GERMANY, written by Dabsdye Germany would still be the 'German Empire', however, incorporating a more democratic system then previous (While still having an imperial bent from the days of the HRE), making it sort of like a 'Federation'. Sort of like Germany never fully 'Unified' as a fully 'Nationalist', unified state. Each separate state (In this case, Duchies) would be ruled by a King of their region, while also answering to the Kaiser of Germany (Whom acts as King of Germany itself). Each separate country would be divided into Duchies, Counties, Grand Duchies, Principalities, and the like, whom would be primarily self-governed but still answerable to the King of their land and the Kaiser of the German Empire. Each individual County/Duchy/Grand Duchy/etc would also get an Electoral seat in the Council of Princes for their respective country/zone (Principalities/Duchies and above only- anything below that would be answerable in a separate smaller council of Cities to each Duchy, which I won't detail lower then Counties and the like), as well as in the Grand Assembly of the German Empire (In Berlin). Each State on the Council of Princes for it's assigned zone gets 1 seat and 1 vote, and all must reach Consensus on an argument (Or a 2/3rds majority with Imperial approval). There is a small group of 3 Arbitrators for each Council (Including the Grand Council) with no political power. So, for instance, if one Duchy wanted to pass a law or resolution, it's delegate would propose the law to the Council during a Seasonal 2-week Meeting. It would be reviewed for continuity and be Discussed and voted on 3 times. The overall results of these votes must be Consensus, or 2/3rds Majority with the Kaiser's signature. If a compromise is not reached, the Arbitrators will force one. The overall time of this process usually takes 3-6 days, although some occasions have been appealed and re-appealed for up to the full 2 Weeks. The Grand Council would work mostly similar, except you couldn't make Proposals of any sort- You would simply vote and discuss a predetermined list of problems effecting the Federation as a whole. This meeting occurs once a year for 3 Weeks with every single Delegate in the entire Federation, seperated physically by Council Zone. All of the Duchies would be, as stated, primarily self-governed, with their own military, taxes, regional laws, etc. However, the Military (Whom is trained and based in their own region with seperate individual Colors but a standard supply kit and uniform) can be called up by the King and Kaiser at will (Kind of like how Bavaria has the Bavarian 5th Army, or how Wurttemburg has a 1st Wurttemburgian Cavalry Regiment, etc etc etc. Basically, a patchwork army). The economy is a Closed Capitalist system, barring most international trade outside of the territory of the German Empire (And the larger German Federation). As well, any access in and out of the Federation is barred (However, law is more lax in the Federated states outside of Germany, so there IS a few weak spots). Legal and Judicial systems vary depending on each Duchy; however each federated Judicial system only goes up to the King of their region, but it can be intervened by any of the Council of Princes (If it applies to their region) or the Kaiser of the German Federation (If he so wishes). Law is harsh, and many inmates are kept to be force-worked in Factories, Farms, kept in large, 10,000+ Prisons, or put into Penal battalions (Depending on the Duchy). The prisons or Prison-factories are numbered and kept under strict military guard (For instance, Zuchthaus #031). All prisons and other assorted areas are within the German Empire proper, and under German military guard. Germany itself is highly industrialized, able to get you anywhere in the Federation in a matter of hours by train or airship. All factories are within Germany itself, with the other Federated states supplying raw materials. Although still part of the Federation, many people in the Federated states feel like Second-class citizens, being used as reserve troops and not having many technologies the Germans have. Tensions are high, Germany is voting to invade France, and the stage is set. Derp. I have provided a list of said dutchies below. Spoiler: click to toggle Germany runs on Tesla power and Diesel-electric power (Teslapunk/Late Dieselpunk). Transportation is primarily via it's MASSSSIVE rail system and extsensive supply chains (Since air traffic is mostly banned). It is literally built like a FOrtress, with miles of bunkers, Tesla Towers, and other defencive structures in what is known as the 'Wilhelm Line', stretching across all of Germany's borders. It's really just all of Germany, the Low Countries, Austria and Switzerland, and then Austria-Hungary (Add poland). |
