Minister Peiraias sighed as he entered his office for the first time in several days, having recently returned from his meeting with King Gregorius of Gilead. While the meeting could have been more productive than it was, the minister was certainly glad of the progress that had been made before the king had asked to cut the meeting short in favor of another standing appointment that day. Peiraias had thought nothing of it, but now he was rethinking his earlier optimism, having heard as soon as he returned to Kerkyra that Gilead had been implicated in international espionage at the UN meeting, with Izalith providing evidence that Gilead’s Crown Prince Gregory had not bothered to refute. King Gregorius had already replied to Anax Kerameikos’s complaint about the matter, and officially the matter was over and done with, but Peiraias knew Kerameikos better than that: Achaian Peloponnese would hold a wary eye over Gilead for the foreseeable future.

The minister considered the notes that Basileus Kifisia and Basileus Kypseli had taken for him in his absence, regarding matters both domestic and foreign. Several of these matters were entirely out of Peiraias’s hands anyway, most especially those relating to Ionia; nonetheless, he was pleased to know the extent of the Megaron’s involvement in the southeastern territories, if only to know just how much of the anax’s attention could still be diverted to other matters at need. It was also useful as he considered Achaian Peloponnese’s nonexistent relationships with its eastern neighbors. With the exception of Legantus, which had already attracted Anax Kerameikos’s wary attention for being a close ally to Gilead, no nation on or near the Cathay Ocean had any official relationship with Achaian Peloponnese yet. If that was the case when Ionia was finally pacified in the future, the port of Sardeis would remain underutilized, essentially wasting the expenditure of time, effort, money, and lives that had gone into its capture. Peiraias quickly decided that he would fix that oversight immediately.

Legantus, of course, was a semi-hostile nation; Melzae was still recovering from a devastating civil war and the deaths of thousands of people in self-inflicted genocide. But Kenso… Peiraias considered the far-eastern nation for a long moment. In large measure, Kenso remained a mystery to the rest of Noverra, but economically it promised to be a reliable trade partner. The minister knew for certain that it was almost the only option for Achaian Peloponnese when it came to utilizing the economic potential of Sardeis’s well-guarded port. This would be the business that Anax Kerameikos had envisioned when he ordered the Achaian army into Ionia.

Peiraias turned to the telephone on his desk and dialed the Office of International Political Outreach, as he reached for stationery with his other hand. “Kifisia,” he said into the intercom as soon as the ringing stopped, “get a diplomatic party ready. I have a job for you.”

"A fact that we as their neighbours know. Still, the Nation of Kenso has endured this long by maintaining our isolation and a constant state of caution. That includes not underestimating when internal matters, may become outwards." Jung sits back down in her chair, idly tapping on her tablet once more. "Piracy is fairly common in these waters due to the lack of any significant patrolling by the nations in the area. The assistance of Achaian Peloponnese would be greatly appreciated. Even with the size and strength of our navy, we cannot patrol the Cathay Ocean without leaving the eastern coastline frail. So of course, we extend our gratitude ahead of time."

Ambassador Patmos nodded his head as Neofytos jotted down notes relating to the agreement that had just been struck. “I understand completely, Your Highness. We will be more than happy to provide help in this matter.” It was not as though Achaian Peloponnese would not benefit from additional patrols in the Cathay Ocean, anyway; there were other, more organized threats in those waters that Anax Kerameikos would be glad to have an excuse to monitor, as well.

Relating to that… “As long as we are discussing patrols in the Cathay Ocean,” Patmos began, “I would like to ask Your Highness’s government to consider further cooperation in terms of naval and aerial observation of this area. Achaian Peloponnese would be most interested in learning of vessels and fleets that operate in the Cathay without the notice of other nations, and I believe Kenso would have just as much use for a Cathay patrol network—if not more use, considering this nation’s proximity to the ocean and its dangers—as Achaian Peloponnese. Would such a suggestion be taken well by the government of Kenso?”

"Excellent!" Quickly typing on her tablet, she looks over the information and nods, satisfied with what she sees. Looking up at the Ambassador's question, Jung stares at the man for a moment, a contemplative expression on her face. Raising her hand up slightly, the officer behind her moves forward and begins to whisper in her ear. After a few moments, the two seem to be in agreement and the man returns to his previous position.

