“Dobryy den; thank you for calling the Embassy of Dawinia in Kaliningrad, how may I help you today,” questioned the woman on the phone, sitting at the front desk of the Embassy.

Kseniya Rendón, the secretary, was the look of a typical Rusnyan woman, fair skin and light eyes. A dual national between Dawinia and Rusnya, from her father and mother, respectively, she recently just attained the position only but a meer months ago.

“Sí, hablo Dâwínian; Perteneciente a su pregunta, me tengo que transferir vos al departamento correspondiente para más información sobre su la visa de estudiante; por favor, pulse, señor.” (Yes, I speak Dawinian; Pertaining to your question, I have to transfer you to the appropriate department for more information about your student visa; please hold, sir.)

As she returns the headset to the base phone, the outer doors to the Embassy opened, and in walking in was the Dawinian Commerce Minister, Xylander Vilalobos. He was, too, another native of Rusnya. Xylander emigrated, with his parents, when he was four to Dawinia, as his mother was offered a position tenure at Imperial University of Dawinia. They made sure to bring him up in a Dawinian fashion, but always reminding him of where he came from, whether it was to force him to know four languages or to celebrate their holidays; they are very proud people.

“Minister Vilalobos,” exclaimed Kseniya, shooting up from her seat, running around the desk to greet him, “we weren’t expect your visit here for months!”

“Things have changed, requiring us to arrive earlier. How are you doing to day, Kseniya,” responded Xylander, taking off his outercoat; although it’s the summer, it still felt cold in Rusnya to him. He’s stayed in warm Dawinia for too long.

“Oh, you know, the same boring things. Paperwork...case work...the usual.”

“Well, better than not doing anything, right? Oh, is the Ambassador in?”

“No, she’s on mission to the west to Leichtengrad; something about Vorpommern.”

“Ah, well maybe next time. Would you mind sending someone to bring some refreshments into the upstairs meeting room? We’re playing hosts in a few minutes.”

Xylander started to walk towards the marble stairs, which lead to the upper rooms of the embassy, where there was the grand meeting room and private rooms for the Ambassador, her family, and himself. He’d managed to twist the Emperor’s arm enough to receive a room for himself at the embassy, and for good reason too. Realizing that he had to greet, he stopped and turned to face the door, brushing his suit to ensure he looks presentable

“Of course, it will be up before you get there.”

A few minutes passed, until the double doors again opened, revealing a woman and a small cache of guards, who waited outside of the building, while she continued in. She looked...familiar...maybe? He knew who she was but there was something else about her..maybe. Nonetheless, Xylander presented a genuine smile, while reaching out to instigate a greeting handshake.

“Добрый день. Добро пожаловать в посольстве Даwиниа, ваше превосходительство.” (Good day. Welcome to the Embassy of Dawinia, your Excellency.)

Maria Ruseva, the head of the economics division of the Department of Foreign Affairs, exited the SUV that she had taken to the Dawinian Embassy in Kaliningrad, with two Diplomatic Security agents following behind. Maria was a woman in her mid-40s, fair skinned and blonde haired, about 5'5''. Maria had formerly been a renowned economist professor at St. Petrov University and had authored several books on the subject before being offered a position at the Department of Foreign Affairs. While she had rarely dealt directly with foreign diplomats, her knowledge of trade and economics was seen as a key negotiating skill by the Department.

Maria approached the doorway and turned back to the two security agents, "Спасибо, господа (thank you, gentlemen)". She approached Minister Vilalobos, who greeted her in Rusnyan. Maria was comfortable communicating in common Dawinian, as she had spent several years studying the language, but she was pleasantly surprised that Minister Vilalobos had greeted her in her native language. She smiled back at Vilalobos as she shook his hand, "Minister Vilalobos, it's a pleasure. Maria Ruseva, Head of the Economics Division of the Rusnyan Department of Foreign Affairs.Quite the beautiful building the Dawinian delegation occupies in Kaliningrad, isn't it?"

"Likewise, and yes. It's quite the picturesque building and location here, and we thank you government for such hospitality in your nation," replied Xylander, "please, if you would follow me to the meeting room, there are refreshments waiting for our pleasure."

