Publius Cornelius Lexicus was aboard the Valkanian diplomatic plane looking outside the window. He had been selected as Valkany's observer to the World Summit for Neutral Nations in Medai's Capital. An experienced member of the Imperial Diplomatic Corps he was eager to land and represent Valkany in such an important meeting. "Sir. We've arrived." informed him one of the plane's crew members; "Thank you." said Publius as he stood up; He moved to exit the plane. "We'll meet again soon." said Publius; "I hope so sir." replied the crewman "Enjoy your trip to Medai." A car from the Valkanian embassy drove Publius to the embassy and then to the summit grounds. |

The President was standing on the stairs of the capitol, waiting for people to show up. As the ambassadors got out of the cars that pulled up, the President walked up to them. "Welcome to Medai," he said as he shook their hands. "Please follow me." He then led the ambassadors to where they would be holding the summit. |

Hardly a soul had noticed the Sarosian ambassador sneak in. Valtzar of Malos, prided himself on his ability to sneak up on people, and in the -tzar that ended his name, second only in prestige to the lordly -is(h). Despite holding the suffix held by doctors of the liberal arts, Valtzar was no doctor. That much was obvious, as he was barely into his mid 20s. Instead, Valtzar had been given the suffix for his loyal service to Lord Septish in the War of the Northern Sea, having acted as a spy in the Council forces and organizing the mutiny of many of their companies. It was known that he was a flatterer and a charmer, but his methods were known to work from time to time, so it was thought that he should become a diplomat for the Dominion. Today he was dressed to charm, wearing the traditional Sarosian national costume. Over a tight white turtleneck shirt and baggy white cotton pants tucked into laceless black boots, he wore a blue tunic down to his knees, tied with a white sash he wore at once over one shoulder and around his waist. On his hip he wore a krish, awarded to him by Septish when he was made a "Tzarkar." He wore his white hair long, and kept clean shaven, in an imitation of Septish's style. Imitation is the most sincere form of flattery, they say. Valtzar knew he was running a bit late, which was a shame, as he had wanted to schmooze with the Valkanians and Medaians before the summit started. Alas, he would have to wait until after. Valtzar took his seat and waited patiently. |

Request from King Gregorius The Official Ambassador to Medai, already resident in the republic's capital as part of his mission, made his way over to the international summit, ready to sit and watch. He was used to being told to sit and watch, so it was an ordinary day for him. His name was Patrick McCormick. |

The President, seeing that most people were here, he decided to start. "Welcome everyone to Medai, I hope you enjoy your stay." He paused, then said, "As you all know, we are here to discuss the possibilities concerning a defensive pact. As for those of you that are here to observe, I'll accept all questions, comments and concerns." He paused again. Continuing, he asked, "Are there any questions before we start?" |

The Valkanian observer raised his hand; "Will the members of this pact also maintain financial and trade neutrality?" The reasoning behind the question was obvious to any seasoned diplomat. Once the actual war started all sides would need to get their food supplies form countries like Medai, Brasilia and other neutrals, because their own industries and populations will be focused on the war and won't produce adequate supplies. The observer also wanted to see if it was possible to sway the neutral economically to the allies' side and keep them away form the fascists. |

Basileus Kifisia glanced at Minister Peiraias, then nodded her head. “It is Achaian Peloponnese’s position that private companies should not be held to the demands of diplomatic or military restrictions. Companies will make money where they desire, sometimes with government support, but more often in spite of government interference; this case will be no different. At the same time, of course, should any private company endanger itself or its employees by doing business with a nation in the midst of war, the government of Achaian Peloponnese has no intention of giving political or military aid to that company. I believe, or at least I hope, that this is the common view.” Minister Peiraias leaned forward. “I have a question of my own,” he said, “which I believe is important enough to involve the negotiation of all the neutral nations. When and if members of this alliance are approached by nations involved in the war, will there be any topic that the warring state can bring up that the member nation should consider a matter for the entire alliance to negotiate about? Our anax believes that any questions related to the territorial integrity, sovereignty, and defense of any member nation should be taken up by the alliance as a whole. This will express the alliance’s commitment to the maintenance of the status quo, when considering how any member nation relates to another in the midst of the current war.” He shrugged his shoulders. “I admit that this position comes with its own obligations, as it calls on the alliance to have negotiators authorized to speak for all member nations in common. Nonetheless, the anax believes this is important enough to speak about. We welcome the opinions of any other member nations.” |

Elizabeth Jeansonne, an ambassador from Starliza, entered the chamber quickly and found her seat. She was a small woman with a tight bun that held her blonde hair in place and was given specific orders to only observe and report, but not before she talked to the neutral nation's representatives in hopes to gain favor from the neutral nations and possibly alliances later. However, the second part of the tasks given to her would have to wait 'till after the summit ended. Until then, Elizabeth stayed silent ready to take notes for her king. |
