Anax Kerameikos looked over the telegram that Exterior Minister Peiraias handed him with a frown. “A public invitation without any prior negotiations?” he asked in surprise. “Do you think this will work?” “Medai would know better than us how negotiations are run in the modern world,” Peiraias said bitterly. “If this succeeds, though, it would explain why our prior diplomatic efforts have gotten exactly nowhere in the past few months.” Kerameikos growled in frustration. “So we’ve completely wasted our time and effort trying to become friendly with these neutral nations—almost none of whom have even bothered to answer our inquiries. This is absolutely humiliating.” Peiraias shook his head. “We don’t know just what the response will be here,” the minister reminded the anax. “There might not be any serious interest. The gods know that we haven’t heard any interest in our own invitations for neutrality talks from half of these nations; they might be no more interested in this approach than they were in our own.” “But Medai’s name carries weight that our own never will,” said Kerameikos with clenched teeth. “By Makaria, I have never felt so impotent in my life.” He glanced at the message again. “I do not appreciate being reminded about our military situation as though I were a child—and I certainly do not appreciate that our weakness is central to a public document that any nation is free to read. Nor do I appreciate Achaian Peloponnese being completely sidelined in a scheme that we had every intention of pursuing ourselves. Basileus Kifisia indicated that Medai and Achaian Peloponnese were to act in tandem as partners in this project, and would gather new partners together for the sake of a shared and equal neutrality. Now we see instead that Medai has taken leadership, and has relegated us to secondary actors at best. What else came out of that meeting that we missed simply because we have no experience in negotiation?” The exterior minister grimaced. “I will speak to Kifisia again and look over her notes,” he said. “After this experience, I can assure you that we will be sure to spell everything out in explicit detail before ending any diplomatic meeting. This won’t happen again.” “See to it,” ordered the anax. “Our first foray into international politics has been completely negated; we’ve been reduced to bit players in a project we developed ourselves! We cannot accept another humiliation like this.” Peiraias nodded. After a moment of silence he asked, “What is your response to the message, sir?” The anax snorted in disgust. “What choice do we have but to agree? Just because I don’t like what Medai has to say doesn’t mean that it’s not true. And it would be better to have some measure of involvement in the project and try to shape it to our advantage, rather than to give up on it entirely simply because of a setback.” Kerameikos pointed to the exterior minister. “I’m sending you personally. I want to make it clear that the Megaron is taking this project seriously enough to send one of its most important officials, but of the two of us, you are far more likely to get something constructive done and far less likely to insult everyone who has so far preferred to ignore the existence of our nation.” Kerameikos glared at the map on his office wall. “While you are there, you can ask exactly what happened to those preliminary invitations that have somehow ‘gone missing’ in the shuffle of bureaucracy. Perhaps these nations will be more willing to talk to us if they are already working with Achaian Peloponnese in other venues, such as this alliance.” Peiraias nodded. “I’ll be sure to do that, sir. Will you write up the acceptance letter, or shall I?” “I’ll do it,” the anax said. “You prepare for your flight. Take Kifisia with you; I’ll make do with Basileus Kypseli from Observation and Communication for news and advice while you’re gone. But keep your telephone handy and be prepared for a quick return if I feel the need to recall you on short notice.” Kerameikos brought out some paper and a pen from his desk and began scrawling notes, speaking as he did so. “While I trust your discretion in the finer points of the negotiation, there are a few things that are absolutely critical here. Achaian Peloponnese can only agree to an alliance that accepts the equal importance of its members—diplomatically as well as militarily. Our primary goal at the moment is to escape the current conflict between the fascists and the communists; we are not prepared to swear off war forever, nor do I believe anyone else would agree to such a thing. We are especially not interested in fighting on behalf of nations that enter the war by taking foolish risks and drawing the combatants’ attention simply because they think the rest of us will save them if they get into trouble.” Kerameikos paused in his writing long enough to tap Medai’s message, lying beside his own papers on his desk. “And Achaian Peloponnese has no interest in joining an alliance that shows any preference to one side or the other. It defeats the purpose of neutrality to imply that the world is threatened by fascism alone, and listing fascist nations by name is only going to suggest that our supposedly-neutral alliance is meant to be a safety net for communist sympathies.” Peiraias glanced over Kerameikos’s shoulder, where a large window looked out over the city of Kerkyra. Glass-covered corporate offices glinted in the sunlight. “I highly doubt that the communists would appreciate our capitalist leanings,” the minister said drily. “Or the fact that, as a military dictatorship, we’re practically fascists ourselves,” Kerameikos added. He finished his quick draft and handed the sheet of paper to Peiraias. “What I just said to you is all written there,” he said. “The more minor details are up to you. In the end, the most important thing is that Achaian Peloponnese stays out of the fighting. As long as the nation survives…” Peiraias nodded. “Survive and Remember.” Kerameikos nodded too. “Survive and Remember.”

