Secretary General Cohen stared at the bright lights in his eyes as he blinked blearily. For a moment he wondered just what he was looking at, but his attention was quickly stolen by the ache in the back of his neck. Wincing, he leaned forward to alleviate the pain; the movement served to shake the last of the sleepiness out of his system, and he realized with a jolt that he had managed to lean back and fall asleep in his seat… on stage, in front of representatives from every civilized (and not-so-civilized) nation on Noverra, and in the midst of an important and solemn vote. Cohen blanched, but his diplomatic training quickly took over, and he smoothed his expression as much as possible as he glanced at the clock. He nearly jumped out of his seat as he realized just how much time he had let slip away from him, but somehow managed to get to his feet calmly enough and stride gracefully to the podium, where the monitor displayed the results of the vote for him to observe. “I believe we have had enough time to consider the options before us and make a decision,” the secretary general said unnecessarily. He glanced at the results and raised an eyebrow, before stating, “With four votes for independence and… three for the status quo, the Union of Nations hereby formally demands that the Empire of Dawinia release its political and military control over the formerly-independent nations of Rendaria and Chanarya, and withdraw its forces from those territories as soon as possible. The nations of Rendaria and Chanarya will henceforth be fully independent once again.” Cohen considered the agenda drawn up by the Legantian State Department one more time before choosing his next topic of discussion. “Likewise with the invasion and conquest of New Vasconia, Rendaria, and Chanarya, the recent war in Victorium also witnessed various atrocities that have marred international diplomacy to this day.” The secretary general glanced once more at the Dawinian and Median delegations. “The actions of the Empire of Dawinia in the recent war take precedence. At the word of Emperor Charles, legislation was passed to deprive various Dawinians of their property, citizenship, and often their lives. Any Dawinian deemed to have less-than-pure ancestry was publicly declared to be a ‘nocit’ and arrested. The extent of these arrests—and the likely executions that took place thereafter—is still unknown to the outside world; however, Emperor Charles and his picked judges made the pronouncement of nocit criminality, and what it meant for any nocit arrested by them, public to the world. Not content with these arrests and executions, Emperor Charles televised his own participation in the public executions of non-Dawinians, including the Median ambassador to Dawinia and his family. Furthermore, Emperor Charles ordered the wholesale slaughter of Chanaryans, civilians as well as soldiers, during Dawinia’s invasion of that nation. All of these actions can only be considered crimes against humanity.” Cohen paused as he looked out at the assembly. “I open the floor to members of this assembly. What is the best course of action for the Union of Nations in light of these atrocities? And what does this mean for the Union’s continued relationship with the Empire of Dawinia?” * * * Ambassador Delos made another note as the vote for Rendarian and Chanaryan independence was read out. Perhaps it was the Dawinian emperor’s statement to the assembly, compared to the Austianese king’s silence, which made this vote much closer than the vote for New Vasconia’s independence; perhaps the pope’s silence on the latter vote, as opposed to the papal bull read out during the former, was the reason that the international responses to these apparently-similar matters were, in the end, so different. In the end, though, the result was the same: legal demands for the independence of all conquered territories in Victorium. It would return the map to its previous shapes and colors, perhaps, but Delos had to wonder just how the formerly-conquered peoples would react to the sudden power vacuum left in the wake of the Dawinian and Austianese withdrawals. Assuming, of course, that the two censured nations bothered to heed the demands of the Union of Nations at all. |

The Valkanian Prime Minister raised his hand taking the stand on the issue first; "Your Excellency, Ladies and Gentlemen of the various delegations. Excuse me if I may be somewhat direct but I think this issue is of no concern anymore. The previous regime has been overturned and frankly the current crown and current government of Dawinia have no responsibility over or relation to its actions. As far as I know Charles De Caldelona is awaiting trial in his country's Supreme Court. Both the expression of Alba and Antonío were relaxed, not really phased from the outcome of the vote. If anything, Alba was a bit disgusted, if not from the vote, from the rest of the meeting itself, and Antonío relieved. Antonío wasted but a second to comment. “Thank you, Mr. Secretary, for a brief history class. So eloquently retold, if We may add. Anyway, We would like to point out the, pardon Us, blatant hypocrisy of this so-called ‘inclusive organization.’ The fact that Our ally, Austiana, was admitted to the UN, yet everyone has failed to recall that their former government was also a fascist regime that has committed many of the same crimes in their conquest, that you yourself mentioned. Let Us also recall that they were the primary belligerents in this whole ‘Victorium’ War.” Antonio takes a sip of water before continuing. “Also, We thank you, Excellent Minister, for your realization of the present status of Our nation. And yes, Carlos de Candelona is currently held, pending trial in Our High Court. He will be held accountable for his actions, this We wish to assure.” |

Cohen glared at Emperor Antonio. “While normally it is not my place to speak during an open forum, Your Majesty’s remarks are meant to undermine confidence in the Union of Nations itself, and as such I feel compelled to answer you. This assembly has indeed voted to admit the Kingdom of Austiana into its fold—just as it continues to accept the presence of the Empire of Dawinia within it. The actions of the assembly are beyond the control of the secretary general, regardless of who fills this office, or from what nation he or she might hail. It is for that reason that I have made a much broader request to the assembly here for suggestions on what should—and, importantly, what should not—be done in regards to the previous actions of Dawinia, actions by which your present government continues to profit. Whether Dawinia will be censured by the Union of Nations is in the hands of its members; it is not the sole dictation of the secretary general—that is the purpose of democracy.” The secretary general shook his head. “You are furthermore mistaken when you suggest that we will simply ignore the actions of Austiana. It so happens that those actions were somewhat less… dramatic, and certainly less well-publicized, than those of your previous Emperor Charles. We turn to the case of Dawinia first, but do not believe that we turn to Dawinia’s case only. Your Majesty’s accusations and insinuations are unfounded.”

