Interesting info from the v-twinforum: Coupla years ago when I worked for the stealer, I asked the same question so that I could explain it to customers. The way it was explained to me by an HDU Master Tech / MMI-trained Harley service manager was that the cat may be removed and the stock exhaust reinstalled which wouldn't need remapping for proper air:fuel management. Another performance exhaust full system (e.g. Rush) could also replace the OEM system. These mods in place and retaining the same stock breather would not necessitate a new ECM flash. The opposite would be true if any change to the intake were made during or after the cat removal/exhaust change. Remap is required at very least, and perhaps dyno tuning as well if the shop didn't have a standard flash saved to load for your particular set-up...especially if you're want precise metering.
