Here are the notes from our T&I Committee Meeting of May 19, 2012 concerning a National Emergency Plan by Congress.
Please comment on these areas of discussion and add you points to this post, in the form of a reply.

Emergency Plan by the Congress.

Maintain Interstate Commerce

Command and Control - De Facto

Congress does not respond to the emergency.

The Executive branch responds to a Governor's request for help under a Congressional Plan.

Plan should be developed that there is no Republic funding. (Dan Toscano).
No money is not needed at the moment of the collapse… Infrastructure is already there.

DE FACTO processing may need to be retained to facilitate the transition to the De Jure.
Mobilize National Guard, water and electric, gas and food distribution.

States may have a disaster plan already in place. The Republic may need to use the De Facto plans to for the Transition.

Explain the Republic to the General Public informing them of the transitional government.

A press corp should be established to inform the People of the transition.
Engage the People to help maintain communities.

Organize different expertise to meet in certain areas to maintain the structures of society.
Compile the contact information for all agencies.

Communication gaps must be filled between the De Jure and De Facto governments.
Joint Operations between DE FACTO and De Jure

A Continuity of Government plan is needed.

Churches and other organizations may be of help during a crisis.

Instruction programs should be establishes to learn survival technics, grow own food.

Does the Congress (using Common Law) have the authority to control all the National Resources of the United States (Marshall Law).

Some kind of DE FACTO force may be necessary to maintain order.

Large groups of people may be immobilized because of their physical condition. (Fat)

Withdraw our troops from overseas to assist the American People.

FEMA.gov National Disaster Plan is available.

How does the De Jure Congress use the FEMA Plan?

Is the President working of the De Jure working with the DE FACTO on a cooperation plan.

Should we create a Mindmap for the Emergency plan?

Should we adopt the DE FACTO plan then use it as the De Jure plan?
