“Come in.”

Basileus Kypseli opened the door of the anax’s office and stepped inside, glancing around at the other occupants in mild surprise at their number. Anax Kerameikos sat at his desk, but a cluster of chairs on its other side were filled with about as many officials as Kypseli remembered from the near-panic following the revelation of Izalith to the world. Minister Pagkrati sat with Basileis Kaisariani and Petralona on the anax’s left, with a stack of documents in each of their hands, while Basileis Kifisia and Exarcheia sat together to the anax’s right. No one in the room was smiling.

Kerameikos himself seemed to welcome the opportunity for a distraction. “Kypseli,” he said, “what do you have for us? Something good, I hope.”

The basileus nodded. “It seems that way,” he said; he noticed the basileis around him relaxing as he said it. “As ordered, my office continues to monitor nations, especially nearby, that have so far refused to enter into international politics. We have just received some information that suggests that one of those nations is willing to entertain foreign interest.”

Kifisia leaned forward. “And that nation is…?” she prompted.

“New DeCapito,” answered Kypseli.

Kerameikos raised an eyebrow. “We’ve been curious about that nation for a good long time,” he said. “Considering their proximity, it would be very useful for us to develop a relationship with them sooner rather than later.”

“Those are my feelings exactly,” Basileus Kypseli agreed.

The anax turned to Basileus Kifisia. “What do we know about New DeCapito at the moment?”

Kifisia frowned slightly. “Less than we’d like,” she said. “Obviously they have stayed off of the international stage even after revealing themselves, and we have very little knowledge about either their economic or their political development. We have been entirely dependent on Kypseli’s observations, so our picture of New DeCapito is very vague. Nonetheless, we are aware that New DeCapito is a democratic state”—the basileus ignored the anax’s frustrated sigh—“with a focus on technological development.”

Kerameikos considered that for a moment. “I am not averse to dealing with a democracy as such,” he said, “but considering the well-known tendencies of Noverra’s most notable democracy, I am keen to avoid any political discussions with anyone who is not willing to accept dealing with a nation such as ours. Nonetheless, technology is, as always, its own argument.”

Exarcheia cleared his throat. “We have already improved both our present military deployments and our future military development through trade and cooperation with Izalith and Brasilia on this matter,” he said. “But Brasilia is currently at the center of the current troubles in Central Gilead, and we cannot depend on the reliability of shipments from that corner of the world for much longer. Obviously trade and technology with Izalith is much easier for us, but more examples of foreign technology will always be welcome. It would be unwise to restrict ourselves to a single supplier or research partner.”

“And if New DeCapito has technology,” Minister Pagkrati pointed out, “it must also have the economy to support it. I would be interested to learn what other kinds of trade will be possible here.”

Kerameikos nodded. “It would be foolish for us to simply ignore a nation nearly on our borders anyway,” he said, reaching for a sheet of stationery. “We share the Ramadan Gulf with New DeCapito, and while according to the reports I have heard so far”—the anax glanced at Kypseli—“there has been no serious naval activity in that region of the gulf, nonetheless I would like to be certain that Achaian Peloponnese will not be forced to compete with a new rival—another new rival,” he added, glancing at the map again. “And if we will indeed be forced into another competition for security in the gulf, I would at least like to know about it sooner rather than later.” Kerameikos turned to Basileus Kifisia. “When we are done discussing the matter in Legantus, I will have your office prepare a welcoming committee.”

“Yes, sir,” Kifisia answered as the anax turned his attention to the paper in front of him and began to write.

To the Government of New DeCapito:
Kerameikos, anax of the Achaians, sends Greetings!

On behalf of the government of Achaian Peloponnese, I invite representatives of your nation to join us here in our capital of Kerkyra to discuss the possibility of diplomatic and economic relations. Achaian Peloponnese desires to form partnerships and diplomatic ties with all willing nations, and with neighbors most of all; as such, I would be honored to open my nation to your representatives at your convenience.

I look forward to receiving your reply.

