"Alright, since it appears we don't have any more questions at the moment, we shall proceed with the summit,"said the President. He paused, then continued. "I came up with the following treaty. Read it carefully. Once we have read it, we will discuss it." He motioned towards one of the guards. He walked up to the President, who asked him to pass out copies of the treaty.

Minister Peiraias stared at the document that had been handed to him by the Median guard. Not bothering to wait, he said, “President Freeland, while this document is a solid basis for a bureaucracy, I am not so sure that it is such a solid basis for a military alliance. Not only does it ask for its member nations to renounce all war as opposed to the specific conflict that we are all interested in avoiding, but it also spends no time at all defining just what protections member nations will be afforded by their membership in this alliance, and instead focuses almost all of its attention on the creation of a bureaucracy. I understand that Noverra already has a Union of Nations; indeed, I made promises to the effect that Anax Kerameikos was not interested in developing a substitute to an existing organization. This document, however, seems intent on creating just such an organization, with self-important offices and very little substance to speak of.” The minister shook his head. “The draining effects of bureaucracy, with pomp and procedure in the place of drive and action, will only cause our energies to be wasted in the chambers of this ‘General Assembly,’ rather than the diplomatic boardrooms of warring states or, Makaria forbid, the battlefield. Any document meant to found our alliance should, in my opinion, focus most importantly on the nature of the protections afforded to its member nations, rather than define a possible weakness that is, as far as I can tell, wholly unnecessary as long as member nations are willing to meet together whenever a threat arises to any member of the alliance, who may be free to call a meeting of ambassadors to discuss the issue. I imagine that our upcoming discussions can determine just what kinds of threats can be considered relevant for the entire alliance’s attention and concern, and what kinds should not be considered; in this way, we can define exactly what wars and conflicts we would prefer to avoid.” |

"The socialist party really dropped the ball with this opportunity. I cannot believe we're going to be so late and that the response to the invitation looks like it wasn't even sent to the right place." The man speaking wore a black navy styled uniform with several medals, black leather gloves and a rather terrifying ballistic faceplate come gasmask. His strong Izalithian accent came through a little warped as he berated his colleague in the back of the limousine. The man was about 5'8, heavy built underneath his uniform and a strong posture and an air of no-nonsense about him. The other man sitting across from him wore a smart suit and was absent minded as he looked through his smart phone, half ignoring the person addressing him. This man was a little shorter, fairly attractive with short black hair. He looked the perfect part for a diplomat. With a smug smirk, the second man motioned to himself "Daniel Anderson was appointed this history making opportunity due to his ties with PM and strong influence on our new government and new national vision..." He then motioned toward the officer who dared make smart comments about his bureaucracy "You, on the other hand, Captain Khmer, are her because the die hard traditionalists at home feel a military face is a UCSS face. You even refuse to take that stupid mask off even though we're not in country, you're going to make a scene, if they even let you in." Diplomat Anderson hissed his words and shook his head. "Die hard traditionalists? The petition had 250 thousand signatures even though you restricted access to it to New Bligh only. You think the people are just going to up and forget you and half of your office weaseled out of military service with fake medical documentation? They want to be represented, not sold down the river." The dark clad figure slammed a fist into the arm rest oh his seat, the seemingly small issue filling him with a quick building rage. "Control yourself, we were fairly elected by a majority vote. The people wanted to be free at last and join the rest of the world. Change may be painful, but it will come with time..." Diplomat Anderson waved a hand and smiled charismatically as he went to continue when the seat opposite him made a sound. The masked captain sat back slowly, seemingly with great effort to restrain himself. The words came as a whisper, no amount of resolve could stop them "We will find out what happened to the royal family... it's the only reason you parasites were given a chance." Anderson gave a cruel grin and tapped his temple with a long finger "There there captain, I do hope those self directed murmurs weren't as treasonous as-" The limousine pulled up to the gate and the driver notified them that they were there. The car was ushered through and the two delegates from the UCSS were preparing to exit the car. "Remember, we need to make a good impression here, I hear our neighbor of-" Anderson was cut of by a gloved hand slashing through the air dismissively as the captain removed his seatbelt. "Unlike your pompous highness I read the briefing and attended my international social interaction classes. Hurry up." Anderson was quick to respond with "Well if you isolationist crazies actually partook of international media and such you wouldn't need such drivel." The men stopped speaking and made their way to the guarded entrance. (The captain is refusing to remove his mask based on cultural and religious reasons. If he is refused entry there will be no repercussions and will just go hang out with the limo driver until it's over. It's entirely up to the host.) |

A limousine pulled up to the gate, and two men got out. They walked up to two security guards. One of the guards spoke. "Hello, welcome to Medai. We're just going to search you quickly, if you don't mind." After finding nothing, he continued. "I personally don't have an issue with the gas mask, but others might. I'm afraid I can't let you in unless you take it off." |