"You're mistaken, Mr. Secretary. We didn't not remark to undermine the confidence of this most 'esteemed' organization, we didn't need to do that anyway," intercedes Alba Antonio raises his right hand slightly, to signal for her to stop talking. Antonio has had enough of this bantering. "Mr. Secretary, you must understand that fact of the matter now, Our nation is essentially a mascot for the past attorcious actions of another, in the name domestic policy." He looks around the room before continuing. "From the inception of this organization, We were always a little weary of it, handing over our nation's sovereign right to rule itself to others who, excuse Us, have not an inkling of what goes on in Our lands. And now We do see its outcome. We will not allow a group of foreigners to determine what happens in Our sovereign nation. The hypocrisy, as We have mentioned, is laughable. You say that it's not Dawinia that shall be scrutinized but others; tell Us, was there any discussion about the state of Melzae? The total disregard and lack of empathy for a nation, arguably in their most time of need, was further reinforced with an ejection and rejection of them, yet you call this an inclusive organization? We're not mistaken, Mr. Secretary, in the slightest. Our words are not unfounded. And the faster you all come to terms with the truth of this...sham, the faster you all can stop wasting your time here." Antonío and Alba hastily arise, gathering their things. "It is most rude to depart in the midst of diplomacy. But what We've witnessed here today warrants this. Do consider this Dawinia's official withdrawal and departure from the 'Union' of Nations. We resign from all organs this organisation has created and appointed Us to. Please, enjoy the rest of your day, Your Excellencies. Or, maybe take a vote to determine that, yes?" The two immediately leave their area and depart from the room, now heading back home to Dawinia. |

As is proper, I will say that it has the option of requesting reinstatement in this organization at a later meeting, but somehow I doubt that that will come to pass.” The secretary general turned his eyes toward the Austianese delegation. “Considering the next item on the agenda revolves around the actions of the government of Austiana during the recent war, will Your Majesty also make insinuations against the legitimacy of this institution’s democratic process, or shall we proceed with civility on this issue?” |

Secretary General Cohen shook his head as King Bernhard once again kept his silence. “Your Majesty,” he said after some consideration, “it is very difficult for this assembly to judge the actions of your nation and your regime if you refuse to either defend or discuss them. I was, I admit, hostile toward Your Majesty earlier, and I apologize for it. Nonetheless, while I say that the assembly will find it difficult to judge the matter fairly, nonetheless the assembly will judge it. The Union of Nations is aware of various violations of human rights perpetrated both by the Austianese armed forces and by the government of Austiana itself--not the least of which being the cause of the war itself, the invasion of New Vasconia by Austiana. The Union of Nations has already called for Austiana to remove itself from the territory it conquered by its invasion, but I now call on the assembly to discuss the possibility of further action from the Union of Nations regarding this matter.” Cohen looked around the chamber at the various delegations from across Noverra. “I open the floor.” |

King Bernhard shuffled nervously in his seat. While he had not opposed many of the previous actions of the previous fascist Austianese regime, he had overturned many genocidal policies and ended a war with Verskana in order to appease the West and return secure his reign. He had hoped that previous actions undertaken by Klink and the NPF would be overlooked, however it now seemed that it would be addressed and that penalties may be handed down to the Kingdom. Bernhard rose, nodded to the Secretary General, and nervously loosened his shirt's collar. "Regarding the current occupation of New Vasconia..." Bernhard hesitated, "Our current government has granted New Vasconia ample autonomy. We have scaled back our military size dramatically, and only 10% of the original occupation force remains. However, due to security and logistical concerns, this force will remain there, well, indefinitely. In the mean time, we are working with New Vasconian leaders to develop a new, fully independent government in the near future..." Bernhard began rubbing his left eye, as he continued to lie. He had no plans to scale back his occupation of New Vasconia. The vast amount of resources and military force projection guaranteed by complete access to the Cherwarz Sea forced Bernhard to cling onto the New Vasconian occupation. However, it was inevitable that it had to end soon. "I also welcome any inquest into the actions of the previous Austianese government," Bernhard said, calming himself down and straightening his posture, "However, I advise that penalisation of any current government here today for previous actions undertaken by previous governments be avoided, in order to maintain the unity and sanctity of this very young organisation. With that said, I welcome any UN commissioned investigation into Austiana's previous actions, we have absolutely nothing to hide." Bernhard returned to his seat, rubbing his left forearm. It was what he did when he was anxious. The problem was, Austiana had plenty to hide. The world, still to this day, was not aware of the genocide of millions of racial and religious minorities in Austiana and New Vasconia. |
