The plane carrying the Median ambassador touched down in Rusnya at 4:00 a.m. Because of how early it was, the ambassador was asleep. The pilot got out of the cockpit and went to the ambassador's seat. Finding him asleep, he shook him.

"What?" asked the ambassador, annoyed.

"Sir, we're here," replied the pilot.

"Oh," said the ambassador. He got up, grabbed his things, and started walking out. "Thank you."

He got out of the plane and into a car, which took him to a hotel. He checked in and went to his room, hoping to get a couple more hours of sleep before the meeting.

At 7:00, he got up, got dressed and ate breakfast. He then made his way to the President Manor.

President Amsel stood outside on the front steps of the Presidential Manor, awaiting the Median delegation. Normally, Secretary of Foreign Affairs Oesterle would accompany Amsel in diplomatic meetings, both at home and abroad, but with Oesterle at the UN meeting in Legantus, Amsel was joined by Deputy Secretary of Foreign Affairs Andrei Markov.

The current state of the world continued to be quite tense. The Medai and Dawinia were countries that Rusnya had interests in for separate reasons, with Medai being a primary buyer of Rusnyan oil while the Dawinians were one of the largest purchasers of Rusnyan military aircraft and naval ships. Whatever the outcome of the meeting would be, one party would end up leaving disappointed, at least as far as Amsel thought.

"Someone is going to get pissed off after today, be it the Medians or the Dawinians," said Amsel, worriedly.

"Mr. President, you need to remember you can't please everybody. There are some tough decisions that need to be made. You took this job knowing that. Do you really want to be seen as incompetent in front of a foreign diplomat?" replied Markov.

Amsel, embarrassed that he was being lectured by a Deputy Secretary, turned to Markov to respond, but stopped himself. Amsel sat in silence. Was he really that incompetent of a President that he had to have others lecture him into making the tough decisions? It had been a recurring theme throughout his short presidency thus far. However, Amsel brushed these thoughts aside. "You're the President, dammit. Start acting like it" he thought to himself.

Just then, the car carrying the Median ambassador pulled up to the front of the Manor, with the ambassador exiting the vehicle. Composing himself, Amsel descended the steps with Markov to greet the ambassador.

"Your Excellency, welcome to Rusnya," said Amsel, shaking the ambassador's hand. "It truly is quite the pleasure to have you here."

"I'm sure we'll make some excellent progress today, Your Excellency, although I do wish it were under less tense circumstances," sighed Amsel. "If you would follow this way, we'll be heading into my office for today."

Amsel and Markov led the Median ambassador into the Presidential Manor towards the Presidential Office.

Amsel's office had a relaxing, yet modern feel to it. Leather couches surrounded the main table, several TVs were mounted on the walls, and the windows on the left side of the room gave a perfect view of downtown Kaliningrad. Amsel knew the discussions would touch upon very sensitive subjects, and wanted to have as relaxing an environment as possible for the Median ambassador.

"Please, take a seat," offered Amsel, taking a seat with Markov in the couch across from the ambassador. "Now, I understand that you are concerned about the Dawinians and possible hostilities between your two nations. What is it that you're asking of us?"

"Thank you," said the ambassador, sitting down. He listened, then said, "Yes, the hostilities are why we're here. My first question is whether or not you'll continue to ship oil to us. I also believe we have bought some planes from Meinhard-Drugov. We'll we remain able to purchase aircraft from you in the event of war?"

"Oil will still be exported to Medai, yes," replied Amsel. "The tankers are civillian vessels flying the Rusnyan flag, and the Dawinians are smarter than to attack a tanker that belongs to a country that has no quarrel with them.

"As for weapons exports, assuming a full scale war takes place, it will be difficult to fly aircraft into Medai without raising suspicions from the Dawinians. These are military aircraft, and if Dawinia sees them as a threat that will reach Median hands, either presently or in the future, they won't hesitate to shoot them down. We can, however, export small arms and infantry based equipment aboard the oil tankers where they will be concealed from the Dawinians, if you so desire (OOC: check my other trade thread).

"Finally, and this is the most important point I can stress, I do hope that you don't harbor any expectations for Rusnya to get directly involved in this war," continued Amsel. "We have no desire to move thousands of troops across the ocean in a confrontation with the Dawinians. It would leave our mainland vulnerable with a diminished troop presence, plus, as we stated earlier, the Dawinians have done us no harm. A war with them would only be detrimental to both Dawinia and Rusnya. We can supply your military, but that's the extent of our involvement in this conflict."

"As for the planes, if it would make you feel better, we can arrange for Median pilots to fly the planes back. And no, we don't expect you to get involved in the conflict."

"I'm glad we're on the same page then," said Amsel. "And it's not the fact that we would be putting Rusnyan pilots at risk flying aircraft into Medai, its that you would be losing an aircraft that you paid for either way."

Amsel sat back and took a sip of water in a glass that was in front of him, then continued, "These aircraft would be lost and you would have essentially paid a large sum of money for nothing. It's also a concern of mine that you would not be able to sustain the purchase of military aircraft with an economy that will surely be affected by the war, or, if you could even pay for the amounts you would owe us."

"I doubt we would fly them straight from Rusnya to Medai. That would be suicide. It would be more likely that we would fly them from Rusnya dead south to the Peloponnese, and then from there to Medai. That path is much farther from Dawinia's sphere of control. And I doubt the economy would be affected by the war, since it would be all out for us. The issue concerning payment is that domestic spending is at an all time high, as we scramble to get an army together. If we are unable to pay for them, it would be because our deficit would be huge.

"And I doubt we'll buy a stream of aircraft. If we need some to avoid losing air control and we can't produce them fast enough, then we might buy them from you."

Amsel was confused by the Ambassador's claims about the Median economy. "I wouldn't make as bold of a statement that your economy would be unaffected by the war," said Amsel. "Even the most advanced economic powers are affected by wars."

Amsel continued, "Regardless, we will still continue to sell our aircraft. Just know that it takes time to produce and sell them, and they will more than likely not be available when you need them without letting us know with enough time in advance."

"Superpowers don't need to devote their entire society to a war. We will, and that total focus means lots of spending on arms and things. Putting that much money into the economy will stimulate it, and even though it will dip at the beginning, it will recover rather quickly. And I understand about them not being ready when we need them."
