The Constitution of A Reach Too Far First Draft
We, the nations of A Reach Too Far, hereby unite under this Constitution to create Justice, Liberty, and Equality amongst all nations of our glorious region.
Article I: The Founder
Section One: The Founder, permanently and perpetually the nation of Human Metrinome, shall be the highest ranking official of the Regional Administration, and the staunch defender of this Constitution.
Section Two: The Founder will have the duty to appoint members to positions in his Cabinet. (Article II).The Founder will also have the ability to strip a Cabinet member of his/her title and replace him/her with another nation whenever he chooses.
Section Three: The Founder will have the power to veto an Assembly (Article III) decision, or vote. However, an Assembly decision to overturn a Founder's veto may not be vetoed.
Section Four: The Founder will have the ability to approve or deny in game embassy requests from other regions.
Section Five: The Founder will have the ability to eject or ban nations from our region if they are found to have gone against their oath of citizenship, if they have broken any in game rules, or if said nation has committed treason against the region (with or without citizenship status).
Section Six: The Founder will have the direct ability to declare war on any region in game, so long as the People’s Assembly approves it (Article III, Section 6)
Section Seven: The Founder will be one of the three (3) judges in the High Court (Article V)
Article II: The Cabinet
Section One: The Cabinet will be a group of three (3) nations who will be chosen by the Founder to perform certain tasks in the region’s best interest.
Section Two: The Minister of Foreign Affairs will be the head of A Reach Too Far’s diplomatic team. It will be his/her responsibility to create foreign embassies on our allies’ offsite forums, as well as approve/deny any embassy requests on our own forum. They will be given ‘admin’ status in the Foreign Affairs section of the forum.
Section Three: The Commander-General shall be the head of A Reach Too Far’s regional army. It will be his/her job to conduct raids, and launch strikes against this region’s enemies.
Section Four: The World Assembly Delegate (WAD) will be the region’s chief representative to the World Assembly. It is his/her responsibility to vote on current resolutions, and debate proposals currently in the World Assembly forums.
Article III: The People’s Assembly
Section One: The People's Assembly shall have the power to enact legislation.
Section Two: The People’s Assembly shall consist of any member on the regional offsite forum of citizen status or higher, excluding foreign diplomats.
Section Three: Pieces of legislature may be drafted, debated, and voted upon by any member of The People’s Assembly.
Section Four: It will be the Speaker of the Assembly’s(Article Four, Section 2) job to move pieces of legislature to a vote, and to moderate discussion on the Assembly Floor. It will also be his/her job to appropriately archive topics that are no longer in discussion at his/her discretion.
Section Five: The Assembly will elect the regional President and the Speaker of the Assembly (Article Four)
Section Six: The Assembly will have the ability to overturn a Founder’s veto or declaration of war with a 75% vote in favor or the override.
Section Seven: All votes, unless specified in another part of this constitution, will be decided on a simple majority (50% + one votes)
Section Eight: All votes shall be held in a poll that will last for five (5) days.
Section Nine: The Assembly has the ability to call for a vote of no confidence, which will remove any regional official, either elected or appointed by the founder, from their position.
Article IV: Elected Officials
Section One: The President The Regional President shall be the official head of the regional government, and will be elected by the People’s Assembly every three (3) months. Elections for the new term will begin two (2) weeks prior to the end of the current term, and polls shall remain open for seven (7) days. At the end of the polling period, the candidate with the highest number of votes shall be declared the winner. The President shall be one of the presiding judges in the High Court (Article V). It will be his/her job to approve citizenships, advise the Founder and members of the Cabinet. Should one of these nations take an extensive leave of absence, the President shall take over their duties until they return. The President will also receive an ‘admin’ masking on the off site forum and assist in maintaining it’s cleanliness as well as fight spammers/trolls that may find their way onto the forum.
Section Two: The Speaker of the Assembly The Speaker of the People’s Assembly (hereby known as the Speaker, or SotA), shall be the voice of the People’s Assembly, and the head moderator of the Assembly Forums. It will be his/her job to move pieces of legislature to a vote, and to appropriately archive old/not used pages in the Assembly halls. The SotA and will be elected by the People’s Assembly every three (3) months. Elections for the new term will begin two (2) weeks prior to the end of the current term, and polls shall remain open for seven (7) days. Section Three: Campaigning Twenty (20) days prior to the end of the current term, all willing candidates must declare their candidacy on both the forum, in a statement to the Assembly, and the Regional Message Board. Only people of ‘citizen’ status or higher may run for the positions of President or SotA. A person may not run for both positions during the same election. If a person is currently a member of the Cabinet (Article II) or the Head Judge (Article V, Section One), they must immediately resign upon declaring their candidacy.
Article V: The High Court
Section One: The Head Judge The Head Judge will be the highest ranking judge in A Reach Too Far. It will be his/her responsibility to moderate discussion between himself and the other two (2) judges in the court. Once the trial has ended, he/she will release the final verdict to the People’s Assembly. The Head Judge will be chosen by the Founder. Once chosen, the candidate must be confirmed by the People’s Assembly, of which a 70% approval is required.
Section Two: Court cases can be brought about by any member of the forum, citizen rank or higher.
Section Three: All cases will be heard within a private section on the forum, which will be password protected to ensure the participants privacy. However, after all cases are complete, all records of the trial must be released to the public. Cases will remain open until all three judges have stated their opinion and a final verdict has been reached.
Section Four: All three (3) judges in the High Court have an equal say in all trials.
Section Five: If one of the judges is the plaintiff or defendant in any trial, their voting rights as a judge will be revoked and the remaining two judges will make the final decision.