President Roberts was relaxing in his office when the letter came.

"May I come in?" asked the voice of his Chief Advisor from outside the door.
"Yes, certainly" the President said.
"You see, sir, I've just received a letter from... ah, yes, Achaian Peloponnese. They seem to want to trade with us."
"Oh, ok. Can I read this letter?"
"Yes, sir."
"Thank you. And please, stop calling me sir."

The President opened the letter, slightly excited.

"I'll just go now, then, shall I?"
"Of course."

Ambassador Patmos considered the sky through a window as he waited in Anax Anafiotika Airport in Kerkyra. The weather was, as usual, very fine, and the ambassador anticipated being able to see the DeCapitan plane approaching from a distance. He was looking forward to it; he anticipated a very fine meeting today.

New DeCapito was a virtual unknown to the Achaian officials in the Megaron, but the Office of Observation and Communication had discovered enough about it that the ambassador could enter into these negotiations with some idea of what he would like to offer, and what he would like to request in return. Even a simple trading agreement between New DeCapito and Achaian Peloponnese would be considered a success, but in this case Patmos knew that the Megaron would desire more than that. New DeCapito was a near neighbor to Achaian Peloponnese, after all, and the ambassador knew that the Megaron would appreciate any negotiations that would not only prompt New DeCapito to share its technological wealth, but would also encourage the nation to work politically and economically for the benefit of the whole Ramadan Gulf—something that would benefit all nations that shared such coastline, including, obviously, Achaian Peloponnese.

Patmos smiled as he considered his upcoming meeting with the soon-to-arrive DeCapitan delegation. He could not guarantee a total success, but there was no reason to believe that he would completely fail, either. With practically no knowledge of New DeCapito’s political situation and likely negotiation points, there was no reason to believe that the negotiations would not collapse instantly, but there was equally no reason to believe that they would not be wildly successful, and as such Patmos chose to be optimistic about them. He was, after all, trained for diplomacy, and had a pleasant experience with the delegation from Brasilia under his belt; he could only assume that the DeCapitan delegation would be no less ready and willing to work for an agreement between the two nations that would be to their mutual benefit.

Overall, Chief Advisor Mark Jean-Luc was having a good day.

He was on a plane to the country of Achaian Peloponnese with the intentions of making peace, the sun was shining, and (for once) he wasn't busy.

There were a multitude of alcoholic drinks available, but he thought is was better to approach this situation sober. As it turns out, he was on the president's plane, which was extremely comfortable and almost silent to the people inside the cabin.

"Sir?"
A butler approached Mark, his phone in hand. It was ringing. Mark picked up the phone and answered the call. He knew who it was. Few people had his phone number, and only one man would want to call him now.

"Mark?"
A tinny voice called out of the phone - the president's voice.

"I need to speak to you."
"What for?"
"I wanted to tell you... tell me how it goes after."
"Yes sir..."

Mark almost ended the call, but his voice came out of it again.

"I need to inform you... the situation in the Southern County has got worse. Some extremist groups have become hostile, and are going to take action. As a matter of fact, I'm there myself."
"Is that all?"
"Yes."

Mark ended the call.

A rumbling noise and his ears popping told him that he had reached his destination.

"Welcome to Achaian Peloponnese, sir," the servant said.

Mark opened the plane door and stepped onto foreign tarmac.

Ambassador Patmos walked through the door of the airport and onto the tarmac as the DeCapitan plane taxied to a stop; he reached it as another man, apparently the DeCapitan envoy, stepped out and onto solid ground. “Welcome to Achaian Peloponnese,” the ambassador said, stepping forward and extending his hand. “I am Ambassador Patmos, speaking on behalf of Anax Kerameikos. My government is looking forward to getting to know you and your nation today.” Patmos motioned behind him toward the airport, where a black sedan was pulling up to the doors. “We have a diplomatic car ready to take us to the Megaron. Please, follow me.”

The DeCapitan ambassador was curious.

