The King laughed, “Indeed, experts we are not. As for you inquiry, while I certainly have the authority to dictate Gileadan exports, I don’t usually directly interfere in the matter. However, I would expect that some of the primary industries wanting to take part in this would be commercial transportation, pharmaceuticals, weapons, and coal.” |

Peiraias nodded as he considered the implications of King Gregorius’s list. The Achaians were capable of shipping their own products, but there was a chance that foreign shipping companies would be willing to underbid those in the Peloponnese; if so, that was all to the good, as it would increase corporate profits and provide a higher supply of manpower for other sectors of the economy. Sadly, the Peloponnese was already rich in coal, and Peiraias could guarantee that there would be no serious demand for it. On the other hand, pharmaceuticals—and any other medical technology, for that matter—would be greatly appreciated, considering the strong Achaian desire to increase both life expectancy and fertility. If there was anything that Basileus Exarcheia was known for complaining about, it was a shortage of manpower. And then there was the magic word: weapons. Most Achaian corporations were arms manufacturers first and foremost, but that was no reason to ignore or reject foreign arms whose designs might reveal something that Achaian designers, so long isolated from the rest of the world, had missed. Corporate profits were not as important as military efficiency, and even if those profits fell in the short term as the military budget was turned toward foreign products, they would rise once again as soon as military and corporate designers were able to learn from their foreign competitors and develop new weapons to compensate for their previous weaknesses. In the long run, foreign arms would be a boon to both the military and the domestic arms manufacturers, and the corporate bosses—almost all of whom were military men still in service themselves—would understand that as well as anyone. The minister smiled. “That sounds excellent, Your Majesty,” he said. “I look forward to telling the anax and the Office of Economics”—to say nothing of the Office of Military Affairs—“that they have so much Gileadan business to look forward to.” |

“Hmm, now that I’ve thought on it for a few more seconds, I may not have been thorough enough on the coal industry’s involvement. They’ll want to greatly expand your nation’s ability to extract coal firstly, then they would turn more towards importing coal. The ironic thing is that the Kingdom has been moving more towards green energy, so you would see not only a surge in Gileadan coal imports, but the majority would probably come from the other industrial powers, especially Legantus and the Victorium powers.” Taking a moment to once again think over what he had said, he proceeded to prod his guest for answers of his own, “And what should I have the Commerce Ministry prepare to look for coming from Achaian Peloponnese? Also, if you don’t mind me asking, what is the proper way to say your country’s name? I feel as though I may be saying it incorrectly.” |

Peiraias’s smile dimmed. “Your Majesty, I’m afraid that mining in the Peloponnese is one of our most treasured heavy industries,” he said. “The natural resources of the Peloponnese are the lifeblood of our nation’s economy; they cannot be entrusted to anyone who does not answer directly to the Megaron. While Achaian Peloponnese has relatively little use for coal at the moment, we are nonetheless not prepared to open any portion of our mining industry to outside competition.” The minister shrugged. “Indeed, a great deal of what we can reliably export comes from that mining industry,” he said. “First there are our gemstones, mostly rubies. Ruby mines are plentiful enough that Peloponnesian rubies are something of a national symbol at this point, but we have other gems for trade as well. We have reasonable stockpiles of sapphires and some diamonds. As I mentioned earlier, mines also fuel our other heavy industries. We have vast supplies of common metals that are, at the moment, shipped either directly to domestic manufacturing facilities or are otherwise put into storage; we can easily begin exporting those supplies to Gilead or any other nation that would like to buy them. Likewise, our larger manufacturers will be more than willing”—the anax would make sure of it—“to enter into contracts with foreign distributers and designers to produce finished products for them using Achaian materials.” Peiraias paused as he considered something else. “In addition, if the consumers of Gilead are interested, we also have a fishing and seafood industry that is currently too small to export, but could be enlarged if a market abroad were to express interest.” Turning his attention to King Gregorius’s last question, Peiraias smiled once again. “As for the name of our nation, Your Majesty, have no worries. The nation is called ‘Achaian Peloponnese,’ bringing together the two elements that define who we are: the Achaian people, living on Peloponnesian soil.” |

“Ah,” went the King, taking in the ‘new’ knowledge concerning the nation’s name. Before long, he revisited the issue on coal mining, “No offense, Minister, but you misunderstood what I meant, “Our coal industry likes to work with pre-established companies to bolster their infrastructure, but that infrastructure doesn’t effectively become their property. It’s like giving a fisherman a larger net then coming back to buy more fish.” |

Peiraias considered his response for a moment. The king’s insistence on the subject of coal mining was somewhat troubling; the minister could easily imagine that Gregorius sincerely advocating a profitable partnership, but he could just as easily envision Gregorius seeking to use the coal industry—which was a secondary concern to Achaian Peloponnese, as Peiraias had already admitted—as a route into more lucrative, and likely more vital, mining areas. And if Peiraias considered it a worry, he knew that Kerameikos would consider it a direct threat to Achaian sovereignty. “I apologize for misunderstanding you,” he said. “However, I cannot guarantee that the answer from the Megaron will be any different with this in mind. Our mining corporations have plenty of experience in their work, after all, and they have the equipment to match. It is unlikely that they will see the need to purchase any additional equipment at all. If, on the other hand, they do require new machinery, and if either they or the Megaron desire to purchase Gileadan equipment as opposed to contracting our local manufacturers to produce it, I am certain that a short-term manufacturing contract can be negotiated between our corporations and your own.” The minister shook his head. “But no long-term association that gives foreign companies a claim to Peloponnesian mines or their products—even indirectly—will ever be seriously considered by my anax. Nor will the Megaron ever accept foreign contractors working in or around Achaian mining operations. I am sorry, Your Majesty, but this is a matter of not only national pride, but also national security.” |

Gregorius thought the Minister was being quite defensive and decided to switch subjects to keep the meeting in a more positive light. "Well," he said, "Perhaps this issue on the coal industry can be revisited on a later date when concerns can be addressed individually. I would, on the other hand, like to move on to arms. Gilead, if you are not already aware, is among the foremost in arms trades, accounting for a sizeable portion of the industry as a whole. Even so, we would love to work with your nation to expand arms research and development on the condition that new developments are shared between our nations. Seems the fair thing, wouldn't you agree?" |

Minister Peiraias’s concerned mood lightened considerably. ‘Gilead hardly needs Achaian military technology,’ the minister thought to himself, ‘and even if Gilead remains secure in its superior position compared to Achaian Peloponnese, our own position when compared with other nations in Noverra could only improve with such research.’ Peiraias smiled. “Your Majesty, Achaian Peloponnese would be extremely grateful for such an opportunity. I’m sure you know that our nation has been interested in technological research and development since returning to the world stage. I believe your proposal will certainly serve Achaian needs, and I can only hope that it will serve Gileadan needs just as well.” ‘Now the only issue will be to develop a new research facility with security on par with our military bases without explaining our usual security measures to our Gileadan partners in detail,’ the minister couldn’t help but think next. ‘But the benefit here almost certainly outweighs the worry.’ |
