That's the Aussie view, I suppose, colored by the horrors of myxomatosis.
Rabbits in the UK never die out, while in Canada, they seem to move in seven year cycles.
I assume Viktor was trying to get the birth-rate restarted again.
I like to think he was addressing rabbits when he said that.

I was shocked when I first saw the film of the great rabbit plague in Australia. If you can imagine as far as the eye can see across an open plain a moving blanket of millions of rabbits.

Sounds fine to me, but you know how I feel about rabbits. Imagine how much worse it would have been if they had not been rabbits, but humans.

It is now! I go into Sydney from time to time and they are like rabbits scurrying everywhere.

Have you seen the 'Rabbit Island' videos on YouTube? Amazing place! Hordes of very comfortable rabbits, with no predators, who attract rabbit-loving tourists, and hop all over them, hoping to be fed. Unnatural, certainly, but delightfully surreal and refreshing to see.
Even weirder, is that the island was previously a military biological and chemical weapons research facility.
The rabbits are all descended from the survivors of the testing stock.