The car was very nice; they didn't make them like this in his home country. But still he was a little nervous. The Megaron sounded a little... ominous, but he didn't put this against them.

As he looked out the window, he saw a nice-looking landscape, picturesque almost. He had been told he night before that Achaian Peloponnese was a... nope, he couldn't remember. As well as having an awful memory (the sole reason he carried a notepad and pen), he sorely wished he'd done his research on the country and its political views. The only clue he had about them was that they'd disliked the war up north, and that they had made peace with a lot of the surrounding nations. So they're good at this, he thought.

He wanted to ask where he was exactly, or where exactly they were going, or other things. But he'd never been good at starting conversations, and felt a bit awkward.

He could take it no longer.

"Excuse me," he said. "So sorry, but could you tell me more about this nation?"

‘Well,’ thought Patmos, ‘this means I won’t need to find a smooth segue into asking questions of my own.’ The ambassador nodded. “As far as the generalities are concerned, Achaian Peloponnese is a union of tribal communities in the Peloponnese, a territory that extends from the Peloponnesian Mountains to the south up to the coast. Compared to many other nations in Noverra, Achaian Peloponnese is very young—we have a history of just over 120 years—but we have made the most of that time to fashion a stable and unified society that focuses primarily on the defense of its citizens. For most of that history, Achaian Peloponnese voluntarily isolated itself from the world, preferring to avoid conflict through secrecy instead of fighting unnecessary battles. Recently, however, Anax Kerameikos determined that the disadvantages to this course of action were beginning to outweigh the benefits. We have since been very keen on international relations and diplomacy, in order to maintain the peace in this region of Noverra, and in our nation specifically.”

Patmos smiled. “Is there anything in particular about Achaian Peloponnese that you would like to discuss?”

The ambassador thought for a moment, then made up his mind.

"No, thank you. I'll be fine."

A minute later, the wheels screeched as the car came to a halt, telling them that they had arrived. However, Mark still had a lot rushing through his mind. What were their political views? What did they think of New DeCapito? Who was Anax Kerameikos? He guessed he would find out here, wherever here was.

He stepped out of the car.

Ambassador Patmos smiled as one of the Megaron guards—as usual with a post this prestigious, an army major had been tapped for the honor—opened the door of the vehicle and stood aside as Patmos and his guest exited the vehicle. The ambassador noticed the DeCapitan glance around at the building and grounds. “The Megaron is the most highly secure building in Achaian Peloponnese, with the exception of some military bases,” Patmos told the man. “It is the seat of government, after all, and we take the safety of our government officials very seriously.” The ambassador motioned toward the door, where various other military officers stood at attention. “Please follow me,” he said, and made his way into the building and toward his nearby office.

So this is the Megaron, he thought. He had had visions of a grim, massive building which had total control over everyone. Now, he cast this vision aside. Curse himself for being so stereotypical.

After a while, they seemed to have come to a room which he couldn't actually see into. This, he assumed, was where they do business with other countries. He sat down, and took out his notepad and pen.

As with all ambassadorial offices in the Megaron, Patmos’s office was not any great distance from the front entrance, and was placed well away from any important or sensitive government offices and living spaces. While the ambassador’s desk was in this room in case Patmos needed to fetch something that he had not brought with him when he had gone to meet the DeCapitan, it would be better for negotiations, he thought, to direct his guest to the small side table and chairs. “Please have a seat,” he said while sitting down himself. “Help yourself to any of the refreshments, of course,” he added; the table had pitchers of water and cold tea waiting for them.

“Before we really begin,” the ambassador said, “just as you would like to get to know Achaian Peloponnese better, we too would like to better understand New DeCapito. We are almost entirely ignorant about matters in your nation—the workings of your government, the leaders you answer to, or the people you govern. We have reason to believe that New DeCapito and Achaian Peloponnese would be wonderful partners”—a belief that was due almost entirely to covert external observation, usually of the military variety; obviously the DeCapitan didn’t need to know that—“but other than that hunch of ours, we really have no idea how we can serve New DeCapito, and how New DeCapito can serve us.” Ambassador Patmos leaned forward. “Indeed, sir,” he said, “I still don’t even know your name.” The ambassador pulled out a sheet of paper and a pen. “With all that in mind,” he continued, “could you tell me more about yourself and about New DeCapito?”

