First Meeting of the Union of Nations

An Official Message from the Legantian State Department





With the current situation in Victorum deteriorating, it is imperative an international solution to the current conflict is found. As such, the Legantian Department of State has decided to take the step of calling the First Session of the Union of Nations for a meeting on the topic, as it was created to allow for solutions to problems such as these. In addition, we have hereby decided to extend membership to all nations of the world, provided they sign the charter for said organization. All interested parties are hereby requested to send representatives to act as their voice in this organization. Any states who are not ready to take the step of membership to this neutral, international organization is hereby requested to send their Ambassador to the Republic to this meeting to act as an observer.

This meeting of the Union of Nations will focus on:


  • The Appointment of a Chairman of the U.N
  • The Admittance of New Nations into this organization
  • The Question of Diplomatic Recognition of the Governments of Austiana, New Vasconia, Melzae, and Dawinia
  • The Current Conflict in Victorum, and the Conduct of War there
  • The Systematic Destruction of so-called "Undesirables" in the Pact-occupied areas
  • The Creation of International Standards for the Conduct in Warfare



This historic meeting will commence in three days at the Paceum complex in Legantium. Any government wishing to join or already a member of the Union of Nations is respectfully requested to send a permanent delegate to this meeting, and all governments are respectfully requested to respond as soon as possible.

Secretary General Cohen nodded to the Vasconian representative as he got to his feet again. “King Bernhard of Austiana,” Cohen began, “your nation is directly implicated by these words. I invite Your Majesty to defend your nation and your policies toward New Vasconia before this chamber. As your nation is now a member of the Union of Nations, your new government has effectively been declared legitimate already; nonetheless, this assembly would like to know what Your Majesty intends with its current possession of New Vasconia, a formerly-independent state.”

Secretary General Cohen gazed expectantly at King Bernhard, but the Austianese monarch showed no apparent interest in defending his nation. The secretary general could only guess at the king’s reasons, but it appeared that His Majesty’s earlier bluster had been curtailed by an extreme measure; perhaps Cohen’s earlier rebuke for Bernhard’s unnecessary and out-of-turn speech had soured the king’s interest in democratic procedure. Or perhaps Bernhard hoped to protest the inclusion of New Vasconia in the meeting’s agenda by refusing to speak about it. Cohen had no idea, but part of him was glad. The Union was much less likely to sympathize with any government that would not defend itself before the assembly, especially after hearing appeals to do otherwise. And it would not do for the Union of Nations to condone invasion and annexation; that way led to international chaos that the UN would never be able to contain, and that its most prominent nations would be unable to resist without resorting to extralegal violence of their own.

“As Your Majesty does not wish to speak to this body,” Cohen began, “the assembly will decide on the matter of New Vasconia without the input of the Kingdom of Austiana.” The secretary general looked down at the touch screen in front of him, inputting his instructions before turning back to the assembly. “At this time, the Union of Nations is faced with a decision: demand New Vasconian independence, or accept the current state of New Vasconia as a ‘client’ of Austiana. I ask the members of this assembly to vote on this matter now.”

'Gotta say something now...I promised...,' thought Antonio to himself, as he thinks on the words of Secretary Cohen.

"Secretary Cohen, if I may, I'd like to express Dawinia's position on the state of New Vasconia; perhaps it may aid some it their decision," said Antonio.

He looks to him, waiting for an objection, however seeing none, he continued.

"Peace is what is wanted from Us above all, not only with Our nation, but with our neighbours and the rest of the world. However, we cannot achieve this goal when we will not shed ourselves of past burdens that cast a dark shadow over future prosperity. Continental tranquillity must be had, if we are to move forward. And thus, Dawinia is fully supportive of the release of New Vasconia as a sovereign and independent nation."

Antonio looks around to gauge the reactions of the people.

"And although We have spoken out against Austiana, one of Our closest allies, We hope that they share the same sentiment. If not now, the future will bring unrest and perhaps violence for an occupied land such as New Vasconia. Again, continental tranquillity must be established."

Antonio pulls out a letter of parchment, with the seal of The Holy See in wax. He breaks it and opens it to its fullest extent.

"The Holy Father has also hear of the people's will for independence there. His Holiness entrusted Us to present this bull, for all to bear witness, where it will be heard for the first time.”

Antonio quietly clears his throat and begins to read the bull verbatim.

Antonio sets the bull down on the table, now leaning back, after saying, “We rest Our case.” he then proceeds to vote 'yes' for independence.

Minister Hendricks voted for independence for New Vasconia. As she listened to Dawinia's speech, she couldn't help but frown. Although Dawinia had supported New Vasconia's independence, it failed to mention anything about it's views of Rendaria and Chanarya: two nations which had been conquered the same way and for the same reason as New Vasconia: greed.

