. Instead, life aboard the Lady Maria was lots of waiting, lots of paperwork, and lots of brewing tea. Although it wasn’t much to brag about, Anthony was fairly confident in his ability to brew fine tea, and studied much about the art of pouring it. “Ensign Ricketts.” Lady Leona said during one such occasion when Anthony was pouring tea for her. The captain’s gray eyes fixated on him before nodding at a nearby chair. “Have a seat. I think we should have a chat today.

Perplexed, Anthony nodded and took a seat. “What about, Ma’am?” He asked. Conversations with higher ups were always awkward affairs. It simply wasn’t possible to be candid with them the same way someone could with someone of their own rank.

About something I’m sure you’re wondering about. Which is to say, why you’re having to do chores for me instead of being able to go out and fight against pirates like the men that were just executed.” She took a sip of her tea, musing over the flavor before looking at Anthony once more. “Why not give me your thoughts on that, and help yourself to some tea?

With the same care he had given when pouring Lady Leona’s tea, he poured for himself, but did not drink. “I think there is some lesson you are hoping I will pick up on while working under you, Ma’am. I cannot say that I know what it is, yet, though. It seems to me like you are very selective on when you personally give involved in matters.

The captain nodded. “You certainly hit the nail on the head there. I do take care on when to handle matters directly. Milky Jones was a man who posed no threat to me. Consequently, there was nothing to be gained from me handling him directly. Meanwhile, the Commanders I sent would have much to gain – if they survived and won the day. But instead, it was a pair of privates and a corporal who did most of the heavy lifting, not a Commander at all.” Lady Leona stood up and walked over to the far wall of her room. Tossing a window open, the warm sea breeze blew in, sending her long bangs into a soft flutter from under her hat.

Anthony looked down into the murky brown reflection of himself that was there in his tea cup. “How many men died because she wanted to test her Commanders? ” Anthony thought before taking a sip of his own tea.

Lady Leona turned sharply, as if reading Anthony’s mind. “If I handled every problem in the East Blue, it would go from being the sea with the least threats to the sea with no threats, Ensign. But eventually, someone would rise up who would kill me, or I would die of natural causes, or retire. What then? Who would defend this sea then? There must always be a Captain here, in this sea more than any other, willing to make hard decisions. There are always more upstarts who want to be the next Pirate King, or to conquer the world. That’s all said without pointing out that this sea doesn’t received nearly as much funding as some of the others from HQ.” She paused again. “So, we need to pick our battles carefully. That being said, I have something that I would like for you to do for me, Ensign, if you’re willing.

At once, Anthony nodded. “I’ll do anything.

Lady Leona chuckled in reply to that. “Anything is a tall order. Luckily, I’m not sending you off to murder babies or something similar today. I need you to investigate a matter for me, undercover.

The young ensign blinked, looking at his Captain with confusion. “Wouldn’t that be a matter best left to a branch of Cipher Pol?

Ordinarily, yes. But I would like to handle this matter privately. We will soon be docking at a pleasant corner of the world called Mirrorball Island. I’ll be meeting several other captains for a meeting. Places as noisy as Mirrorball make for effective covers. The problem is, well –“ Lady Leona closed the window again. “I trust that this will not leave the room. You’ve given me no reason to doubt your loyalty, but I want your word.

And you have it.” Anthony replied, going to make sure that the door to the captain’s office were locked. They still were, and it sounded like no one was listening in outside. “Although I do not know that much about being discreet beyond just keeping my mouth shut.” He admitted, returning to his seat while Lady Leona returned to hers.

Sometimes, that is the most important part. Ensign Ricketts, I believe that one of the Captains at this meeting is also working for criminal elements in Mirrorball Island’s underworld. To do so would be a betrayal of our ideas on a base level, and would need to be stopped. I learned this after one of my agents intercepted a den den mushi call between ‘the captain’ and ‘the don’. The Captain spoke using codewords and lingo that only someone high up in the marines would know, and taught them to the Don. He also spoke about the meeting. Whatever move he is planning to make against the rest of the captains, I doubt he will do so before the meeting is over. This gives you three days once we land. I suggest you take Elesa Baston and John Hunter with you, since I doubt you will be able to do this alone.

I was going to ask about that. So, we have a rogue captain on our hands, likely working with one of the crime families on Mirrorball. Likely the best course of action for me would be to subdue and interrogate men tied to different families.” Anthony muttered, thinking aloud. Leona nodded like his words were good ideas. “Hopefully none of them will have devil fruits – they will be easy to handle if that is the case.

Not everyone is going to be like Milky Jones, Ensign Ricketts. Some of them are intelligent as well as being endowed with special gifts. But for now, you are dismissed. Gather your comrades, get your casual clothes. For all intents and purposes, you, Baston, and Hunter have four days shore leave.

Anthony left, making his way to the top deck. Gazing over the side of the ship, he looked off in the distance and saw the giant domed island, its mirror ball dangling. Even at this distance, he could see the neon gloom of the cities below and hear the cacophonous beat of the music. At least he wouldn’t be bored for the next four days.
