Name: Pain Gender: None Theme: Description: A faceless, soundless humanoid figure, Pain's appearance defies most logical description. When you look directly at it, Pain appears to be a rapidly twitching human whose skin has been ripped off. There is no fat to speak of; entirely made from blood-drenched muscle and bleached bone, Pain appears never to be able to stand completely still. However, when viewed in the periphery of vision, Pain seems to change poses dramatically, contorting into positions that strike chords within the psyche of all sentient beings. Appears slightly differently to each and every individual observing it; the twitches and shaking isn't quite the same as seen by you as someone else. When the EM being is visible, recording devices cannot capture it in a single state. A computer will not recognise it as an entity, and two individual, sentient (not necessarily sapient) beings will observe two different interpretations of Pain, and in addition, this changes every time they review the recording. Most of the time, this simply relates to contortion, but sightings of Pain with limbs ripped off, bleeding copiously, or only half of Pain's entire body being visible have been reported, if in tiny numbers. While completely silent, Pain can still communicate if it wishes to; rather than using something as base as speaking, it appears to "telepathically" communicate with an individual or individuals, exploiting the electromagnetic field given off by brains and electromagnetic beings to be interpreted as "speech", despite all such "listeners" recognising the ethereality of the communication. Its natural voice is bizarre and is harder to describe than its appearance. For the most part, a voice like silk flowing over dry ice is used, but this appears to be a voice put on to prevent the subjects from panicking, and despite how quietly hissing it is, it rings as clear as a bell and is never misheard or drowned out. Personality: Pain is an odd soul. Focused on the concept of sensation and feeling, it has little to no patience for considering emotions. The only sort of emotion it might have is sadism, sadism so great that Beckett, usually a rational and agnostic character, once described Pain's mentality as "the closest to the God of Pain as has ever been recorded by living man." Highly reckless with a twisted passion for experience, Pain will scream for blood and would instil fear in all those whom it hates. However, whenever commanded by Beckett, the personality is turned on its head; while the sadism and lust for pain still manifests itself, Pain is submissive and will obey commands as long as they are logically reasoned, and with Beckett, they almost always are. It has become more sedate and reasonable in speech recently, mostly due to Beckett's influence.
Biography: There would be a lot of controversy over Pain's origin were it not for the fact that the majority of people wish to forget about it. There was tell amongst both AMians and FMians of an FMian who, like many others, for example, Awe, chose to associate itself with an emotion, but Pain fell just on the outskirts of this general pattern. It came to be on the Earth when Matthew Beckett experienced the intense pain shortly after he infused himself with a chemical brain of his own creation; this second brain's outwardly pumping electromagnetic energy became one with Dolores and Dolores temporarily lost physical (as far as an electromagnetic being can be physical) form. After a few days, Dolores managed to reassert its form, coming to terms with its reliance upon Beckett.

[Pain trait] -Ravenous: When not in combat and given the opportunity to eat, Dolores can quite easily demolish a meal for several on its own through a strange void that opens up in its helmet. This is due to the ridiculous energy required for its body's metabolism. It has been known to eat human flesh, but so far, accounts have only indicated that it consumes the flesh of the dead.

This attack can be used twice in a turn, but if it is, it cannot be used at all for the next three turns, regardless of the number of hits landed with this attack. If used once in a turn, the cooldown does not take effect. Damage: Moderate

Attack Name: Electrified Blade Throw Element: Elec Description: A blade from the side of a gauntlet is electrified by an enzyme converting the change in voltage due to ion movement in neurones in contact with the blade. The muscles holding the blade relax and the forearm is whipped across Dolores' front, flicking the blade at an opponent. Another blade is then rapidly regrown to replace the one lost by throwing. Damage: Moderate

Weapon Name: Malleus Dolor Weapon Description: A 1.3m tall hammer with a head that weighs about twenty kilograms, this weapon appears to be made from blackened, solid, indestructible, and somewhat twisted metal. Similar to Dolores' helm, its surface shape changes whenever it isn't being observed. It has a faint golden-red glow, and on its base, it has a chain that can be hooked and attached to a gauntlet.
1. Attack Name: Slam Element: Null Description: A swing of the hammer in any direction to hit an enemy, knocking them back up to a metre. Damage: Modest
2. Attack Name: Hammer Throw Element: Null Description: The Malleus Dolor is flung straight and true at an opponent. The chain appears to impossibly lengthen, and upon a sharp pull, the hammer is brought back to Dolores to catch it. The chain appears to contract as this happens. This attack has a range of eight metres. The chain is indestructible. Damage: Moderate

The ends each have a single, 8mm diameter black hole in them. Weapon 2: Short Blade Description: A dark silver blade of length 0.5m (including the handle) with two wickedly sharp edges, one of which is slightly darker. Its hilt is made from a strange undulating material that comfortably seems to wrap around the fingers rather than the other way round. The pommel is an elaborate affair that prevents the hand from slipping off the handle if the grip fails.