"...While Kenso does not usually provide information regarding the surrounding area to other nations, we are tentatively willing to give it to Achaian Peloponnese. In exchange however, we wish for the same information from you regarding your neighbours vessels and fleets. The Emperor cannot plan for what he cannot see. "

Ambassador Patmos considered Princess Jung’s request for a long moment. “I can promise that Achaian Peloponnese will provide information to Kenso about any foreign fleets it discovers operating in the Cathay Ocean, from our neighbors or otherwise, as well as any vessels it knows to be entering the Cathay Ocean through the Sundra Canal” he said carefully. “Likewise, Achaian Peloponnese only asks that information of vessels and fleets operating in the Cathay Ocean be passed on. We do not ask for the deployment of any nation’s vessels that are in no position to pose a threat to Achaian security. Moreover, I had hoped that by agreeing to a mutual patrol of Cathay shipping lanes, Achaian and Kensoan vessels could be used to determine the location of these vessels and fleets together. I do not intend to make demands of Your Highness’s intelligence service, but rather I ask only to expand the mandate of our agreed-upon mutual patrol of the Cathay Ocean. Nonetheless, Achaian Peloponnese would not be averse to sharing any information it has on the deployment of foreign vessels in the Cathay Ocean to Kenso, with the understanding that said information never leaves Kenso.”

"That will suffice. We do not wish for much more, and as a matter of security will not deluge more unless need be." The Princess shifts in her seat for a moment, a contemplative expression on her face. "Very well. Kenso agrees with the terms, Ambassador. From the looks of it, this agreement will be a great benefit to our nations, and help ensure our safety in the region." Looking down at her tablet, Jung purses her lips.

Ambassador Patmos smiled and nodded his head toward the princess. “I am very happy to hear it, Your Highness,” he said. “Achaian Peloponnese focuses very much on its own defense, but matters that are none of its business are best left well enough alone. Anax Kerameikos understands this as well as anyone, and he will be very happy to hear that His Majesty Emperor Aquila agrees with this assessment.” Beside the ambassador, Neofytos jotted down an additional note.

Patmos’s smile dimmed, however, when he saw the preoccupied expression on his host’s face. “If I may,” he began, “is there something that Your Highness would like to bring to Achaian Peloponnese’s attention?”

Jung blinks for a moment, before shaking her head. "No Ambassador, I believe that's all. I believe it's too early for us to discuss any other sorts of agreements without first allowing our countries to....getto know each other perse."

She glances over at Neofytos for a moment, a small smirk coming to her face at recognising someone who essentially has the same job she does, albeit for the Emperor. "Is there anything else you wish to discuss Ambassador? I am willing to answer any question you may have as best as I can."

Patmos nodded. “Other than specifics regarding the products Kenso desires to bring to Achaian markets, and the products and services that Achaian Peloponnese can provide for Kenso at the same time, I have nothing more to ask. However, those specifics will be very useful for the Achaian government as well as Achaian corporations that would like to enter into business with Kenso at the earliest opportunity.” The ambassador smiled. “Of course, the Achaian government already has its business requests lined up for Your Highness’s government to review; for the most part, the Megaron is interested in defense and counterintelligence material. However, our various industries will likely be less interested in military and political uses for Kensoan products, and while the Achaian government is not obligated to open the way for its private corporations any more than we have already agreed to do, the Megaron would like to make the journey toward profitability as smooth as possible for its native companies.” This was only common sense to the Megaron, a military government whose higher-level officials were equally involved in the Achaian economy as the leaders (and lead profit-makers) of the most important Achaian corporations, mostly mining companies and arms manufacturers. “And certainly I would be happy to reciprocate, if Your Highness has similar questions related to Achaian products and industry. I will be happy to explain these things in greater detail.”

"There are no current questions at this time. Of course, we do ask that you give us the details sometime during your stay in the nation, and we shall do the same. By the end of the time here I hope that all the details are sorted out so that we can send out our first ships soon after. Officially, Kenso does not care what you do with our products and technology. As long as the profit margins remain high there should be no problems."

Jung glances to the side for a moment, and laughs softly. "We are capable of providing you with whatever you wish for. Thankfully, with relatively cheap labour and the modern manufacturing process there's not many items that we produce that cannot be created and prepared for transportation in a timely matter. Kenso is also prepared to offer resources if our products are not to the Megaron's satisfaction."

