Anax Kerameikos shook his head as he considered the current situation. “This tension is becoming burdensome,” he said aloud. “We have just seen the end of a war, and already the nations of Noverra scramble to find factional friends to defend themselves against the next. We can only be worried that our own actions might have contributed to the current… discomfort.”

The other officials in his office—Basileus Kifisia, Basileus Exarcheia, Basileus Kypseli, Minister Peiraias, and Minister Pagkrati—all winced slightly. Kerameikos nodded as he saw it. “It is nothing we could have helped, if we were to maintain our dignity,” he said. “But now we must see if our participation in the League of Castratene will bear fruit. Certainly we have gained friends in the matter—more, I think, than we have ever had before—but we are ill prepared to back up the strong rhetoric of criticism that we offered to those we must now consider our rivals, whose actions drove us into the company of governments even we once considered threats to world peace.”

Basileus Exarcheia nodded grimly. “As always, sir, our military is prepared for war,” he said. “But as prepared as it might be, it is not capable of victory against a great power. We will have to depend more than we prefer on the nations surrounding us.”

“All the more reason that we should focus our minds on diplomacy and see if we can untangle ourselves from these disagreements,” Basileus Kifisia said in return. “If we cannot survive a war, let us avoid fighting one.”

Peiraias shook his head. “War does not follow every disagreement,” he said. “And we should be thankful for that, as otherwise Noverra would long ago have crumbled to dust. Disagreement, after all, is a constant in international diplomacy. We cannot please everyone, and there is more than enough reason to believe that few other nations will ever please us.” The minister glanced at the map. “We cannot expect a superpower to mind its own business, no matter how stridently we demand it,” he pointed out wryly. “At the same time, though, no one can expect us to sit back calmly and accept that fact. And the superpower in question has so far been a reasonable negotiator—”

“It has sometimes been a reasonable negotiator,” Kifisia cut in. She flushed as her superior shot her a look, but pressed on to add, “Ambassador Delos reported the actions of Gilead’s crown prince to me personally. Gilead has always… indulged us, for lack of a better word, but now that we stand firmly against their actions in Izalith, there is every chance that their indulgence will come to an end, and Gilead’s ‘reasonability’ will come to an end with it.”

Anax Kerameikos nodded. “It is a fair point,” he said. “If nothing else, we can be certain that the nations we are now interacting with are more useful to us than those whose distant influence had once made us wary of causing any kind of upset. At this point, while we hold those distant powers at bay as well as we can through diplomacy and rhetoric, we must nonetheless prepare for a day where that diplomacy might finally fail. We must cultivate our new friends as well as we can, and hope that their strength will see us through that which ours alone cannot.” The anax nodded toward Kifisia. “This will be a matter for your office,” he said, “both in terms of our friends and our rivals. With luck, these friendships will bolster the cause of our diplomacy elsewhere, so that instead of certainly seeing war, we have a greater chance to maintain the peace.”

Kerameikos considered the map one more time. “Exarcheia,” he said at length, “you say that you cannot hope to win a war with your current strength. The army, no doubt, suffers from its entrenchment in the southeast.” The basileus nodded. “In that case, our primary concern should be keeping any potential enemy from reaching our shores to engage the enemy in the first place,” the anax declared. Turning to his subordinates, Kerameikos said, “I intend for every one of you to strengthen the naval and air coverage of this nation, to prevent enemy incursions from any direction. The Office of Observation and Communication will increase its reach; we will discuss this matter with our friends in Dawinia, I think. And the navy…” Kerameikos thought for a bit. “Not all of our friends can be found in the League of Castratene,” he said finally. “And there is one friend, at least, whose technological skill has already been bringing dividends to our research centers.” Kerameikos reached for another sheet of his ever-present stationery as he looked directly at Basileus Kifisia. “Give word to Ambassador Patmos that his presence is required once again in Kenso.”

Kerameikos, anax of the Achaians, sends Greetings!

