Here is the much anticipated Basra Concord, which is far superior to the Wessex Constitution. The new Basra Concord does not in any way resemble the old proposed constitution of the Regional Message Board but is new and improved and is sure to gain your support! The name of the draft is the Basra Concord but the name of the final document will be the Reaganomic Paradise Concord since it is for the whole region.


Article 1: PROHIBITS the right of the Founder of Reaganomic Paradise to remove legislative powers form the WA Delegate of Reaganomic Paradise with the exception of defending during a Regional Invasion

  • Section 1: DEFINES a "Regional Invasion" as an influx of nations from a different region moving in and endorsing each other to seize the Delegacy in a coup with the intention of Ejecting and/or Banning native members of the region and/or applying a password to the region to prevent new nations from entering.
  • Section 2: MANDATES that the Founder return legislative power to the WA Delegate once the majority of Invader Nations have either voluntarily left or been Ejected and Banned
    Subsection 1: If the Founder does not return legislative powers after a successful defense against invaders any subsequent invasion to overthrow the founder is supported by this Concord


Article 2: HOLDS Elections for WA Delegate in polls on the Forum starting at 0:00 -5GMT on the 20th of each month and closes elections at 0:00 -5GMT on the 21st

  • Section 1: MULTIPLE accounts are allowed on the forums so all puppet nations should have their own accounts. However, only one IP Address is allowed to vote per election.
    Subsection 2: Users who vote using multiple accounts with the same IP Address will have their IP Address banned for 3 months
  • Section 2: ALLOWS candidacy for WA Delegate to be declared from the 10th to 15th of each month
    Subsection 1: Candidates must be members of the World Assembly for at least one month
    Subsection 2: Candidates must have been members of Reaganomic Paradise for at least one month
  • Section 3: ALLOWS campaigning for presidency to occur form the 16th to 20th of each month
    Subsection 1: Even if candidacy is proposed before the 16th campaigning is not allowed until the 16th of the month
    Subsection 2: Campaign speeches and propaganda are to be posted in the Forums under Elections (to be created if concord is passed)
    Subsection 3: Spamming of propaganda in the Forums, Regional Massage Board, or via telegram will result in forcible withdraw from the race. Spamming is to be defined as creating multiple propaganda threads for the same candidate, posting propaganda more than once per day in the RMB, or telegraming the same nation twice or more with propaganda
  • Section 4: REQUIRES all WA members to withdraw their endorsements from the old WA Delegate and endorse the new Delegate (if the incumbent delegate wins endorsements remain with him/her)
    Subsection 1: In the event of a new WA Delegate coming into power, any WA Member Nation who does not withdraw their endorsement of the old Delegate and endorse the new Delegate by the 30th of the month is found to be committing an act of treason and is prohibited from running for WA Delegate and voting in elections or on new laws for 3 months


Article 3: EDITING the World Factbook Entry or Tags may be done without consensus from WA Delegate and Founder as they are easily reversible. Construction/destruction of embassies and Ejecting/banning nations may only be done when both the WA Delegate and Founder agree. A change to the flag may be proposed by any nation in Reaganomic Wessex and if either the WA Delegate or Founder support it it will be put to a vote where simple majority will make it the new flag. Password protecting Reaganomic Paradise will never be allowed and anynation attempting to implement a password will be immediately Ejected and Banned

  • Section 1: GRANTS the Founder unlimited power to edit the legislative ability of the WA Delegate, password protection, construction/destruction of embassies, and ejections/bans in the event of a Regional Invasion
    Subsection 1: These powers are to be repealed in combination with return of legislative powers as per Article 1, Section 2 of this Concord


Article 4: CREATES the cabinet of the WA Delegate and Founder with the first five members being the Recruitment Secretaries. Their respective titles are Secretary of The Pacific, Secretary of The North Pacific, Secretary of The South Pacific, Secretary of The East Pacific, and Secretary of The West Pacific