Of course, she declines to mention the large amount of natural resources suited for the production of technology and military supplies. The mountains of Kenso being the home of numerous manufacturing plants and mining operations, along with the occasional pipeline or three provide enough materials to allow the nation to be self reliant and also export enough to (theoretically) turn a profit.

"I believe that we have everything sorted out however. Unless of course you have any objections, Ambassador?"

Ambassador Patmos smiled and shook his head. “I have no objections, Your Highness,” he said. His smile faltered for a moment as he considered something. “However, I would like to clarify something,” he said eventually. “Achaian Peloponnese has recently acquired a port south of the Sundra Canal, as I mentioned before. However, at the moment it is extremely… inconvenient for foreign shipping to make its way there. At this time, the Megaron is prepared to pay for any additional shipping fees associated with bringing Kensoan shipping through the Sundra Canal to arrive at any of our northern ports: Aigina, Megara, and Pella. The Achaian government will happily continue paying these fees for as long as the current situation in our southern port of Sardeis persists. I emphasize that we believe this situation will be resolved in a timely manner.” The ambassador smiled again. “While it will make no difference to Kenso’s government and trade in general—Achaian Peloponnese will make certain of it—I want to alert Your Highness of this issue so that your shipping companies and captains are not surprised when they are directed through the Sundra for the immediate future.”

Jung nods her head, typing on her tablet. After a moment, she looks back up at the Ambassador and gives him a pleasant smile. "That's not a problem, and I'll personally make sure that none of the captains and crews of the trade vessels have any problems with it either. Frankly, this opportunity is too good to pass up. They would not risk disappointing the Heavenly Jade Emperor." Her smile fades slightly, but otherwise remains on her face. "Achaian ships of course are welcome to dock at any of our ports. We simply request that they keep away from the Granim Harbour should they some how find their way over there. There are numerous.....residencies of sorts to make up for the lack of space in the city. The transport centre where you arrived will be the farthest they will be able to go. Of course, the transport centre is located directly in between Granim and Dhirim so there should not be any problems."

Ambassador Patmos glanced at Neofytos to be sure that he was copying down Princess Jung’s instructions, before returning his attention to the princess with a smile. “That is excellent, Your Highness,” he said. “Achaian Peloponnese is equally excited about the opportunities trade with Kenso will bring. I will make certain, of course, that your advice reaches the ears of our Basileus of Economics, so that her office can disseminate the information to those who will travel here to Kenso.” The ambassador got to his feet and bowed his head toward the princess; as she had already bowed to him at the transportation center, he felt it was not out of bounds to be especially polite to a foreign dignitary in this way. “Again, on behalf of Anax Kerameikos and the government of Achaian Peloponnese, I thank Your Highness and the nation of Kenso for agreeing to this partnership, and taking part in this opportunity for mutual profit. I know I speak on behalf of the entire Megaron when I say that we very much look forward to doing business with Kenso far into the future.”

Jung stands up along with Patmos, a pleasant smile coming to her face. "It is no problem, Ambassador. It's our honour to be able to form a relationship with Achaian Peloponnese. I'm sure that our two nations will grow splendidly from this new partnership." Turning to the officer that's remained present in the room, she gives a slight nod of her head. The man pushes off from the wall and opens the door. "Now, I believe that that is enough talking of business. You are welcome to remain here as long as you wish to enjoy the sights of the Imperial Palace and what Granim has to offer; and believe me, there is plenty that Granim has to offer." She gestures to the officer. "Michel here will serve as your attendant for as long as you remain and will assist you with whatever you may need. He will also make sure nothing befalls you." Giving another smile to Ambassador Patmos and his assistant, she makes her way out the door.

Patmos smiled and nodded again as the princess made her way out of the room, before raising his eyebrow at his assistant; Neofytos dutifully made a note on his paper, and the ambassador’s smile widened when he read that the younger man had correctly interpreted his concerns. The threat of something ‘befalling’ the Achaian ambassador was minimal, as long as he played by Emperor Aquila’s rules, and Patmos was not prepared to put his new trade agreement or his life in any danger by snooping where he was not wanted. But it was always good to note when one partner actively hid something about itself from the other; one never knew what interesting information could be found simply by keeping one’s eyes open.

That, however, was not necessarily Ambassador Patmos’s concern. Turning to Michel, the ambassador’s smile never faltered as he gave the other man another polite nod. “I look forward to the fine hospitality that Kenso has to offer,” he said. “Please, sir, lead the way.”