Alrighty, well. As I've said already I'm just hesitant about the level or morbidity overall here. Personally I want to let it slide but the site is in fact PG-13. I'm inclined not to make you tone this down in the profile itself, but you're gonna have to go easier on the details when you actually RP these.
As for the shape changing part, you're gonna have to reword this some way or another. Regardless of whatever changes are happening to Pain, they need to be within reason and more importantly he needs to be easily recognizable to anything and anyone observing him. Furthermore I don't know what you mean by having his appearance inflict a psychological impact but at the same time affect recording machines. I'm gonna say no to the latter, there's no real reason this should affect machinery in such a way, nothing logical comes to mind at least. Also realize characters with a more calm or even apathetic mind, to name a few traits, won't be nearly as affected by the chills Pain gives off, so to speak.
The bio is fine and dandy, but as a note if you're going to reference Dabir's character you'll need his express permission, which I doubt you'll have trouble getting if you haven't already.
Again, you're gonna have to ease up on the ever-shifting thing. If it's always changing, that's fine. But if any two people or machines are observing it at the same time, it should look the same and change the same. I don't see any reason for it to do otherwise, the psychological effect won't affect everyone, and certainly not machines.
Strengths are fine, though just be sure you realize that even if you describe his abilities as remarkable the effect of them in battle will all be negligible. Weaknesses also seem to balance to me. Though Ravenous almost sounds like a skill more than a Weakness, it's fine as an RP Weakness.
Strike is actually a bit UP if I read it right. It's fine if you have the possibility of using this thrice in a turn, and without CoolDown. The base cost of such flexibility is a damage level, so a Moderate CQC attack is fine for use twice a turn. This is assuming you know each punch will take up an action. If you meant this to be all one action if used twice, then another damage level of drawbacks would be needed.
EBT is fine, though I'd like you to specify the length of the blade, baseline is .5m of course.
Slam is going to need some nerfing, though the good news is you can bump the knock-back effect up to 2m back. The effect is worth two damage levels, so you'll need another damage level of drawbacks on this as well. I assume the hammer requires two hands to wield though, so I'll need you to state that as well.
For Hammer Throw, first I'll need you to specify the size of the hammer head, just for the record. Second you'll have to slap about 2 turns of CoolDown on this attack if you want to keep the 8m length of the chain, since baseline is 5m.
Ace Program Element: Electric Description: User gains a big spike on each shoulder. The user's helmet also gains a spike that looks much like a horn. Vibrant Noise: User color theme becomes yellow. Their right arm turns black, and their left turns white. Color Out Weapon: Break Army: A row of troops appear, the row having 3 troops, which charge straight at individual targets as the user sees fit in an formation or strategy(three way attack, straight out charge etc). Each little troop deals low damage. Troops are destructible, have low health and are Breaking element. At the end of the attack, all surviving soldiers disappear.

While Dolores is not necessarily affected, the human is. If the human's psyche is strong enough at the point of subsidence, Dolores will also collapse as an entity and the human will recover. If not, the EM being will abandon the human and seek out another; whether or not the human recovers is down to chance and is not affected in any way by the reversion. [Pain trait] -Ravenous: When not in combat and given the opportunity to eat, Dolores can quite easily demolish a meal for six on its own through a strange void that opens up in its helmet. This is due to the ridiculous energy required for its body's metabolism.

Weapon Name: Edged Gauntlets Weapon Description: A pair of indestructible, burnt metal gauntlets that appear never to take damage. It isn't as if you could tell anyway; they appear to be made from scraps of metal plastered one on top of another, edges leading backwards, and each rough edge is sharp enough to cut paper. Both have a chain attached to them which may be attached to a hand-held weapon or left loose. Both also have a number of blades growing from them; they can be flexed and moved by specialised (albeit abnormal to normal human physiology) muscles.

