As you know I'm new here and not completely certain what everything about my country is but I'll answer any questions you have to the best of my knowledge. Or how much I think I can get away with.
If you can't think of anything for my country you can always ask questions about me too.

Sorry about the late responses.

The government is a series of 13 ruling houses, each of which rules over one of the 13 Cities and the Cities territories.
Each Ruler is responsible for taking care of their own City's population and enforcing the rules of their own laws.
Each of the royal houses answers to the Lord or Lady of the First City, which currently is the Daemon-Doctor, Vesuvius Conrad Hetlan. In addition each of the royal houses has a special title.

In regards to foreign policy, Hetlanders are a little introverted. The previous several Hetlans have been incredibly xenophobic, completely locking down the borders to prevent the "unmentionables" from getting in. The current Hetlan, is a refreshing change from the old guards and has been taking many steps to make allies amongst the people who for so long were deemed inferior. However due to their highly militaristic and straight laced dispositions, most customs for Hetlanders are quite unusual to foreigners.

In regards to the question of IQ, Hetlanders have the same base IQ of normal humans.

As for the wall the Eighth City is really pissed they didn't think of it first. Most other cities are content to leave be.

This is where it gets tricky to respond. Marriage is one of those things where Hetlanders and foreigners do not see eye to eye.

While the royals are often part of arranged marriages, powerful nobles (typically women nobles) often try and build harems to secure power. On similar note monogamous relationships are a little unusual but not unheard of.
Arranged marriages to outside countries has up until now been banned but at the current Hetlan's rise to power, most of the bigoted laws were abolished, and some nobles are turning their attentions to far odd lands.

Am I reading it correctly that your people practises polyandry? How is that organized?

Correct in a sense. The society is very Matriarchal. The reason for this is that during the earlier days, Hetland was caught up in a bloody civil war that killed most of the male population, leaving only a handful remaining, the scars of that war still run deep with 2/3s of the population currently female.

How it is organized is slightly less confusing. Each noble proposes to the desired addition, and if accepted they are legally married and accepted into the royal family. The qualifications of the additions varies from noble to noble.

Harems are incredibly uncommon among non-nobles as the center of the harem is typically responsible for taking care of her harem. There are cases where the harem works have been increasing as of late.
