With a large amount of the population dead after the Great War, a few companies decided to start manufacturing androids to help with production and other menial tasks. As humanity moved up into space and started living in ships, androids became much more commonplace - they do repairs on colonies, prepare servings of food, and plenty of other things.

As technology has improved and people become more accustomed to living in space, android technology has improved greatly. While most old models doing work on colonies are mostly lifeless machines devoid of any real soul, a few groups of engineers and scientists started messing around with the creation of artificial intelligence with emotions just like a human being. The idea was to create new humans without fear to explore the galaxies to aid in the search for a new home.

However, the creators of these new androids found that they could not control the new lives they had accidentally created, and hundreds of these experimental androids have escaped or have simply been released by sympathetic creators. They look almost exactly human, with a synthetic skin-like material covering their robotic innards. (And clothes, usually.) Their speech patterns tend to be a little stilted, as well.

As far as how they act, Androids are almost perfect replicas of humans - they 'feel' emotions just like we do and react accordingly. Many are more insecure than usual due to the nature of being a robot, for the most part, it is very difficult to discern an android just from attitude and personality alone.

Most people in the colonies are afraid of androids, shunning them and refusing them shelter or repair. Sometimes, they are hired into Voyager crews, using them for combat or analysis skills.

The experimental android technology did go to a few other uses, however - the advances in fluid, realistic robot limb movement helped with the creation of cybernetic body parts for those who have lost them. It's not uncommon for someone to have a robot finger after losing one in a fight or something, but for particularly bad cases, some people have had a large majority of their body replaced by robotics.

Cyborgs and Androids are not uncommon sights, but they certainly don't come close to outnumbering the remaining humans. (So don't sign up 80,000 of them as characters >[ )
