Hey Everyone,
Well this is a big update. We are adding in a number of new concepts which we believe will help improve the game. So here we go!
- New Loyalty System:
-
The Loyalty system is to be used as a gauge in determining the relative amount that your population supports you and your faction. Different levels of loyalty will have different effects on your world, income, etc.
- Loyalty on a capital planet automatically starts at 100%.
- Loyalty for captured planets typically starts at 25%, but can be modified at a GM's discretion.
- Loyalty for planets gained via diplomacy always start at a minimum of 50% loyalty.
Loyalty is raised or lowered based on your actions, with investments into infrastructure potentially increasing it, and hostile acts/genocide/etc. lowering it. Troops can artificially inflate loyalty by imposing martial law, but doing so will have long term effects on the population and your stands with them.
- Loyalty effects:
- 0% - Open revolt - You gain no income, and buildings are not constructed. You will be attacked by guerilla groups.
- 1% - 9% - Revolt - You gain 25% income, and buildings take 2 extra turns to complete. You will be attacked by smaller insurgent groups.
- 10% - 19% - Minor Revolt - You gain 50% income, and buildings take 1 extra turn to complete. You will be attacked by small groups.
- 20% - 39% Unhappiness - You gain full income and buildings take normal completion time, but you may be periodically attacked.
- 40% - 60% Neutral - Normal income/production time.
- 61% to 79% - Happy - Normal Income/Production Time. You can use local police forces to act as local security troops. This force is only minimally trained, with two militiamen counting as one Regularly trained soldier and are considered at Level 0.
- 80% to 99% - Loyal. You can recruit a standard militia to defend a world against assault, these troops have a bit more training and is considered at Level 1.
- 100% - Fanatically loyal. You can recruit a standard militia to defend a world against assault (Level 1), and infiltration success chances are reduced by 5% due to this force being present.
- Local Police Force/Militia:

With this new system several new units are now able to factions on planets they own. Each planet comes with a local police force that keeps the peace on a planet and takes care of local crime. These units come automatically with any planet you own and depending on your loyalty rating can actually work with your army to fight off invaders and keep law and order. The next unit able to a faction, based on their loyalty rating, is a local Militia. This Militia have actually been given training in basic military tactics and start out at Level 2. These units are also restricted to the planet that they are from and can not be deployed off world.
- Local Police Force: For every 100,000 people you can have 10,000 Policemen which are considered to be at Level 0. [These are able when a planet has a Loyalty rating of 61 or above].
- Militia: For everyone 100,000 people you have you can recruit 1,000 Militiamen who are considered to be at training Level 0. [These are able when a planet has a Loyalty rating of 80 or above].
- New Training Levels:

After several discussions Nico and I have decided to implement what we are calling training levels. What this entails is that each ground unit, be it Local Police or Elite Special forces will have a training level which grants a bonus to it while fighting on the field of battle. Below is how each level works for each "type" of unit.
- Local Police Forces: - These forces are free and represent the local police forces on a town and city level. They are able to factions when their planet reaches a Loyalty level of 61 percent or higher but are considered level 0 and can not be upgraded.
- Militia: - Militia are people who have been given basic military training once a month, though are still very rough around the edges. This level of force is able to factions when the Loyalty level of planet reaches 80 percent or higher and start out at level 0. When a Militia is recruited a faction may invest more time and effort (wealth) into a unit to increase its level of training.
- Militia Level 1: +1 static bonus to militia of the planet. [200 Wealth]
- Militia Level 2: +2 static bonus to militia of the planet. [400 Wealth]
- Militia Level 3: +3 static bonus to militia of the planet. [800 Wealth]
- Militia Level 4: +4 static bonus to militia of the planet. [1600 Wealth]
- Militia Level 5: +5 static bonus to militia of the planet. [3200 Wealth]
- Regular Army: - These units represent units that compose a faction regular army and that have been recruited from Recruitment Centers. Due to being regular army these units have already received basic and advanced training and start at level 5, making them far better then militia forces.
- Regular Level 6: +6 Static bonus to Regular Military Units. [6000 Wealth]
- Regular Level 7: +7 Static bonus to Regular Military Units. [7000 Wealth]
- Regular Level 8: +8 Static bonus to Regular Military Units. [8000 Wealth]
- Regular Level 9: +9 Static bonus to Regular Military Units. [9000 Wealth]
- Regular Level 10: +10 Static bonus to Regular Military Units. [10000 Wealth]
- New & Renamed Buildings:

With the addition of Loyalty ratings for planets and training levels we have decided to add a few new buildings as well as rename and rework a couple of others.
- Security Center [New]: The Security Center can be deployed on any planet that your faction controls and acts as a Police Force that is loyal to your faction and your faction alone. Each Security Center grants a +1 to the growth of Loyalty to a planet each month, with each planet able to have five of these centers total (for a bonus of +5 total). Each building costs 200 Wealth and take 1 month to construct.
- Training Center [New]: This building is used to train the units that you recruit or gain from population Loyalty. You must have this building in order to increase the training level of any ground unit. Each building costs 300 Wealth and 2 months to construct. [You only need one on a planet to train your units].
- Recruitment Center [Old/Rename:] Training Facilities are being renamed Recruitment Centers, nothing else is changing.
- Special Forces & Special Missions Units: After a second rethinking on these units it has been decided that a Regiment of these forces (2500 soldiers) will now cost: Special Forces - 200 Wealth & Special Missions - 180 Wealth.