As it happened. the ambassador already knew of Achaian Peloponnese's military expeditions, having read a small fact file on the nation, but he wasn't worried about them - the only way their army was getting to New DeCapito was by boat. He ignored this, however, and answered Ambassador Patmos' questions.

First of all...
"Shall I start? My full name is Chief Advisor Mark Jean-Luc, but people tend to call me Mark. I'm also 27 years old." He paused for a moment.

"So you wanted to know about my nation's government..."

He poured himself a glass of water: he would have had tea, but he liked it better hot, and anyway, he preferred coffee.

"First of all - New DeCapito is a democracy. The president thinks that people should have freedom to do what they want, as long as it is morally right. The people are also allowed large political freedoms, for example, we have an election every 2 years, but people seem to like President Roberts, so he's been in office for 16 years now."

"Secondly, you wanted to know about matters in New DeCapito. Well, I can tell you off the top of my head that all is not well. The country is split into 3 counties - the Southern Country, the Northern County and the Capital.
However, there is a riot going on in the Southern County, and we're having trouble suppressing it."

"Lastly, New DeCapito is pacifist. We tend to think that war is not the best way forward. In fact, despite having 254 million citizens, our army is smaller than yours, and what military budget there is left over, is spent on police."

Mark paused again. He had never liked speaking for long periods of time.

"So, that's all I can tell you. Shall we begin?"

‘For someone who claims that he knows nothing about our nation,’ Ambassador Patmos thought to himself, ‘how exactly does he know how large our military is?’ He would certainly be reporting to the anax that Achaian Peloponnese’s new neighbors had much more intelligence than they reasonably should. On the other hand, a pacifist nation was certainly of no threat to Achaian Peloponnese, especially if it was currently undergoing domestic issues. ‘One has to wonder,’ the ambassador thought, ‘if they might regret their pacifism in attempting to “suppress” this riot in the south. Or does “extra funding for the police” mean that DeCapitan police forces are a suitable replacement for a home guard?’

Aloud Patmos said, “I am sorry to hear that you are undergoing some unrest. We understand that democratic societies generally do not suffer this kind of internal strife by their very nature, so for this to happen to New DeCapito is most unlucky. I certainly hope that this matter comes to a peaceful and productive conclusion for you and President Roberts.”

The ambassador nodded. “As you say, Chief Advisor, we are here for business. Anax Kerameikos has made international relations a priority for Achaian Peloponnese, and that includes both economic and diplomatic ties.” Patmos chose not to say anything about military relationships; he doubted that a pacifist nation would be interested in military cooperation unless it was to defend itself against an overt threat from abroad, and such a threat was not likely to appear in the foreseeable future. “The anax desires to developing ties with nations across Noverra, but he understandably places an emphasis on forging friendships with nations nearer to Achaian Peloponnese itself. The Ramadan Gulf region has been somewhat quiet, with the exception of Achaian Peloponnese and our neighbor Izalith; we are happy to have the opportunity to find a new friend in New DeCapito.

“One other reason that the anax desires to focus on friendships closer to home is simply because this region has yet to suffer the same international conflicts that have completely rewritten the maps of other regions of Noverra,” the ambassador continued. “It is dangerous to make a friend, powerful or not, who happens to have powerful enemies. Developing ties with nations that are closer to war zones, most recently in Victorium to the north, is especially risky at the present time: We might find ourselves sharing the enemies of our new friends without realizing the danger, assuming that our new friends are not replaced outright by a new regime put in place by outside forces, which would make our diplomatic efforts with the government of such a nation… awkward, to say the least.” Patmos shrugged. “The number of regime changes in the recent past, especially in Victorium, makes this a real worry for our Office of International Political Outreach, and so we have done our best to avoid the issue simply by avoiding diplomatic entanglements in that region. Instead, we have focused on strengthening our bonds with our nearer neighbors, but somewhat conversely we have also extended our friendship to nations on the other side of the world, in the hopes that the war would not reach that far abroad.”

