“Come in.”

Basileus Kypseli opened the door of the anax’s office and stepped inside, glancing around at the other occupants in mild surprise at their number. Anax Kerameikos sat at his desk, but a cluster of chairs on its other side were filled with about as many officials as Kypseli remembered from the near-panic following the revelation of Izalith to the world. Minister Pagkrati sat with Basileis Kaisariani and Petralona on the anax’s left, with a stack of documents in each of their hands, while Basileis Kifisia and Exarcheia sat together to the anax’s right. No one in the room was smiling.

Kerameikos himself seemed to welcome the opportunity for a distraction. “Kypseli,” he said, “what do you have for us? Something good, I hope.”

The basileus nodded. “It seems that way,” he said; he noticed the basileis around him relaxing as he said it. “As ordered, my office continues to monitor nations, especially nearby, that have so far refused to enter into international politics. We have just received some information that suggests that one of those nations is willing to entertain foreign interest.”

Kifisia leaned forward. “And that nation is…?” she prompted.

“New DeCapito,” answered Kypseli.

Kerameikos raised an eyebrow. “We’ve been curious about that nation for a good long time,” he said. “Considering their proximity, it would be very useful for us to develop a relationship with them sooner rather than later.”

“Those are my feelings exactly,” Basileus Kypseli agreed.

The anax turned to Basileus Kifisia. “What do we know about New DeCapito at the moment?”

Kifisia frowned slightly. “Less than we’d like,” she said. “Obviously they have stayed off of the international stage even after revealing themselves, and we have very little knowledge about either their economic or their political development. We have been entirely dependent on Kypseli’s observations, so our picture of New DeCapito is very vague. Nonetheless, we are aware that New DeCapito is a democratic state”—the basileus ignored the anax’s frustrated sigh—“with a focus on technological development.”

Kerameikos considered that for a moment. “I am not averse to dealing with a democracy as such,” he said, “but considering the well-known tendencies of Noverra’s most notable democracy, I am keen to avoid any political discussions with anyone who is not willing to accept dealing with a nation such as ours. Nonetheless, technology is, as always, its own argument.”

Exarcheia cleared his throat. “We have already improved both our present military deployments and our future military development through trade and cooperation with Izalith and Brasilia on this matter,” he said. “But Brasilia is currently at the center of the current troubles in Central Gilead, and we cannot depend on the reliability of shipments from that corner of the world for much longer. Obviously trade and technology with Izalith is much easier for us, but more examples of foreign technology will always be welcome. It would be unwise to restrict ourselves to a single supplier or research partner.”

“And if New DeCapito has technology,” Minister Pagkrati pointed out, “it must also have the economy to support it. I would be interested to learn what other kinds of trade will be possible here.”

Kerameikos nodded. “It would be foolish for us to simply ignore a nation nearly on our borders anyway,” he said, reaching for a sheet of stationery. “We share the Ramadan Gulf with New DeCapito, and while according to the reports I have heard so far”—the anax glanced at Kypseli—“there has been no serious naval activity in that region of the gulf, nonetheless I would like to be certain that Achaian Peloponnese will not be forced to compete with a new rival—another new rival,” he added, glancing at the map again. “And if we will indeed be forced into another competition for security in the gulf, I would at least like to know about it sooner rather than later.” Kerameikos turned to Basileus Kifisia. “When we are done discussing the matter in Legantus, I will have your office prepare a welcoming committee.”

“Yes, sir,” Kifisia answered as the anax turned his attention to the paper in front of him and began to write.

Kerameikos, anax of the Achaians, sends Greetings!

On behalf of the government of Achaian Peloponnese, I invite representatives of your nation to join us here in our capital of Kerkyra to discuss the possibility of diplomatic and economic relations. Achaian Peloponnese desires to form partnerships and diplomatic ties with all willing nations, and with neighbors most of all; as such, I would be honored to open my nation to your representatives at your convenience.

I look forward to receiving your reply.

Secretly, The Chief Advisor cursed himself for being so open about covert operations. Ambassador Patmos would almost certainly tell the anax about this.

He said, "Are you OK? For a moment there you looked a bit worried. But don't worry, because we don't actually have agents in this country, and you've only just come to our attention. Anyway, our covert efforts are currently focused on the north to alert us to suspicious activity."

The ambassador's smile was beginning to unnerve him a little bit. Maybe he was just a bit paranoid.

"So, you were saying about producing things. Well, New DeCapito would be happy to produce things in Achaian Peloponnese, as long as they're as good quality as they normally are. And you're right, it would be easy to ship things over, and it would benefit the entire Ramadan Gulf."

"By the way, thank you for informing me about Izalith" he said, although he wasn't entirely sure that he was telling the truth. The way he smiled made it look like he was hiding something.

"That's all I have to say, really. Do you mind if we come to a close soon? I have business to attend to closer to home."

It was nice to hear assurances, Ambassador Patmos supposed, but words were words. Reports from the Office of Internal Observation, on the other hand, were facts. Patmos would be more than happy to leave this matter in Basileus Omonoia’s hands; as an ambassador, he had no involvement in internal investigations.

The chief advisor’s request to leave caught Patmos by surprise. “So soon?” he asked. Then, remembering what the man had already said, the ambassador nodded. “Of course, of course,” he said. “You did mention that you have troubles at home. Once again, I wish you and your president well in subduing this resistance. I’m sure the anax will most certainly agree.”

Ambassador Patmos stood and extended his hand. “Chief Advisor Jean-Luc, it has been a pleasure to meet with you, and to learn about your nation through you. I will tell the Office of Economics to look forward to hearing from New DeCapitan industry in the near future about production contracts, and we will certainly look further into purchasing New DeCapitan products as the need arises. I hope, at the least, that you have enjoyed your time in Achaian Peloponnese.”

"Thank you for considering New DeCapito as an economic partner," Mark Jean-Luc said. He got up to leave, and walked out.

As he left the building, his phone rang. Predictable. He already knew who it was without even getting it out of his pocket. He answered the phone.

"Hello?" The Chief Advisor said.
"Mark? Oh, hi there. I just wanted to know how it went..."
"It was great, Achaian Peloponnese are willing to let us make things in their factories - another boost to our economy."
"That's great... the presidential plane is waiting at the airport, and you do know how to get there, right?"

The call ended.

Suddenly, a car pulled up. It was a black Volvo S80 - a DeCapitan government car. He got in, and drove to the airport.
