Scrunching of boot against loose cement echoed across the grey landscape, the only lively sound amidst the hushed tones of its' denizens. The source of the shoe commotion is Delphine, looking oblivious and unperturbed by the disturbing nature of the abandoned warehouses all around her, with her eyes seemingly glued to her phone. A dumb tourist who had wandered to the wrong side of town. Or was she? Even as she put one foot ahead of the other repeatedly, legging it randomly across the storehouses, her eyes was not entirely focused on what was displayed on the screen of her phone. Pacing her steps and ensuring she was right next to the sea at all times, she edged towards one of the warehouses, seemingly interested in taking a closer look at the abandoned architecture. Granted, the building was in disrepair, the wooden frames making way for moss where it existed, and the steel beams supporting its' structures looking ready to embrace the color of rusty red. Three stories high, with a side door-- one door that had surprisingly well-oiled hinges. Delphine stopped in front of the door, eyeing the faded number written across it. Pocketing her phone into her coat, she raised the same hand back towards the door, giving it two knocks. Then a pause. Then three. Pause. And the finishing touch, a loud cough. |

A figure appeared, from around the corner, it was a rather lanky looking man with a suit, he wore a fedora low enough to cover his eyes, his black hair was . looking her up and down he smiled, a weird oily smile. "I like the hair, very striking, i bet nobody would take you for a spy..." he said he looked up, and she saw his eyes for the first time, they were almost snake like. "Call me... Viper, we are both informants in a way, and sharing info right?" he said rather nonchalantly. he had this really smug air about him, it was almost infuriating just the way he moved. "So, sweet-cheeks, would you care to follow me to our actual meeting place?" he said as he took out a pack of cigarettes taking one into his mouth and then turning the carton to offer her one. Putting it away after she either took or refused it. He took out a lighter and lit his, before offering to give her a light if she took one, afterwords he flipped it back closed and dropped it in his vest pocket. "This way." he said leading her around back. |

Delphine snorted as she made eye contact with the Viper, taking in his description. "Hey, now, mention the words 'spy' and 'informant' any more and we might as well be advertising ourselves," the agent noted with a smirk, ignoring the way he was trying to impose his authority with his smugness. Regardless, she agreed with the change of meeting place; but while she agreed on the arrangement that was previously unheard of, she made a mental precursor that it could very well be an elaborate trap. None of her colleagues were within her close vicinity; she was on her own. Looking at the offered cig, she shrugged; but took up the offer of smoking by withdrawing her own pack and lighter. Echoing Viper's steps even as she lighted the cigarette in her mouth, Delphine made sure she maintained a safe distance from the informant-- and not too close to the junction that the informant had just turned into. Delphine took a glance 'around the back'. |

"i see the lady is prepared, well then lets get started." he shrugged and he led her around to the side of the building It was an alleyway, the man led ehr in and turned around the corner behind the building. Walking down a stair well to the basement he took out a key. "This is the safe house." he said with a cocky grin. There was more of that smug style as he said, "oh and dont worry i paid off two different gangs to keep people away from the building upstairs, they should be starting a bit of a fight soon. Should be a perfect smokescreen, in case you are worried about operational security." he said as he read her body language. "Also, don't worry, if i wanted you dead i would have shot you at the door way." he said rather non-nonchalantly." his arrogant tone of voice was vexing to say the least. Leading her inside the room itself, was a dark boiler room. with a songle card table and two metal folding chairs. "Have a seat, make yourself at home." |

The woman could frown, but she chose not to. Taking in the man's actions before her, Delphine couldn't help but think how the man's diversion tactics could've been much more efficient. Gang fights? Really? That could actually crop up the wrong attention, especially with nosy journalists or the press. The only saving grace was that the man was an informant, not exactly a full fledged agent. Delphine could overlook his attempts at being edgy and powerful, she supposed nonchalantly. A puff of smoke billowed out of the edge of her lips, just quietly watching the man as he continued to babble. "Also, don't worry, if i wanted you dead i would have shot you at the door way." Delphine shrugged. The one that'll be in huge trouble if she was dead was him, not her. As soon as she was invited into the safehouse, she folded her arms across her front as she surveyed the surroundings, checking for any further doors within the room. The boiler room can't be the only room-- nor the only exit of the building. Delphine took a few controlled pace towards the table, but took no initiative to sit down. "Spill your beans, good sir. I'm afraid that I'm a highly impatient lass," Delphine started, her eyes leaving the stationary chairs and roving to make eye contact with the informant. She gave a smile, albeit a crooked one as she balanced her cig on the edge of her lips. Even as she took another huff, she watched her exhaled smoke move-- in a quick observation as to the room's air flow. |

"alright so, Rockport general hospital, it appears to have been bombed. Within the extent of recovered remains and the lack of several, we assume it was a highly concentrated hydrogen cyanide attack. However the damage to the hospital is inconsistent to explosives. In the west wing, there was damage more akin to a rampaging rhino or a truck driving through the walls than explosives. A lot of the evidence is incomplete and conflicting." He dropped a file down on the table. The smoke did not move with any wind if anything the air was unnaturally stagnant. As if it had been secured from several angles. "now, there are survivors with injuries altogether inconsistent with a bombing. these are names and general descriptions. the local police have done an investigation, but frankly this situation is completely out of their league. As a matter of national security of course." the man said actually being serious for once, a level of professionalism that marked him as quite experienced. He tipped up his hat to look her in the eyes, "Strangely they seem to be mostly children with the exception of one man by the name of George Chamberlain. Although as you can see in the file, he doesn't fit the profile of a terrorist." he took a long drag. "So agent do you have any deductions yet, or should i continue." the man offered as he took a seat, sitting awfully relaxed he put his feet up on the table. The room itself was barren save for the single light-bulb above them, and the pipes leading all over the place, once could be completely sure this place was not up to code. |

Taking in the information even as she picked up the file, flipping through the pages at a steady pace, Delphine kept mum as she processed everything that Viper had just fed her with. "Figured something smelled the moment they roped us in," she murmured, closing the file with one palm, her eyes connecting with the informant. "How's access to ground zero? Is the site available for inspection from a civ activist?" Thumbing through the document again, she gave an off-handed glance at Viper as he challenged her for a deduction. "It's too early to tell, man. Continue your story," Delphine sighed, feigning exasperation even as she gave a shrug. "Any suspicions from the local authorities' end as to who may be responsible?" |

"They might try to block you, but we have a man in the police force operating under the name of shiro. im sure we can pull some strings and get you on site," the man took a nice relaxed puff as he tilted his chair back on two legs, "Now as for suspects, we have the following street gangs, outlined in the document, the Rebellion, the Royals, El Muerte, and the Lost. all of them are known to pack some serious criminal firepower, but access to these kinds of heavy gear sint something i would expect from any of them. you should have a list of fist hand survivors, i would start my investigations with them." he said with a shrug. "We know frustratingly little about this situation, but we need to stop it from happening again, ill keep an ear to the ground." he said unsure of what else to say. "For some reason almost all fo the survivors had a connection to Ravencroft Institute, so that seems like one thread we can pull." |
