Anax Kerameikos glanced up as Basileus Kypseli entered his office again. “Tell me it’s good news this time,” he grumbled, glowering at the report in Kypseli’s hand.

The basileus laid the report on the anax’s desk. “It’s something you’ve been looking forward to for a while,” he answered, “at least according to the notes that Minister Peiraias left me before he took off for Medai. We’ve seen a definite uptick in signal traffic from Magourius, including some diplomatic traffic. They’re looking for partners to talk.”

Kerameikos’s expression became much more pleasant as he picked up the report Kypseli had brought him. “Makaria smiles upon us again,” he said as he read over the paper. “I have wanted to begin talks with our neighbors across the Ramadan Gulf for some time, but I have never had firm confirmation that any of those nations are willing to talk—at least, not the ones on our side of the continent. I had all but given up on them…” He glanced at the map on his wall. “I initially considered Magourius specifically in terms of its location in relation to Victorium, as it is both somewhat threatened by the current hostilities, but at the same time it is somewhat removed from them. But even in peacetime, Magourius dominates the shipping lanes in and out of the Ramadan Gulf, and can cut off shipping between the Gulf and Victorium at any time it chooses. It is vital to create and maintain a friendly relationship with Magourius, if only to prepare for the arrival of peace—and trade—with Victorium in the future.”

Kypseli nodded. “Observation and Communication has discovered no hint as to Magourius’s stance in the war. The only way we’ll determine if they want to be part of it or not will be through direct talks.”

“And if we can talk with them first, they will be more likely to maintain their current neutrality than if they are first approached by any of the nations in Victorium,” added Kerameikos, already reaching for the stack of stationery on his desk. “Hopefully by the end of our talks, there will be another nation in Noverra that will seriously consider entering into the neutrality alliance.”

To the Empire of Magourius:
Kerameikos, anax of the Achaians, sends Greetings!

As you are already aware, the safety and security of Noverra has come under threat in these past few months. War has engulfed Victorium, and stretches its hand toward our shared continent with ill intent. With this and other considerations in mind, I humbly invite a representative of the government of Magourius to meet with a representative of my own government to discuss relations between our two nations, for the sake of a mutually beneficial friendship.

I look forward to receiving your reply.

Ambassador Paros from the Office of International Political Outreach stepped forward to greet President Sigisumnd as the president stepped off of the plane and onto the tarmac of Anax Anafiotika Airport in Kerkyra. “President Sigisumnd,” he said, “welcome to Achaian Peloponnese.” The ambassador turned to Senator Rodriguez. “And yourself, sir. We are grateful that you agreed to meet with us today.”

Paros motioned to the man following behind him and said, “Allow me to introduce Admiral Patroklos from the Office of Military Affairs. Basileus Exarcheia, the head of the office, sends his regrets that he could not meet with you in person; unfortunately, we had a bit of a scare very recently, and the anax would prefer to keep the basileus near him at the moment in case there is a flare-up.”

Admiral Patroklos nodded to the visitors. “I look forward to speaking with you today. There is a great deal to discuss, at least on our end of things.”

“And we certainly look forward to learning more about the Empire of Magourius and the ways in which our two nations can benefit each other as time goes on,” the ambassador added. He motioned toward a car parked a little distance away on the runway. “Shall we depart for the Megaron?”

“Then we Achaians will do our best to help the people of Magourius adapt to and overcome these troubles,” the ambassador said. “I certainly look forward to learning what cooperation between Magourius and Achaian Peloponnese can achieve.” Ambassador Paros turned and motioned toward a nearby car. “Shall we head to the Megaron? Admiral Patroklos and I are extremely eager to hear your views about the current state of things in Victorium and elsewhere.”

Ambassador Paros opened the door of the car’s back seat for King Sigismund and Senator Rodriguez, before joining the two men and making room for Admiral Patroklos to follow suit. The ambassador turned to the king again as the car began to move away from the airport and toward the center of Kerkyra. “Your Majesty, as I said earlier, my government and I are very pleased to have you visiting us. Achaian Peloponnese seeks friendship with every nation in Noverra, and we are especially eager to build a friendship with Magourius. My anax hopes to build strong diplomatic and economic ties with your nation in order to foster a lasting friendship.”

Admiral Patroklos nodded. “We also recognize the unique strategic position that Magourius holds in Noverra,” he added. “Your nation is within reach of the nations of Victorium, which are currently throwing themselves into war. Achaian Peloponnese has declared its neutrality in this matter, but we understand that our neighbors and friends are not always going to follow our lead. As you might imagine, Your Majesty, this situation is somewhat vexing, especially as we can never be sure just how many of our friends will remain friendly to us after being tempered by the fires of war.” The admiral motioned toward his fellow Achaian. “As Ambassador Paros has already said, Achaian Peloponnese is very interested in becoming friends with the Empire of Magourius. But we confess to being nervous that you will quickly turn away from our friendship if other nations ask it of you, especially nations involved in the current conflict that dislike Achaian Peloponnese’s current neutral stance.”

