Gibbs contradicted himself; Bad luck talking about pirates

This just popped into my head...

Gibbs reprimands young Elizabeth for talking about pirates, stating that it's bad luck. Then, not long after, he says, "Everyone's thinking it, I'm just saying it: pirates!" Whether people were really thinking about it or not, he's the one who said "pirates" out loud, hence presumably causing bad luck. So why'd he say it then, unless he figured someone else would come out with it first?