Xylander starts to lead the way, flanking the desk and proceeding down a hallway. The marbled floor gleamed as they walked towards the meeting room. The doors were placed on an angle; Xylander opened them and gestured to the seats on one side of the table.

"Please, have a seat at your leisure."

He glances at the centre of the table, where there are two pictures and a platter of assorted foods.

"There is water and, it may be a bit away from decorum in this setting, but wine as well, straight from Dawinia. If you fancy something a bit more...stronger, I'd be happy to oblige. Ah, and some fruit and finger foods from both our nations."

He finally takes a seat and gestures to an aide, who brings him a book and folder, then leaves, securing the room's doors.

"Hm...as you are our guest this day, please feel free to begin," he said, smiling"

Maria smiled back at Xylander, taking a sip of water before speaking, "I believe it's a mutual feeling between not just the two of us, but our nations as a whole, that the lack of diplomatic interaction between Rusnya and Dawinia has been somewhat of a disappointment. Though to be fair, a lot of that stems from President Amsel's views on the regime of Emperor Carlos." Maria got a solemn look on her face before continuing, "However, I feel like I can speak for the President and Rusnya as a whole when I say that it's long overdue for the warming of relations between Rusnya and Dawinia."

Maria pulls out a folder containing several sheets of paper, "The trade of Dawinian produce....Rusnyan uranium....the partnership of Aurena and MDI....it's safe to say our economies are quite linked, wouldn't you say?"

"Yes," started Xylander, pouring some wine into his glass and sipping before continuing, "I've thought it most interesting that Dawinia and Rusnya have so much economic inter-cooperation, yet the government was always at an arms distance. I do know that the Emperor is most excited and anxious to repair relations for our nations, especially with the blunder that Carlos had caused to our reputation."

He takes another drink, this time a bigger volume, and sets his glass back down.

"But yes, more direct to your question, our economies are so; it could even be said that without your nation's generosity to trade with us, that we'd have to resort to other costly, pollutant means to power our nation."

"It's a two way street, Xylander," said Maria, grabbing a grape from the plate on the table and eating it, "without Aurena's direction, Meinhard-Drugov wouldn't be in the position it is today. And let's not forget the numerous foods we import from Dawinia."

Maria took a sip of water before continuing, "There's been talk in the Department of Economics of possibly lowering tariffs on uranium. It's understandable why they're that high, being such a volatile resource, but it's more of a testament to our growing partnership that they're being lowered."

"Of course. Meinhard-Drugov has done a phenomenal job in its dealings and developments since the inception of this...truly unique economic venture. Those who came before us thought for the future and now, we reap the rewards, responsibilly."

Xylander's expression changes to one most interested upon hearing Maria's words.

"What wonderful news this is," he starts, "I surely know that it is the will of the Emperor to further deepen the ties our nations share, and to that, I too come bearing some new developments. It is both the will of the Emperor, my Ministry of Commerce, and the CFO of Grupo Aeruña to authorize a re-evaluation of the tariffs and percentages demanded from the profits of MDI; falling from," he flips a page over, "15% to 10%, effectively immediately."

Maria raised her eyebrows, obviously intrigued by the prospect of Meinhard-Drugov becoming more profitable with the reduction of profit sharing. "I must say, Xylander, that is quite the decrease! I'm sure the Board of Directors for MDI will be most pleased when they hear the news."

Pausing for a moment, Maria continued, "On another matter that has some significant implications on our relationship, I assume that you are familiar with the new majority party in the Reigerung, correct? The Natsional Sotzialisticheskoy Rusnii Rabochaya Partiya?"

"Indeed they will. This has been one of the most profitable years and is only fair to share the good fortune with all."

Xylander's curiosity sparked. He doesn't know where this question will lead (other than the question of the unique relationship with the two nations) but figures it's important since it's a big political shift in Rusnya, even if others don't see it as such.

"I am, yes. A surprising win and control of your nation's parliament, if I do say. In fact, my dear cousin had phoned me upon the news breaking in Rusnya. He sounded quite excited for the results and from what he tells me about the NSRRP, it's 'exactly what the nation needs.' If he says so, I must agree then. I'm sorry for the directness of this question, but how is that pertinent?"