Glancing at Patroklos, Ambassador Paros said, “We are curious, Your Majesty, if there are any nations in the current war that are currently vying for your attention. Anax Kerameikos is a firm believer in neutrality, but nothing prevents us from developing diplomatic relations with nations that have entered or will enter the war, as long as we do not actually support them in the conflict. On the other hand,” the ambassador added, “as a signatory of the Neutrality Pact, Achaian Peloponnese remains committed to the diplomatic and military defense of fellow signatories that are determined to remain outside of the war entirely. Anax Kerameikos would be exceptionally pleased if Magourius agreed to join Achaian Peloponnese in defense of a mutual peace outside of Victorium’s war.”

"I guess we are on the same page. The reason I decided to build up my military department was for defense of myself and other nations. Of course there is always the problem of a lot of rebellions in Magourius. We always get leaders that are not "good with people" I realize that staying out of this war for now is Magourius' best option to build a better nation, and to build up what was taken down from the first rebellion. Hopefully my people see that as well. Now while I'm on it... IF Civil war was to happen in Magourius, would you take my side on the matter?"

Ambassador Paros blinked in surprise. “It is unfortunate that your throne is not secure, Your Majesty,” the ambassador said, purposely ignoring the fact that it could not have been secure for his predecessor either, considering how Sigismund rose to power in the first place. “Of course, Anax Kerameikos has no desire to enter any foreign war unless provoked; that is why we have made such an effort to achieve and maintain neutrality. Achaian Peloponnese cannot entrench itself into a foreign civil war unless our nation is outright attacked by one of the factions involved. For us to do otherwise would be to portray ourselves as hypocrites in front of the entire world.” Paros smiled. “That is not to say that Achaian Peloponnese will be completely useless to your government in any such extremity. Our neutrality has always been very narrowly defined to include political and military considerations. That said, the anax does not impose the nation’s political agenda on Achaian Peloponnese’s private corporations. Achaian companies are free to trade with whomever they desire. Those companies,” Paros added leadingly, “include arms manufacturers.”

Admiral Patroklos gave the ambassador a sidelong glance before adding, “Achaian Peloponnese’s military might stands ready to defend her allies in the Neutrality Pact from outside aggression. Assuming that Magourius signs and abides by the pact, your nation can depend on Achaian Peloponnese’s aid in the event of an invasion or attack by a foreign power. If your intention is to maintain your neutrality in the face of outside enemies, Your Majesty, I sincerely recommend joining our alliance and signing the Neutrality Pact.”

"After hearing what I heard from my news feeds it is hard.... To see areas such as New Vasconia and Rendaria treated this way and invaded.... Couldn't we do something about this? The situation could end up on our doorstep my friend.... What then? If it is them we do nothing.... Then we should expect the same when it's our nations being invaded..." King Sigismund says with a kind of smirk on his face. "This pact will only point out Dawinia and Austiana's next targets.... I cannot sign for my peoples sake.... And I must try to help New Vasconia, and Rendaria.... If not, I would have failed to even attempt anything. I do apologize... I think it is time I head to my next meeting with another nation.... I'm sorry that we're not seeing completely eye to eye here..."

Ambassador Paros and Admiral Patroklos looked at each other for a moment, before the ambassador turned around to tap on the glass separating the passengers from the driver’s seat. The car moved into a turning lane and began the journey back to the airport.

Paros sighed. “I am sorry, too, Your Majesty,” he said. “I did not realize that you would define our meeting by our adherence to the Neutrality Pact. Certainly we would have been happy if you had consented to sign it and join us in our efforts to stay out of the fighting, but we asked it of you only when you indicated that you, too, desired neutrality. I am sorry to see that we misunderstood you, but I am especially sorry that you have decided to cut our talks short because of this one issue alone.”

“Despite this strange tension that has come between us,” Admiral Patroklos said, “I hope you understand that Achaian Peloponnese will remain just as friendly with Magourius as we were before. We only ask that your nation remains just as friendly toward ours as it has ever been, Your Majesty.”

"Of course... I have one token for you in case you are pushed into war.... As soon as I get back to Magourius I'll do my best to make sure your nation is protected just a little bit more then it is now so you are not threatened by Dawinia or Austiana. Good day gentlemen." King Sigismund gets out of the car and towards his plane ride back to Magourius.