  • Section 1: MANDATES Cabinet Members must be appointed with the approval of both the WA Delegate and the Founder
    Subsection 1: New WA Delegates can fire Cabinet Members as they please but need approval of the Founder to hire new nations
  • Section 2: INSTRUCTS Recruiters to telegram as many nations as they are able to but must obey regional policies on RMB recruiting
    Subsection 1: Nations who are not in a recruiter position are still authorized to recruit from other regions, but are still required to conform to regional policies on recruitment and will not receive diplomatic or military action on their behalf from the government of Reaganomic Paradise.
  • Section 3: ALLOWS the WA Delegate to create/delete Cabinet positions unless the position is created via an amendment to this Concord or this Article


Article 5: APPROVES the ability of individual nations to add amendments to the Reaganomic Paradise Concord

  • Section 1: POST proposed amendments in the Concord section of the Forums (to be created if Concord is passed)
  • Section 2: AMENDMENTS require 1/3rd of the population using forums and either the Founder or WA Delegate to approve in order to be put to a vote for the entire region to vote on the amendment
    Subsection 1: After 10 days if the proposed amendment does not have the required amount of supporters the thread will be locked and the proposal will not be allowed to be resubmitted for 3 months. The same proposal with slight variations will also not be allowed for 3 months after the closure of the thread
  • Section 3: AT VOTE amendments require 3/4ths of the forum population to become an amendment of the Reaganomic Paradise Concord

Please put items to be erased highlighted in red, items you wish to change but with no solution in orange, grammatical/spelling errors in white,items that you are in favor of in green, and anything you wish to add in light blue. Here is a collection of proposed amendments to the Basra Concord that I call the Wessex Proviso... (Rationale/analysis -not to be included in document- highlighted in gold)

There will be an election period of exactly 1 week (168 hours) beginning at midnight of the day of the solstice/equinox and ending at midnight seven days later. Nations may vote at any time during this period. [I think that elections should be held less times per year, thus making terms longer and increasing cohesiveness. If elections are held too often (i.e. every month), there is a constant power shift which could result in turmoil.]
Section 1: MULTIPLE accounts are allowed on the forums so all puppet nations should have their own accounts. However, only one IP Address is allowed to vote per election. Each nation may vote, regardless of the owner and/or IP address. [I feel as though the IP address restriction doesn't necessarily prevent against multiple votes per person, as people can just vote on two different computers. Also, I believe that each nation in the region should be treated as such: a nation; not an individual, real life person. Therefore, seeing as each nation is affected by regional policies/officers/legislation, each nation should receive one vote. Also, people with multiple nations are typically the ones that care the most about the game itself and deserve to be rewarded. <-- totally unbiased right there, honest Injun]
Subsection 2: Users who vote using multiple accounts with the same IP Address will have their IP Address banned for 3 months
Section 2: ALLOWS candidacy for WA Delegate to be declared from the 10th to 15th of each month one month prior to the next election.
Subsection 1: Candidates must be members of the World Assembly for at least one month
Subsection 2: Candidates must have been members of Reaganomic Paradise for at least one month
Section 3: ALLOWS campaigning for presidency the position of WA Delegate [I think that's what you really meant there] to occur form the 16th to 20th of each month indefinitely, always being permitted.
Subsection 1: Even if candidacy is proposed before the 16th campaigning is not allowed until the 16th of the month
Subsection 2: Campaign speeches and propaganda are to be posted in the Forums under Elections (to be created if concord is passed)
Subsection 3: Spamming of propaganda in the Forums, Regional Massage Board, or via telegram will result in forcible withdraw from the race. [In the interest of expanding regional political freedoms, I think we should eliminate all restrictions on campaigning. If someone spams during campaigning, chances are they will anger people, therefore losing their vote. Ergo, the idea of campaigning and winning votes is essentially a restriction unto itself, and does not need government regulation or intervention. Also, freedom of speech. We don't want to limit peoples' freedom of speech (except profanity, illicit content, etc.)]
Section 4: REQUIRES all WA members to withdraw their endorsements from the old WA Delegate and endorse the new Delegate (if the incumbent delegate wins endorsements remain with him/her)
Subsection 1: In the event of a new WA Delegate coming into power, any WA Member Nation who does not withdraw their endorsement of the old Delegate and endorse the new Delegate by the 30th of the month is found to be committing an act of treason and is prohibited from running for WA Delegate and voting in elections or on new laws for 3 months [I think we need more serious consequences for treason]