The Diplomat raised a hand in a kind gesture, about to begin a condescending explanation, when the captain simply removed his head gear and handed it to a guard. "Of course, it's just a tradition that continues from some of the more... colorful areas in our nation we've had to work in. Please, show us in." the captain was as gracious as he could muster, now it was his chance to be smug as the diplomat rolled his eyes and they were allocated their seats. Both of the mean attempted to catch up on the proceedings after a short acknowledgement of each representative in the room. They all appeared to already be in discussion about amendments and neither man wanted to step on any toes, instead choosing to play it safe. At least they agreed on one thing. |

Minister Peiraias nodded at the newcomers before turning to Basileus Kifisia. “Do you know who they are?” Kifisia shook her head. “I’ve never seen a uniform like that before,” she said. “I’ll have to ask Observation and Communication just what has happened since we were last home.” “We’ll have to keep an eye on them during this meeting,” the minister said. “Be sure to talk to them at the conclusion of the discussion.” He turned back to the new document handed out by the Median guards a few moments before. “I am much more in favor of this second version,” he said to the assembly, directing his attention specifically to Medai’s President Freeland. “It is a flexible document that allows member nations to define their membership based on consensus and precedent. I am in favor of this draft.” |

Upon reading the draft, Elizabeth shook her head and took a breath. "Mr. President, I represent Starliza here today and orders where to simply observe. However, this document concerns me due to its blatant contradiction to what this summit was called for. This is no longer a summit about keeping peace and not joining one of the sides of either super power, but a summit to create a new alliance that will simply not keep you from chaos, but postpone the inevitable. In your draft, it states that if one nation were to be attacked by another all must join." The young woman took a quick breath and continued, "by forcing the others who take part in this treaty, you are setting all these countries up for war." Her statement said, Elizabeth sat down and looked for a response as unknown newcomers walked into the door. She carefully jotted their appearance down and would keep and eye on them. |

Kifisia and Peiraias glanced at each other in confusion at the Starlizan representative’s concern. “How else are we going to persuade land-hungry alliances to leave us alone unless we are able to threaten them with consequences for involving us?” Kifisia whispered to Peiraias. The minister shook his head. “If Starliza has an effective alternative,” he replied softly, “one can only wonder why they chose to join Gilead with an eye toward entering the war instead. We’ll see how Medai responds, but I have to admit that this kind of objection is highly unusual.” He paused. “Then again, Gilead and Starliza are the neighbors of Medai and Brasilia,” he said. “I suppose one always wants to keep one’s neighbors as weak as possible, for one’s peace of mind if for nothing else.” |

The President was surprised by the Starlizan Ambassador's objection. "This entire treaty revolves around that point. Let's say Austiana is planning on attacking Rusnya, who is a member of this pact for this example. Since Medai, Achaian Peleponnese and Saros are also a part of the alliance, doing so will guarantee war with four nations on three fronts. We're hoping that Austiana will know this and decide to leave Rusnya alone." The Sarosian ambassador's comment made him smile. "Yeah... Medai has been very cautious in their military development, as we're afraid anything ambitious will end in an invasion..." |

Captain Khmer eyed the document over one last time and placed it down, turning to his colleague who was double checking his. The captain's voice was pleasant enough, but the statement seemed barbed "Considering the current trouble our parliament is having with the foreign private security firms it has hired, I can't imagine that a proposal thought could lead to even more foreign boots on our soil would go down well." he spoke quietly, but was most likely overheard. Being a military man he wasn't exactly socially savvy. Anderson glared at him for a split second before turning it into a little laugh "Indeed... well as we know full well fighting on UCSS soil is a logistical, tactical and strategic nightmare, not to mention where we sit geographically..." Khmer interjected "This would appear to benefit other nations more than our own at the present time. Due to our absence of any disposition towards any of your homelands, we believe it best to put off our answer until further dialogue and analysis can be made." the captain turned to his colleague as Diplomat Anderson ran a hand through his hair and sighed. The captain was right, but the parliament was in power now and people were seeming to forget that, he was rather frustrated with his tacked on partner. The captain made a final note to the people convened "The UCSS has a substantial military supported domestically in development and manufacturing. Our people all serve in the military for a portion of their lives and our standing forces are quite substantial. Our defenses are adequate. Due to several sacrosanct policies still standing, this treaty would also violate our primary religion and betray the people's trust. We have to decline." he then stood, went to perform an odd salute to the heart using his right arm, but instead turned it into a bow, thinking better of it. Diplomat Anderson stood and politely excused himself. Infuriated that he had been undermined. It was his chance to shine and Khmer had ruined it just to get it done quickly. He would see him reported and demoted by the end of the week if he got his way. |

Peiraias and Kifisia both stared at the two newcomers as they quickly departed the chamber, the suited one more noticeably embarrassed and frustrated than the military man. “But—what the—but they weren’t even invited!” sputtered Kifisia loudly, not bothering to hide her surprise from the rest of the hall. “Did they even realize what kind of negotiation they were walking into? If they had enough military strength to spurn international help, why did they turn up at all?” “That is not for us to say,” Minister Peiraias said pointedly, reminding the basileus that she was speaking out of turn in a formal setting. “Perhaps we will learn more from them at a later date that will explain their actions here. Now is not the time to make assumptions, however: We have business to attend to.” |
