Do I use my Bellsprout and use sleep powder? It was slower thant he last one and it escaped. Do I use a pokeball right away? There's a good chance I won't catch it.

Abra in RBY can be used for the mew trick with teleport, and to trade for mr. mime. I would just level up your bellsprout some, if it's always slower. Or you can save and chuck pokeballs, and reset if you don't catch it.

I guess I'll return for it once I get some great balls and ultra balls... Speaking of which, Could you recomend a grass pokemon? I always go with either Bulbz or Bellsprout.

He burrows into the back of your surfer. :D Oh, and supposedly Exeggutor has the highest base stat total of any grass type in the RBY set. so I'd probably go with him, although I don't know how his stats compare in the modern gen.