Secretary General Cohen sighed and rubbed his temples. “Thank you, Your Majesty,” he said behind gritted teeth, “but this assembly is more interested in your vote than in your speeches. Please follow proper procedure.” As if the meeting had not already been derailed enough…

Ambassador Delos shook his head as he continued to take notes for the anax’s perusal. King Bernhard’s refusal to speak on the matter of New Vasconia had likely turned a good portion of the assembly against him and Austiana, but the ambassador wondered just how much more damage had been done by the Dawinian emperor’s speech. Achaian Peloponnese had very few Christians to speak of, though that number had climbed in recent years, and the pope’s influence on Achaian policy was nonexistent. Nonetheless, Delos was curious about how influential the pope remained with the rest of the world, and how that might affect relations between Achaian Peloponnese and Catholic nations in the future.

Hmm, he thought, upon hearing the Dawinians' stance, it's nice to see them side with us over their imperialist allies, but what of their own conquests.

That shall be a number one priority when I have returned to government.

Secretary General Cohen glanced at the clock one more time before rising from his seat and returning to the podium, where the current vote was presented on his monitor. “We have five votes,” he said. Glancing at King Bernhard, Cohen paused before turning his attention back to the rest of the chamber. “With five votes for independence and none for the status quo, the Union of Nations hereby formally demands that the Kingdom of Austiana relinquishes its control of the independent state of New Vasconia and returns its forces to their previous stations within the nation of Austiana.” The secretary general wondered just how long it would take Austiana to do that much, and chose not to consider what the Union of Nations could do to enforce its demands should Bernhard refuse. He also was not about to bring the matter of governing New Vasconia after the departure of the Austianese into a public debate; that could only get very ugly, and would solve absolutely nothing. Cohen idly wondered just what the various nations of the UN, both those who voted and those who didn’t, envisioned coming from New Vasconia in the future—perhaps a new government entirely, or perhaps a return to the previous socialist government that had been ousted by Gustav Klink. At the very least, Cohen thought, he would not put himself in the middle of that situation.

“Moving on,” he stated simply. “Having just made its judgment regarding the conquest of New Vasconia by Austiana, I ask this assembly to turn its attention to the similar state of foreign subjugation under which the formerly-independent nations of Rendaria and Chanarya current exist. Neither of these nations have a functioning government in exile, their governments being wholly destroyed upon their conquest by Dawinia. Nonetheless, the Union of Nations can and does call upon the Dawinian delegation to defend its actions—specifically, its invasion of sovereign territory while still holding membership in this body. Your Majesty, Emperor Antonio, will you speak to the assembly?”

Of course this would be brought up,’ thought Antonio, as he prepared himself to speak.

“As you have demanded from Us, We cannot defend those actions, for they were perpetuated from the former ruler of the Empire. However, it became Our responsibility to rectify the conquests, and that We have.”

Antonio navigates to the site of the Crown on the touchscreen and shared the link with those present.

“If it would please the body, We’ve provided the link for where you can view the recently passed legislation that We have signed into law just but a few days ago. This Organic Act was based on the concord of the governments of Ran--Rendaria and Chanarya and Our Government; above all, they have each received their sovereign independence.”

“Què més vols (What more do you want)…” mumbled Alba, at the conclusion of his response, barely audible to anyone around her.

"Although I understand your intentions, I also understand that most of us don't want you to give them some independence. What we want is for you to completely withdraw your forces from Rendaria and Chanarya and restore their previous governments," replied Minister Hendricks.

Secretary General Cohen looked over the confrontation between the Median delegate and the Dawinian emperor with interest, but it was soon clear that Emperor Antonio had said everything he intended to say, regardless of Minister Hendricks’s needling. “We thank Your Majesty for that additional information,” Cohen said to the emperor. “However, Medai’s representative brings up a valid concern. This new law Dawinia has promulgated clearly ties the fate of Rendaria and Chanarya to that of Dawinia, which casts the real independence of these nations into doubt.” The secretary general looked over the law again one more time, before declaring, “This Dawinian law will not preempt the Union of Nations from determining the best course for the future of Rendaria and Chanarya, as it has already done for New Vasconia.”

Cohen typed into his console for a moment, before returning his attention to the assembly. “Having been tied together both by war and by legislation in the occupying power, Rendaria and Chanarya will be dealt with as a single body. The options before you are the same as they were in our previous vote: Will the Union of Nations maintain the status quo, or will it demand the immediately and permanent release and independence of Chanarya and Rendaria, and the withdrawal of all Dawinian forces from those nations? Voting is now open.”

The Valkanian delegation voted to maintain the status quo. Without knowledge of what had happened in the Brothers in Arms meeting the delgation did its best to ensure a fellow monarchy and Romance nation was not undermined. After all the vote was secret.