Patmos took a sip of water. “Where we reach out for diplomatic friendship, we also try to establish economic partnerships. Achaian Peloponnese has a great deal of raw material for manufacturing that we are willing to put on the table, most specifically common metals that are useful in heavy industries. Our natural resources also include gemstones; our most treasured mines produce a large supply of rubies, for instance. We also have well-established manufacturing centers that are capable of mass-producing simply-designed products quickly and efficiently. We have all of this to offer any potential economic partner.” The ambassador smiled. “We certainly hope that New DeCapito would find some use for these kinds of products and services.”

After writing this down on his notepad, Mark Jean-Luc thought to himself. A large supply of rubies, eh? That would definitely come in useful one day. And these people do diplomacy very well for such a military nation, thought the Chief Advisor. Perhaps they just had a lot of experience.

"You seem to have read my mind," he said. "You are right to worry about the situation in Victorium, although, of course, New DeCapito, being unfortunately close to Victorium, is under greater threat. That, and being unable to resist an attack by any of the northern countries. I myself worry about the regime changes, and the great probability that Dawinia or such countries would like to advance south. They even have a small colony on the north coast. I just find it lucky that New DeCapito is naturally guarded by a massive mountain range."

"Also, I sympathise with you not being able to make diplomatic ties in the north. Personally, I would not like to be making ties with, say, Valkany right now."

The Chief Advisor sipped at his water, and carried on.

"And you were saying about economic partnerships... yes, I think you would be able to help there. While incredibly prolific, our technology industry seems to be suffering from a lack of supplies. You know what different metals and things go into a smartphone... apart from that, however, we're doing fine."

Suddenly, a thought struck him. Something about what Ambassador Patmos had said.

"By the way, what exactly is happening between Achaian Peloponnese and Izalith? It's just that you said that apart from that, the Ramadan Gulf was quiet, and we do have government agents operating in the surrounding countries."

Ambassador Patmos blinked. ‘Government agents…?’ he thought to himself. It appeared that the Office of Internal Observation would soon be busy making sure that no DeCapitan agents were hiding in Achaian Peloponnese. More and more, Patmos was beginning to wonder if New DeCapito was quite as ‘pacifist’ as its representative claimed; certainly it avoided military spending, at least according to Chief Advisor Jean-Luc, but not only did the excess cash go instead to the police, but the government also dealt with spies throughout the region. Taking another sip of water, the ambassador considered the rest of the chief advisor’s points and wondered what to address first. After a pause, he made his decision and nodded.

“It seems as if our nations are economically compatible, then,” he said, focusing first on the matter of most importance to Achaian Peloponnese. “As I said, we have plenty of raw material to spare. We would be happy to sell such products to New DeCapito—or, if your companies would prefer, we could build products under contract here in Achaian Peloponnese, to your companies’ specifications. Being so close to New DeCapito, there should be virtually no expense in shipping either the raw materials or the finished products to your nation, if you are interested in such an arrangement. At the same time, our nation would welcome technological products that your companies could offer, either for general sale or for bulk purchase.”

Patmos jotted down a few notes of his own as he continued, “Achaian Peloponnese currently has a friendly relationship with Izalith. That includes both diplomatic and economic ties, which we formed with them as soon as we revealed ourselves to one another. We believe that our agreement is mutually beneficial, and we are pleased Achaian Peloponnese has a neighbor that is helpful and supportive, just as Achaian Peloponnese hopes to be helpful and supportive to Izalith.” The ambassador smiled more widely. “And of course, just as Achaian Peloponnese hopes to be helpful and supportive to New DeCapito.”