Kaliningrad, Rusnya Presidential Manor President Amsel read the letter from the Medians intently. President Freeland did have a point, his country had just gone through a brutal civil war, and would need protection while the rebuilding was underway. The neutrality probably wouldn't last forever, but it was critical for now. This would be the first test of the young president's leadership abilities, so he knew he had to take advantage of the opportunity.

Minister Peiraias shook his head as he flipped his phone closed and put it back in his pocket. “Things have been busy while we’ve been gone,” he said to his companion, leaning back tiredly as he turned toward the car window beside him. He gave the bustling street a long look as he said, “Apparently your office is running through ambassadors like tap water.” Basileus Kifisia raised an eyebrow. “We have too many ambassadors and not enough office space for them,” she countered. “The anax isn’t seriously saying that we’re running out, I’m sure.” “Not running out, perhaps—not yet, at any rate,” Peiraias replied. “But the anax is nonetheless upset at himself for sending both of us away at once. Apparently there are two foreign prime ministers currently on Peloponnesian soil, both of whom should have been greeted by more important personages in the Office of International Political Outreach than a mere ambassador, at least in Kerameikos’s opinion. So far he’s managed by sending high-level members of other offices along to the negotiations to compensate.” The minister shrugged. “They’ll manage all right. Kypseli is keeping the anax informed, and the ambassadors are doing their jobs. But in the meantime, they’re all busy in Kerkyra.” He nodded his head back at the window. “Which is exactly where we currently are not.” Kifisia frowned. “Our business here has been at the forefront of Anax Kerameikos’s foreign policy program since our entrance into international politics,” she said in confusion. “Our place is here.” “Our place is wherever diplomacy will best support the purposes of Achaian Peloponnese,” Peiraias reminded the basileus, “regardless of the anax’s personal goals. Kerameikos himself would be the first to admit it.” The minister patted the pocket where his phone rested. “He just passed me the word that Medai’s alliance suggestion received just as many requests to observe as it did to participate. At last count, according to the Office of Observation and Communication, there are three nations that intend to negotiate a mutual defense treaty, including both Medai and ourselves.” Peiraias snorted. “Kerameikos doesn’t know whether he should feel defeated or pleased. You might recall how frustrated he was at the beginning of this process.” Kifisia glared at the minister. “I do, in fact, recall that, sir.” She had not been pleased, either, after her superiors berated her for not paying enough attention in the negotiations to realize what Medai had planned. Peiraias sighed. “Well, at least we know that our original misgivings about this sudden process were justified,” he said. He straightened. “But three nations are better than none at all, and there are at least two observers to impress. The scenario is less than ideal, but we are here now, and we will make the most of it.” He turned to Kifisia. “We will provide what support we can for this alliance, and make it as viable as possible. Even if there is minimal interest in the project at the moment, one-on-one diplomacy might be able to draw more nations into the alliance if we make it attractive enough while we have the opportunity.” Kifisia nodded. “The anax did not appoint me basileus of my office in order for me to do a shoddy job,” she replied. “I am not about to give up on this project now.” Peiraias smiled as the limousine slowed down and turned into a private drive; they had arrived. “That’s what I wanted to hear,” he said approvingly. |
