An Official Message from the Legantian State Department





With the current situation in Victorum deteriorating, it is imperative an international solution to the current conflict is found. As such, the Legantian Department of State has decided to take the step of calling the First Session of the Union of Nations for a meeting on the topic, as it was created to allow for solutions to problems such as these. In addition, we have hereby decided to extend membership to all nations of the world, provided they sign the charter for said organization. All interested parties are hereby requested to send representatives to act as their voice in this organization. Any states who are not ready to take the step of membership to this neutral, international organization is hereby requested to send their Ambassador to the Republic to this meeting to act as an observer.

This meeting of the Union of Nations will focus on:


  • The Appointment of a Chairman of the U.N
  • The Admittance of New Nations into this organization
  • The Question of Diplomatic Recognition of the Governments of Austiana, New Vasconia, Melzae, and Dawinia
  • The Current Conflict in Victorum, and the Conduct of War there
  • The Systematic Destruction of so-called "Undesirables" in the Pact-occupied areas
  • The Creation of International Standards for the Conduct in Warfare



This historic meeting will commence in three days at the Paceum complex in Legantium. Any government wishing to join or already a member of the Union of Nations is respectfully requested to send a permanent delegate to this meeting, and all governments are respectfully requested to respond as soon as possible.

Delos returned his phone to his pocket and turned to the door of the Paceum Complex again. Basileus Kifisia had patched his call in to Anax Kerameikos and Basileus Agora as soon as she realized the importance of his request, but no one had argued against Secretary Ivanov’s suggestion. The anax had quickly sent word to Minister Pagkrati to develop plans to host two foreign diplomatic parties in the city of Megara, the third of the Peloponnese’s three ports and well away from any sensitive military or administrative information, but nonetheless a center of Achaian economics that would prove an appropriate backdrop for negotiations centered on trade. Anax Kerameikos had asked that Delos provide a timeframe for this proposed meeting when possible. As for the Verskanan opinion of the war, Kerameikos had very little to say; based on Delos’s interpretation, it mirrored the understanding reached by the Office of Observation and Communication and the Office of International Political Outreach. The east was as safe as Achaian Peloponnese could hope for. At this point, they could only hope that the west would be saved from disaster through the diplomacy of the Union of Nations.

The ambassador had then relayed his other news: The relationship between Medai and Izalith was unsalvageable. Kerameikos had responded by calling for Basileus Exarcheia, but as Achaian Peloponnese could hardly arbitrate between the two nations without ruining its own relationship with both of them, the anax had accepted the status quo with a sigh and had told Delos to request a meeting between Achaian and Izalithian negotiators in the near future. The ambassador would have been more confident about relaying that request if he had not already seen how popular Queen Charlotte had proven to be, but he was at least optimistic that he could speak to her again before the end of the meeting.

Entering the chamber once more, Ambassador Delos spied the Verskanan delegation and made his—more cautious—way toward the group. “Secretary Ivanov,” he said as he came within speaking distance, “I have an answer from my anax. Achaian Peloponnese is prepared to host negotiating parties from Verskana and Austiana at your convenience.”

As the Achaian delegate approached, Ivanov's guards were much less hostile, simply moving out of his way.

When Adrik heard what he had to say, he responded, "I'm very happy to hear that. Perhaps we can discuss further details after this congress has convened?"

Emmanuel was sitting at his delegate table, eating, when a Legantian server handed him a note.

"Courtesy of the boss," he said in a thick Legantian accent.

As Emmanuel wiped his hands off and opened the note, he thought, Well, people sure love passing notes here, don't they? I feel like I'm in high school, again.

After he finished reading, he couldn't help feeling a little insulted by the Legantians.

"For the moment," he thought.

He brushed it aside, though. It was help, and that's what really mattered--for the moment. He did the same with this letter as he had done with the previous and went back to eating.

Ambassador Delos smiled. “I would like that very much, sir,” he said. “Thank you again for your time today.” The ambassador nodded in farewell, before turning and walking away.

Specifically, Delos moved once again toward the Izalithian delegation, whose company seemed to have thinned slightly. Prince Gregory of Gilead seemed to be monopolizing Queen Charlotte’s attention at the moment, however, so the ambassador chose to hang back for the moment and wait for a chance to make the anax’s request. In the meantime, he made certain to keep an ear out as well as he could in the babble of conversation for anything that sounded important, especially from the nearby delegations most involved in the war: the reigning monarchs of Austiana and Dawinia, speaking to each other like old friends. Certainly something interesting would be coming from that group during the upcoming meeting.