"Ah, I apologize, I figure I should've clarified this earlier," said Maria, clearing her throat, "The NSRRP is highly nationalistic, and one of the primary policies the party has been pedaling as of late is the complete nationalization of all Rusnyan businesses. They've already proposed and passed several bills in the Reigerung to enact such a policy, but so far President Amsel has vetoed every single one of them. The stubbornness of that man sometimes....prolonging the inevitable..."

Like many in the Rusnyan government, Maria was beginning to lose faith in President Amsel. She had always affiliated with the Rusnyan National Party, but as of late, she had the growing feeling that perhaps the NSRRP may truly be what was best for the country. Realizing that her mind was wandering elsewhere and Xylander was left staring at her anticipating her to continue talking, Maria regained her composure and continued.

"The pertinence of this to our discussion is the possible effect it will have on Meinhard-Drugov. Despite being a subsidiary of a Dawinian corporation, it is a sure thing that it will be included in the business nationalization process, should that eventually come to fruition. It may have a significant impact on the profits of Aurena, and I'm not sure how its board of directors may take the news."

"I see," responsed Xylander, frowning a bit, "this is unsettling to hear...."

He taps his chin for a moment, before continuing.

"I would still like to propose that our Crown airline, Estrenian Airlines, establish a hub in your capital's airport, to better serve the region, with operations, both domestically and internationally in and from Rusnya."

He takes another sip of wine before continuing; getting hit with an idea as he puts his glass down.

"You speak of the NSRRP and their policies....as I do speak with the authority of the Emperor, I have an idea, and in which may seem a little unorthodox, however, seeing the power that they're gaining, I would like to forge an agreement with their leadership, if ever they do take the presidency of Rusnya. Perhaps it could continue further than just Aeruña and Meinhard-Drughov and to formal relations."

He realizes what he's said and quickly responds.

"I do apologize for insulting your president, if I have in anyway. I just wish to help secure the future so that we may continue to reap the benefits us two have come to love."

"No apology necessary, Xylander. I think we can acknowledge, with the recent events, that President Amsel's days in office are numbered. If anything, it's more of a compliment to our country that you're proactive enough to plan for any potential future scenario as far as the NSRRP gaining the presidency goes."

Maria continued, "As far as arranging said meeting, I would contact the NSRRP directly at their headquarters. Most of their top leadership is usually busy campaigning in preparation for the presidential elections, but I'm confident you'll be able to get in touch with one of the higher-ups relatively easily."

"Indeed. And well, thank you. I will admit that the Emperor may have minor reservations to this but he's a practical man. Shouldn't be much to convince him otherwise. I will be sure to tell him myself, considering the nature of this topic."

'Perhaps he already made his mind up...this meeting could have been avoided with a letter; probably wanted to hear a first hand account, or was looking for an in to their rising party?' he thought to himself, making a few notes on one of his folders laid out in front of him.

"Well, whatever the case may be, here are the new quotas and more economic-statistical specifications that MDI must abide by now, or at least for the time being. Like I mentioned, they are generally lower than what they are now, so it shouldn't be to hard to implement."

Xylander hands Maria a folder labeled AERUÑA/MDI REG - REV. 2014, 3RD QTR.

"I am glad, though, that we were able to get this concluded today. I know that personally, it'll be a great service to the world to see Rusnya evolve, from what it is today, and I think this is the first step to that."

Maria rose from her chair, taking the folder Xylander had handed to her as she shook his hand, smiling. "As uncertain as things have been recently, I have reason to be optimistic for the future of not only Rusnya, but the relationship of our two countries. I'm confident that whether it's President Amsel or....another man, we can continue to build on that. I appreciate the hospitality you've offered today, Xylander, your actions certainly live up to your reputation."

Xylander quickly rises, shaking her hand.

"As am I. No matter how the path diverges from this metaphorical fork-in-the-road for your nation, we'd like to continue onward, despite everything and anything."

Xylander smiles.

"Thank you for your candidness. It's harder in this world to find those genuine and an inkling of niceness. But at least I was able to experience it as well here. Please, if there's anything else, do let me know. But in any case, have a wonderful day."

He raises his mostly empty wine glass, toasting, then drinking.

"To the future. May it shine brighter than ever before."