Attack Name: Electrified Blade Throw Element: Elec Description: A 15cm blade from the side of a gauntlet is electrified by an enzyme converting the change in voltage due to ion movement in neurones in contact with the blade. The muscles holding the blade relax and the forearm is whipped across Dolores' front, flicking the blade at an opponent at blisteringly high speed. Another blade is then rapidly regrown to replace the one lost by throwing. Damage: Moderate

Weapon Name: Malleus Dolor Weapon Description: A 1.3m tall hammer with a head that weighs about twenty kilograms and measures 28cm head to tail and with a square face at 12cm a side, this weapon appears to be made from blackened, solid, indestructible, and somewhat twisted metal and is carried in one hand by Dolores. Similar to Dolores' helm, its surface shape changes whenever it isn't being observed. It has a faint golden-red glow, and on its base, it has a chain that can be hooked and attached to a gauntlet.

CHANGES: Pain Profile From: "However, when viewed in the periphery of vision, Pain seems to change poses dramatically, contorting into positions that strike chords within the psyche of all sentient beings. Appears slightly differently to each and every individual observing it; the twitches and shaking isn't quite the same as seen by you as someone else. When the EM being is visible, recording devices cannot capture it in a single state. Weapons Strike possible uses in one turn upped to three, cooldown removed. Each strike is a separate attack, and each counts towards the three per turn (as was previously implied). Electrified Blade Throw blade length specified as 0.15m; as a tradeoff for the small size, they are now loosed at high speed. Slam knockback removed. Hammer Throw radius shortened to 5m.

The ends each have a single, 8mm diameter black hole in them. Weapon 2: Short Blade Description: A dark silver blade of length 0.5m (including the handle) with two wickedly sharp edges, one of which is slightly darker. Its hilt is made from a strange undulating material that comfortably seems to wrap around the fingers rather than the other way round. The pommel is an elaborate affair that prevents the hand from slipping off the handle if the grip fails.

Ok then, a few things to address, though the profile is good to go. First off you don't have to re post the whole profile each time your revise it, just editing the first post is fine, that's where we'd look first anyways.
The revisions to it's appearance look good, if I'm reading it all correctly.
If I can get you to change attacks to actions in the description of strike as a technicality, that'd be best.
And lastly I should not any projectile smaller than .5m is not worth drawbacks at all. Besides this though I've no reason not to allow the knife to be flung quickly, so long as it's speed is within reason. I'd imagine not quite so fast as a bullet and still very detectable by the human eye.
Being these are all nit picks, this is good to go by me.

Ace Program Element: Electric Description: User gains a big spike on each shoulder. The user's helmet also gains a spike that looks much like a horn. Vibrant Noise: User color theme becomes yellow. Their right arm turns black, and their left turns white. Form Abilities: Standard cards with Elec as their Main Element gain a Low damage boost, while a Standard card's Sub Element with Elec gains a Pitiful boost. Twice per custom, the user may add a one use Paralysis effect on one of their Sword cards. Only affects 2 swords. Vibrant Noise Ability: The user gains a Tag Slot in their Custom to load another card. The Tagged Card must be declared as a pair with one other card in your Custom, and can only be used in a chain with the selected card. The Tagged Card cannot be used by itself under any circumstances. Multi Use cards in the Tag Slot become One Use. Color Out Weapon: Rocket Knuckle The user launches their right hand like a rocket. Joker Program Element: Breaking Description: User gains a roman style helmet and plated style shoulder pads. Vibrant Noise: Helmet, shoulder armor and other main armor pieces turn gold or have the appearance of gold. The rest turns purple. Also gains gold plated armor on the rest of body. Form Out Abilities: Standard cards with Break or Summon as the main element gain Pitiful damage, while Standard cards with the same elements as a Sub Element gain Pathetic damage. Vibrant Noise Ability: Gladiator Armor: All attacks that hit are reduced by pitiful to a minimum of pathetic. Color Out Weapon: Break Army: A row of troops appear, the row having 3 troops, which charge straight at individual targets as the user sees fit in an formation or strategy(three way attack, straight out charge etc). Each little troop deals low damage. Troops are destructible, have low health and are Breaking element. At the end of the attack, all surviving soldiers disappear.
