This is the "Tanabata Jirachi". It is currently available in Japan if you want to visit a McDonalds there, or more reasonably, you can pick the Wondercard over WiFi through Mystery Gift. However, you can pick it up even if you are in the UK or USA - you just need a Japanese version of the game.

Jirachi has been available since June 19th and is available until July 17th. The date on the Pokémon is determined by the date on the DS when it is picked up from the Poké Mart.

Obviously the main plus of Jirachi is Draco Meteor, which is a unique move as the only Pokémon previously to learn Draco Meteor were Dragon-types and all Arceus formes (picked up from Dragon Arceus, though). Jirachi also has Wish which is useful as it means Jirachi can carry both Wish and Draco Meteor instead of one or the other.

Personally, I don't see Draco Meteor being used that much. It might be useful on a special Scarf set to revenge kill non-positive Speed natured Salamence and Flygon (provided you run Timid), which would free up Hidden Power Ice for something like Hidden Power Ground or Electric...but if you want one for WiFi, good luck soft-resetting for that (at least I think you can soft reset Jirachi). Offensive Jirachi with Calm Mind and Life Orb might be used with Draco Meteor but the Special Attack drop obviously ruins it. Choice Specs might run it too. It's certainly an interesting addition, but I think it's not going to be hugely useful.

I want to play a game.

I also don't see a great deal of use for Draco Meteor, though it'll probably activate something in the game. A Scarf revenge killer set might work, but it'd be hard to say whether it'd be more use than the physical version.