Article 3: EDITING the World Factbook Entry or Tags may only be done without the consensus from of the WA Delegate and Founder as they are easily reversible. Construction/destruction of embassies and Ejecting/banning nations may only be done when both the WA Delegate and Founder agree. A change to the flag or World FactBook Entry may be proposed by any nation in Reaganomic Wessex Paradise and if either the WA Delegate or Founder support it, it will be put to a vote where simple majority will make it the new flag. Password protecting Reaganomic Paradise will never be allowed and anynation attempting to implement a password will be immediately Ejected and Banned. [Are we ejecting and banning them permanently? I think this needs specifying.]

[I just don't like the idea of a mass recruitment campaign/policy. I remember being bombarded with recruitment telegrams every time I created a new nation, and it really made me not want to move to the recruiting nation. I think each individual nation may send recruitment if they so please, but I would be against establishing official government positions for this purpose. Also, it would detract from the simplicity of the regional government that is apparent throughout the rest of this concord. Cur non simplicus.]

Amendments to the constitution are BIG DEAL.] [Also, how long can an amendment be put to a vote? until it receives the necessary number of votes to be passed? I personally like that idea, and if you were intending for that to be the case, then I believe it should be specified.]

Article 5:
Section 1: PASSAGE of this concord requires the approval of 4/5ths of all nations currently residing in Reaganomic Paradise as of 15 June 2012 as well as the approval of both the WA Delegate and the Founder
Subsection 1: This concord may remain at vote until the required approval is reached, therefore making this concord regional law.
Section 2: FOLLOWING the passage of this concord, all laws and policies outline in this concord will take effect immediately.
Subsection 2: The WA Delegate Pro Tempore shall keep his position until the next election period
[All government documents require a condition of passage and something outlining what will happen once it is passed]
If the above amendments are made, I would be in full support of the (amended) Basra Concord.

    Subsection 1: In the event of a new WA Delegate coming into power, any WA Member Nation who does not withdraw their endorsement of the old Delegate and endorse the new Delegate by the 30th of the month is found to be committing an act of treason and is placed in a "probationary state" where they are prohibited from accessing the Forums, posting in the Regional Message Board, running for WA Delegate, and voting in elections or on new laws for 3 months.
    Subsection 2: The "probationary state" may be appealed a maximum of 2 times, per request of the nation in the "probationary state". The first time will be before a panel of seven randomly chosen Reaganomic Paradise members. The second time will be before the Founder, WA Delegate, and a nation they both agree upon to serve on the panel.


Article 3: EDITING the World Factbook Entry or Tags may only be done with the consensus from of the WA Delegate and Founder. Construction/destruction of embassies and Ejecting/banning nations may only be done when both the WA Delegate and Founder agree.     While the cabinet doesn't have to be for recruitment, I believe that the WA Delegate should have some form of Cabinet. This government is sort of like a Constitutional Monarchy, so the founder will be in power for life and the nations/WA Delegate need some way to balance this out. The WA Delegate and his Cabinet "army" will keep the founder in check.

  • Section 1: POST proposed amendments in the Concord section of the Forums (to be created if Concord is passed)

    Subsection 2: Each nation will only be allowed to post any amendment once between elections and twice per year. (To prevent amendment spam from clogging the system)
  • Section 3: AT VOTE amendments require 3/5ths of all nations having resided in Reaganomic Paradise for 1 or more months at the time of the amendment's proposal, as well as the approval of both the WA Delegate and the Founder to become an amendment of the Reaganomic Paradise Concord. I just don't think an amendment is worth 4/5ths. It's got some scratches, rust is starting to form, it's just not in that great shape. The best I can do is 3/5ths
    Subsection 1: At vote amendments will remain at vote for The entire period between elections. This means that voting will be closed on the next equinox or solstice after it is put at vote.



I will refrain from posting your "Passage Article" in the Concord until we have resolved disputes in the previous articles.

I included all of your proviso except I kept the 1 IP Address vote, Article 4 (which is open for debate) and 3/5ths population needed to pass an amendment. The last part will be added in later.
