Statement of Principles Statement of Principles We, the regions of Sovereign Confederation, state the following: 1: We hold the principle of sovereignty as paramount. 2: We declare extremist groups and those that preach hate to be unacceptably vile, and stand united against them. 3: We decry all international attempts to impose on regional and national sovereignty. 4: We value the integrity of GCRs and their right to speak for themselves free of outside influence. 5: We believe in aggressively pursuing a higher standard of political discourse.
Statement of Intent Statement of Intent We, the regions of the Sovereign Confederation, vow the following: 1: We are committed to the security and defense of our member regions, against attack or propaganda, above all other considerations. 2: We will seek to assist all those with the will to defend their right to regional sovereignty. 3: We will not allow the World Assembly to dilute national and regional sovereignty. 4: We will defend against attacks by ideological terrorists, regardless of the banner or ideology the enemy espouses. 5: We will promote and enhance rational, traditionalist thought and diplomacy. 6: We will defend the right of GCRs to oppose the insidious creep of cosmopolitanism.
To these ends, we will: 1: Train and maintain a standing army to provide for common defense and to stand against those who would threaten our ideals. 2: Train and maintain an active intelligence group to subvert those who oppose our principles or conspire against our members. 3: Provide a forum as a meeting ground for like-minded regions to discuss and debate the state of the organization and NationStates at large. 4: Maintain an active and adaptable core of leaders who will meet unforeseen circumstances and future challenges head-on.

Charter of Sovereign Confederation
We, the signatories of this Charter, hereby establish Sovereign Confederation (hereinafter "SovCon"), and hold the principles of sovereignty, regional solidarity, freedom, and security paramount to the wellbeing of all member regions. We seek to create a solid foundation from which to unite against all who would threaten these principles.
Section One: Purposes and Principles
1. The fundamental role of SovCon is to provide political and military means for member regions to safeguard their own sovereignty, and to promote respect for sovereignty abroad. SovCon shall establish and maintain a Statement of Principles deriving from this basic rule, and a Statement of Intent for accomplishing those principles.
2. The signatories of the SovCon Charter affirm that an attack on one member region will be considered to be an attack on all member regions. a. An attack shall be considered the invasion of one member region by a non-member region or another organization, with the purpose of harassing its citizens, and/or stealing the World Assembly Delegacy from those deemed native to the region. b. All forms of attacks or military conflict between member regions, including both declared and undeclared wars, are prohibited, with the exception of training missions or activities in warzones. c. Intelligence and espionage operations against member regions are banned.
3. Signing the SovCon Charter shall not invalidate any other treaties or organizational memberships currently held by member regions or prospective member regions.
Section Two: Membership
1. Membership in SovCon is open to any region which shares its purposes and principles and is prepared to undertake the obligations set forth in this Charter and any decisions which are in effect within the framework of the organization.
2. Membership in the branches of SovCon is open to individuals not affiliated with member regions with the approval of the individual Branch Secretaries. a. Procedures for admitting and removing unaffiliated members shall be determined by the Branch Secretaries. b. Failure to retain membership in at least one of the branches will signify removal from SovCon.
3. Any region wishing to become a member of SovCon must submit an application. a. All membership decisions shall be made by the Executive Council in a timely manner. b. If the Executive Council fails to render a timely decision on any application, or if the Regional Council disagrees with the Council’s verdict, it may grant membership to that region by a two-thirds vote. c. If the applicant region is accepted, a formal invitation will be issued by the Executive Council. d. Membership within SovCon shall take effect once an invited region ratifies the Declaration of Membership, makes its membership publicly known, and names its Representative to the Regional Council.
4. Any member region may withdraw from SovCon by submitting a notification to the Secretary General. a. Notification must be submitted no later than two weeks before the date on which withdrawal takes place. b. The withdrawing region must settle its obligations within SovCon before leaving.
5. The procedure for removing member regions shall be determined by the Executive and Regional Council and published in a separate document of bylaws and regulations.
6. SovCon does not seek to interfere in the internal political or governmental workings of its member regions. As such, ratification and revocation procedures, as well as the process for selecting a Representative, are left to the discretion of each region’s government.
7. SovCon shall create and maintain, through the Executive and Regional Councils, a list of bylaws and regulations not explicitly mentioned in the Charter. a. Member regions are required to abide by all established bylaws and regulations. b. All bylaws and regulations will be approved by a 2/3rds majority of the Executive and Regional Councils.
Section Three: The Executive Council
1. The central authority of SovCon shall be held by the Executive Council, under the guidance of the Secretary General.
2. The Executive Council shall be composed of the following members: a. The Secretary General b. The Secretary of Intelligence Affairs c. The Secretary of Internal Affairs d. The Secretary of Military Affairs e. The Secretary of Diplomatic Affairs
3. No individual may hold more than one seat in the Executive Council. a. In the event of a Regional Representative being appointed as a Secretary, that individual shall forfeit their post as Representative.
4. The Executive Council shall be responsible for coordinating SovCon departments and establishing policies to further the organization's goals and its wider political and military standing. Policies recommended by the Executive Council shall be sent to the Regional Council for a ratification vote.
Section Four: The Regional Council
1. The legislative authority of SovCon shall be held by the Regional Council. It shall be responsible for voting on the ratification of policies approved by the Executive Council.
2. The Secretary General shall head the Regional Council.
3. Each member region shall have one Representative in the Regional Council, chosen by the region's internal policies. a. The election of any Representative may be vetoed by a majority vote of the Executive Council. b. A vetoed Representative may not stand in any future elections without the express written consent of the Secretary General. c. If SovCon has more than 10 members not affiliated with a member region, they shall be entitled to elect one of their own to the Regional Council as a non-voting member.