The Valkanian Prime Minister and his delegation came across their Dawinian counterparts. Not wanting to miss a chance at conversing with the leadership of the recently reformed nation, that a month ago they were ready to go to war with, they shaked hands with the Dawinians and addressed them;

"Your Excellencies. It is nice to see you here, it shows that Dawinia has really begun to change. How have the past few weeks been treating you?" said the Prime Minister with a happy tone;

As Oesterle sat with his aides, waiting for the delegates to finish arriving, he could feel his smartphone buzzing in his pocket. He checked the name, which read "Boris Leonov", President Amsel's Chief of Staff.

"Excuse me, gentlemen. I have to take this for a moment," Oesterle said to his aides. He walked out into the outer portion of the chamber to answer the call from Leonov.

"Yes, Boris, what is it?"

"Irwin...." said Leonov, grimly over the phone, "Heinrich, he's been shot."

Oesterle froze and turned as pale as a sheet of paper. He felt like he had just gotten hit in the chest with a sledgehammer. Oesterle, always a man of great composure and not wanting to attract any unwanted attention from the delegates, took a deep breath and whispered, "My god, Boris. Who did this? How the hell did this happen?"

"We believe it was Dimitri Vatsayev, Irwin. He hit the President's convoy on its way to the Kreigzdanye. The hostiles were eliminated, but we lost a good portion of the President's security detail. He's in rough shape, Irwin, but they're treating him at Kaliningrad General right now. The Vice President has been briefed and has taken over Presidential duties for the time being."

"Good, keep me posted on Heinrich's status, Boris. God help him." With that, Oesterle hung up and placed his phone back in his pocket. The shock of the attempt on Amsel's life was hitting Oesterle hard, but he took several more deep breaths before returning to his seat in the chamber. He decided to keep the information to himself, even keeping his aides in the dark.

"The less attention, the better," he thought to himself.

Delos glanced over at the Valkanian prime minister as he interrupted the conversation between the Dawinian and Austianese monarchs, shaking his head. He clearly wasn’t going to hear anything important from that discussion. The ambassador turned his attention back to the Izalithian queen, who happily appeared to have ended her discussion with Prince Gregory and turned to other business. Delos took his opportunity and approached the Izalithian delegation once again.

“Your Majesty,” he said, nodding to her and her guards, “I have just contacted my superiors in Achaian Peloponnese. After considering your words to the Median ambassador, Anax Kerameikos has instructed me to ask you for a meeting between our representatives at your convenience. My anax’s first desire is to maintain a formal relationship with Izalith regardless of Achaian Peloponnese’s other attachments. If Izalith desires to break with Medai, Your Majesty, my anax is more than happy to accommodate alternate arrangements between our nations that will maintain our political ties regardless of the fate of the Neutrality Pact.”

The Dawinian and Austianese delegations sit among the other nations in the meeting room. As they both converse between one another, Antonio notices the Valkanian delegation making his way towards their direction. He pauses the conversation just before the Valkanian Prime Minister addresses them. Antonio didn’t think much of being addressed wrong, however, decided not to actively address it.

“The weeks have been quite busy, Your Excellency. Succeeding to the throne under the circumstances, at the time, entailed a long list of issues to attend to,” responded Antonio, “And with you? Valkany seems to be doing well as of late.

Queen Lordran II gave a faint smile as she shook her head slowly.
"I truly believe it's a shame that the neutrality pact became an abused failure so quickly."
She began to walk in to take a seat as food was being served and she was getting tired of looking up at people constantly, motioning Delos walk beside her.

"I believe a meeting between myself and the mighty Anax may be in order, after all our relations are warming and I've already set aside time for this meeting. Perhaps he would entertain the thought of receiving me so we can endeavor together to make our two nation's relations even more cordial."
Not wanting to press the issue too hard she switched topics.
"I've been endeavoring to lift some of the restrictions of the NFZ, isn't that great? I fear the international community is getting the wrong idea about Izalith. Maybe your anax could be the first foreigner to set foot in our capital city? I think that honor would be instrumental in deepening our two nations bonds." Charlotte mused light-heartedly as they reached the table and one of her guards pulled out her seat for her. She nodded as she sat blinked up at Delos, wondering if he would sit next to her or not.
Her guards moved off to the side and stood watch as her attendant stood behind her. Charlotte put some finger food delicately on a plate using tongs but waited to eat until Delos was sitting down. She put out a hand that was quickly filled with a bad device that she began to prod and glide her digits over.
The young lady let out a long sigh as she read over the small text, their was an image of what appeared to be the areas west of Izalith and several arrows arcing from the east.
Charlotte's body language seemed to tone down as she clutched onto the hand held screen, but she soon shrugged it off.

"We lost thousands locking down an area a quarter the size of our country and yet managed to secure dozens of villages, tens of thousands of lives and we've defeated roughly 8 enemies to our every 1 soldier lost. That's not to mention our efficiency with vehicular combat and overcoming their air superiority." Charlotte showed the screen to Delos as she motioned for him to sit down next to her. At first she might have seemed to be showing off. But closely it was easy to notice that she was very agitated. She let him look at the screen, their was nothing on their he couldn't have gotten from the news anyway besides some more exact numbers.
Charlotte was just trying to convince herself that it had all been worth it, however she visibly appeared to sour rapidly.
"I think we'll leave a few days before we have our long awaited meeting though, yes? Wouldn't want to rush and I know your anax is extremely busy." her smile was a little forced as she turned to Corporal Azu, who kneeled down a ways to reach her head height and allow the queen to talk quietly, she also appeared to be holding a satellite phone close to the queen.

Charlotte's rather light accent was transformed as she talked quickly and fluently in a language that sounded faintly Izalithian but was evidently a very different dialect.
"I've decided that the governors who rallied against aiding the people of Sadrith and continued to protest against sending additional reinforcements for General Nazgrim's expedition have failed the national interest and committed treason. The thought that they only received aid due to the benevolence of Queelan is unacceptable. I believe they should be punished accordingly."

A feminine and calming voice that could only be described as expertly weaving the language Charlotte has just spoken in rose up in response.
"My heart soars knowing and feeling my children fighting with great tenacity and courage to aid those in need. It truly makes me shed tears of joy."
The voice paused for a moment and returned, mournfully but firm.
"Those who would deliberately forsake those in need are not to be judged harshly. But those who forsake their brothers and sisters as well while they pad their self interests bring me great pain. I only ask that you show moderation and care when you punish them Charlotte. Do not let your anger cloud your mind and judgement. You exist to fix these issues and guide your siblings down the correct path, you're doing a wonderful job. Do not fall prey to delusions of justice and lose sight of our aim for a gentler, peaceful world."

Charlotte exchanged what must have been goodbyes with the person as she motioned for Azu to move back. She looked much more focused, calm and happy as she turned back to Delos.
"I'm terribly sorry to be so rude to you but I assure you that conversation was extremely important."
Azu stood behind the Queen, looking at the phone. It was an odd make, obviously Izalithian equipment. A little green light on the phone near the top blinked to red and stayed that way. It was soon slipped into a satchel on the woman's waist.

Charlotte attentively waited for Delos to continue speaking. Talking to the Fair Lady had put her in a much better mood. Honestly she was lucky that she had put aside time to converse to her, she knew it was difficult. Nonetheless she could feel herself welling with strength and fervor.
She was going to secure Izalith's position in the UN and voice their concerns about abuse of the third world, she was going to go back and knock some sense into some of her subordinates and then she was going to strengthen relations with their immediate neighbors.

Ambassador Delos listened attentively as Queen Charlotte spoke, becoming more and more confused. It was not that he could not understand what the queen was talking about, but he could not really understand why she was bringing up her government’s inner workings to a foreign ambassador, no matter how closely his government hoped to work with hers. It quickly became clear that Charlotte was rambling, but as Delos looked over the situational map that Charlotte showed him, he came to understand the problems that she was facing. Evidently the queen’s war at home was causing her some considerable stress, and while Delos did not know the details—only that Izalith’s overtly-armed forces were focusing their attention westwards, away from Achaian Peloponnese—he could see from the information that Charlotte had shared that the war was going very hard indeed for her soldiers. Delos took half a moment to wonder just how the Achaian military would fare in the same situation, and decided to be very grateful that the southeast had proven to be surprisingly easy to obtain.

Taking the offered seat as Charlotte turned her focus away for a moment and spoke into her strange telephone, Delos watched as the queen’s composure returned and her focus sharpened. He nodded when the queen turned back to him again. “That is quite all right, Your Majesty,” he said. “Based on what you have just told me, I understand your need to communicate with the homeland on short notice. I can assure you that the anax has often cursed being unable to communicate effectively with his ambassadors during negotiations; these struggles can only increase when the leadership itself is distant from its nation.”