4. All Representatives in the Regional Council, with the exception of the non-voting seat, shall have the opportunity to propose SovCon policy to the Executive Council, and to vote in any and all votes held in the Regional Council.
5. The Regional Council may recall any Secretary by 2/3 majority vote.
6. The Secretary General shall not vote in the Regional Council except to break a tied vote.
Section Five: The Secretary General
1. The Secretary General shall be the head and highest administrative official of Sovereign Confederation, and shall lead the Executive Council and the Regional Council.
2. The Secretary General shall be elected by vote of the Regional Council, and shall hold office indefinitely. a. The Secretary General must be a citizen of a member region. b. The Secretary General may not serve as a Representative or a Branch Secretary. c. The Secretary General may resign from office at any time, or may be recalled by a 3/4 vote of the Regional Council and unanimous consent of the four departmental secretaries.
3. The Secretary General shall issue regular reports to the Executive Council regarding the state of SovCon and its success or failure in fulfilling its stated mission.
4. To ensure the continuation of the administration of SovCon in the event of an unexpected absence, the Secretary General must appoint a Deputy Secretary General. a. The Deputy Secretary General may not be a member of the Executive Council. b. The Deputy Secretary General must be a citizen of a member region. c. The Secretary General may dismiss their Deputy at any time. d. The Deputy Secretary General shall be a non-voting observer in the Executive Council when the Secretary General is present.
5. Should the Secretary General experience an absence of longer than five days, the Deputy Secretary General shall temporarily assume the duties and responsibilities of the Secretary General. a. If the Secretary General has not returned within one month, they shall be considered to have resigned and new elections must be held.
Section Six: Branch Secretaries
1. Branch Secretaries shall be appointed by the Secretary General to run individual branches of the organization. a. Branch Secretary appointments are subject to majority approval by the Regional Council. b. Branch Secretaries must be citizens of member regions, and must be pre-existing senior members within their own department. c. Branch Secretaries shall serve until they resign, or until dismissed by unanimous agreement of the remainder of the Executive Council, or until recalled by majority vote of the Regional Council.
2. Branch Secretaries have complete control over the internal organization of their branches. a. Branch Secretaries shall endeavor to make sure that member regions are represented within their department. b. Branch Secretaries shall endeavor to recognize and utilize the special contributions or capabilities of member regions. c. Branch Secretaries shall ensure that the security, integrity, and success of their department and of the organization itself shall be of highest priority.
3. Branch Secretaries must issue regular reports to the Secretary General regarding the actions and needs of their department.
4. In order to defend and protect member and non-member regions, SovCon shall create a military branch. a. The military branch shall be headed by the Secretary of Military Affairs b. The Secretary of Military Affairs shall coordinate with member regions to organize an effective collective security system, to establish coalition groupings of forces and corresponding administrative bodies, and to create a military infrastructure. The Secretary shall further ensure the proper training of all military staff and specialists for the Armed Forces.
5. In order to provide security-related information to the Executive Council and each member region, SovCon shall create an intelligence branch. a. The intelligence branch shall be headed by the Secretary of Intelligence Affairs b. The Secretary of Intelligence Affairs shall seek to ensure the security and integrity of the branch, the organization, and all member regions, as well as the corresponding insecurity and instability of enemies, through careful use of intelligence assets.
6. To ensure the internal stability and security of the organization and each member region, SovCon shall create an internal branch. a. The internal branch shall be headed by the Secretary of Internal Affairs b. The Secretary of Internal Affairs shall preserve the internal security of the organization at all times, and shall direct the branch in active counter-intelligence to safeguard all active members and member regions.
7. To coordinate foreign policy positions regarding international and regional security problems, SovCon shall create a diplomatic branch. a. The diplomatic branch shall be headed by the Secretary of Diplomatic Affairs. b. The Secretary of Diplomatic Affairs shall work with the Executive Council and member regions to promote SovCon foreign policy and build relationships among member regions, and between the organization and outside groups.
Section Seven: Legislative Procedure
1. This Charter may be amended at any time by a combined 2/3 majority vote of the Regional Council and Executive Council.
2. The Code of Regulations may be amended at any time by a simple majority vote of the Regional Council.
3. Changes to the Charter or Code of Regulations may be vetoed at the discretion of the Secretary General.
4. A veto from the Secretary General may be overridden by a unanimous vote of the Regional Council.
Section Eight: Reserved Powers
1. Sovereign Confederation reserves the right to negotiate and adopt treaties, and, if necessary in response to an attack on a member region, to declare war, on behalf of its member regions.
2. Any binding legal obligation undertaken by Sovereign Confederation must be approved by a three-fourths majority vote of the Regional Council.
3. To ensure that the concerns of member regions are accurately represented in the Regional Council’s voting, treaties and declarations of war will be debated for not fewer than three days, and voted on for not fewer than five days.
4. In the event of a security-related emergency affecting one or more member nations in SovCon, the Secretary General has the power to issue unilateral declarations of war, and establish binding non-aggression pacts, military cooperation agreements, temporary treaties, and other diplomatic documents pursuant to such a war. a. These powers will be subject to approval within three days by majority vote of the Regional Council. b. Any action taken under these emergency powers may be subject to review, should the Regional Council wish it, and may be overruled by a two-thirds majority vote of the Regional Council.
5. The restrictions on the power to declare war are not intended to restrict the Secretary General, or the Secretary of Military Affairs, in their ability to establish cooperative military relationships where SovCon’s interests coincide with those of other groups.