The ambassador considered Queen Charlotte’s previous words. “Your Majesty, I’m afraid I cannot promise that Anax Kerameikos will be able to meet directly with you. As you say, his duties take up a great deal of his time. However, as I mentioned earlier, the anax has made his relationship with yourself and your nation his first priority. Thus, while I cannot promise that the anax will be able to attend a meeting with you, I can say that he would not want to refuse your request. That said, Your Majesty, I agree that a space of a few days would be prudent before any direct meeting of leadership occurs: At the very least, all of Noverra will likely need that time to rearrange itself after the outcome of this meeting, whatever that may be. Certainly the anax would like a solid understanding of the political situation surrounding us before binding Achaian Peloponnese to any firm political stance.”

Considering Queen Charlotte’s filled plate for a moment, Delos took a chance and reached for the nearby pitcher of ice water—if there was any benefit to dealing with wealthy nations that desired to put on a show, it was the availability of refreshment—and filled a glass, which he set down beside Charlotte’s plate with a smile while he took note of the guards’ around her in his peripheral vision. While Basileus Exarcheia had been exempt from serious interrogation after his return from Izalith, being powerful enough that only the ministers and the anax could question him, Iris from the Office of Religious and Spiritual Matters had spent more than a day recounting every detail of her time in the UCSS to interrogators from the Office of Observation and Communication and the Office of International Political Outreach. Delos fervently hoped that the gesture Iris had recounted between High General Telvan and the woman who was even then standing on Queen Charlotte’s other side was not context-specific.

“I am happy to learn about your plans to reform Izalith’s foreigner restrictions, Your Majesty,” he continued. “I anticipate a great number of Achaians who will desire to travel to Izalith in the future—diplomats and scientists at the very least.” Delos smiled, congratulating himself for not slipping and adding ‘businessmen’ to the list of possible travelers. Izalith’s prior brush with capitalism, and the nation’s current distaste for the practice, had made the Office of International Political Outreach particularly nervous, and Delos had no intention of attracting Charlotte’s ire while he was still unsure about the effectiveness of his previous gesture. “And I will ask Anax Kerameikos about the possibility of a future visit to Izalith. The anax will almost certainly welcome the opportunity to strengthen our ties even further.”

"Oh it couldn't get any calmer or better. We mostly drink tea now, with the crisis over and all." joked the PM; "Hello there too Your Majesty." said the to the Austianese King 'I'm sorry but I didn't notice you before, as I was in a haste to meet with His Grace, Prince Antonio here. So do you have any plans for the future? IF you're organising a beach party over in Dawinia or New Vasconia please be sure to invite me as the Valkanian summer is rather dull and rainy. Except for Lexos that is." he joked again;

Emperor Antonio continued to smile, as the Valkanian Prime Minister spoke and joked repeatedly. "So enthusiastic, this one," he thought to himself as he listened, "I wonder when this meeting will-" He notices that the Prime Minister had stopped talking.

"What a fantastic idea," said Antonio, "my coronation shall now be a destination coronation, with a beach party and everything."

Antonio laughs, before continuing again.

"Anyway, how may I help you, Your Excellency?"

The Starlizan King took note of all the representatives that had arrived. Each nation seemed to have someone there, however it caused a face of confusion that some of the reps here weren't the leaders, an important and historic meeting as such should be met with leaders or people of high importance or so Alexander thought.

Brushing his judgments and personal beliefs away, King Alexander, walked around greeting a few people but not really making any actual conversation with delegates around. He knew this wasn't very smart, but he was waiting for the time being would keep it that way, due to his personal issues with social anxiety. He would have to put this aside and try his hardest to interact and keep a calm stature in order to insure the safety and future of his country and people.

Another thought crossed his mind also, Starliza's foreign policy and influence is basically nonexistent and this would have to change if tensions in the East arose more than what they were.

Markus grabbed a microphone and walked next to the set of doors at the back of the meeting room. He turned on the mic and began speaking. "On behalf of the Republic, I would like to thank all of you for coming today. The meeting will begin momentarily, so we would ask you to please enter the room and find your seats."

The world leaders filed in, finding their seats as Markus went up to the podium at the front. After all had sat down, he spoke up again. "I thank all of you again for coming to Legantium for this most historic of meetings. To those World Leaders who made the trip, I thank you for coming and look forward to meeting your permanent representatives to this body. To those who have been appointed to the post of your nation's representative to this body, Welcome. I look forward to working with you in future. To those who do not know, I am Markus Poplicola, Legantus's permanent representative to this assembly. Now we must move on to business. To begin, we must recognize those new to our assembly . Could all who are not from nations currently members of the UN, please stand."

Recognizing that this was the first time Rusnya had ever been represented at a UN meeting due to the isolationist policies under the Vatsayev regime, Secretary Oesterle and his aides stood from their seats.