As the days pass, Achaian Peloponnese finds itself ever more grateful for its current friends throughout the world, and prominent among them all stands Kenso, whose hospitality and trade have already made their mark in the Peloponnese and elsewhere. Now I find myself once again calling upon Your Majesty’s government in a matter of mutual interest and profit. Achaian Peloponnese desires to become a greater friend to Kenso and to the rest of its allies in the East through the acquisition of strength, which at the moment it generally lacks. That being said, I intend to send Ambassador Patmos, with whom Your Majesty’s representative Princess Jung previously met, back to your nation with the intention of purchasing Kensoan goods and services that can be made useful by the Achaian government and military. If this is convenient for Your Majesty, please send word so that we may begin this new negotiation as quickly as possible.

All offices of the Megaron anxiously await your reply.

In accordance to the agreement reached by the Princess of the Earth Jung Lygatto and Ambassador Patmos of Achaian Peloponnese, I agree to allowing the ambassador to return to our nation. As before, there will be a military escort awaiting your envoy at the Granim- Dhirim International Transportation Center at the enclosed landing area where a private hanger will be cleared for use by Achaian Peloponnese.

Upon arrival, the Ambassador will be shown to some of Kenso's premiere manufacturing plants and heavy industry centers to browse some of what our nation has to offer. Of course, due to the competitive nature of technological progress globally, he will not be shown our Research and Development areas, testing areas, and other similar locations without the express authorisation of myself or my liasion, the Princess of the Earth. Should he enter into such an area, precautions will be taken in accordance to Kensoan law.

Once again Ambassador Patmos found himself looking over material related to Achaian Peloponnese’s newest trading partner, while beside him Neofytos—he had asked his superiors to send him the same aide who had come with him before, to ensure that the ambassador’s companion knew as much about Kenso as Patmos himself did—flipped through various suggestions and proposals related to Achaian needs. Due to corporate purchases that had not required the Megaron’s direct involvement, those needs were now reduced, but Patmos and Neofytos knew to keep their eyes open for possibilities outside of their specific purchasing list. Even so, they knew they had a relatively-limited budget, and Patmos knew that he would have to make the most of it as he made his negotiations.

Strangely, despite the long flight over the continent of Nusantara, it seemed to be very little time at all before the pilot’s voice came over the loudspeakers to announce that the flight was approaching Granim-Dhirim International Transportation Center. Both Patmos and Neofytos packed up their papers as the plane began to descend, and the ambassador looked out his window at the glittering waters of the Astrific Ocean as the plane circled around to approach the runway. Almost as soon as Patmos took in the beautiful sight, it was gone, replaced by the gentle thump of the plane coming down on the tarmac and the image of the busy transportation center filled with planes and people. Patmos stretched his neck and considered the scene for a moment before turning back to his assistant. Neofytos nodded back to him: He was as eager as the ambassador to begin this round of negotiations.

The jet taxied into the private hangar that had been afforded to it by the Kensoan government, and the pilot’s voice once again came over the public address system: “We have arrived in Kenso, Ambassador. Have a pleasant stay.”

Patmos got to his feet and strode toward the hatch of the cabin as an attendant arrived to open it for him. The stairs had already been put in place for the newcomers’ convenience, and the ambassador smiled as he stepped down onto solid ground again. The last time he had come to Kenso, he had had both an enjoyable and a productive time. He had high hopes that this visit would be no different.

Ambassador Patmos bowed toward Princess Jung in return, repeating the ritual that they had performed during his first visit to Kenso. “Once again, we thank Your Highness for receiving us in your nation,” the ambassador replied with a smile. “We look forward to everything you would wish to show us.”

Patmos and Neofytos quickly took the seats offered to them, and the ambassador nodded to Princess Jung’s question. “That would be a pleasure, Your Highness,” he said. “And it will certainly be of great interest to us. Achaian Peloponnese holds its navy in great esteem, and one of my most pressing duties today is to ensure that the navy never fails to live up to that reputation.”

Patmos glanced at Neofytos, who opened his briefcase and handed several papers over to the ambassador. “Needless to say,” Patmos told the princess, “the trade agreement between Kenso and Achaian Peloponnese has been greatly profitable for both our government and our corporations. Kensoan innovations have led to increased productivity in many of our factories, and our researchers have been especially pleased at having the opportunity to carry on their work with Kensoan tools, and Kensoan goods, at their disposal. Our corporations and our government-funded researchers are currently experimenting, for instance, with Kensoan supplies of rarer metals and minerals that are not present in Achaian Peloponnese. The results of our earliest experiments are already bringing about changes in the focus of Achaian manufacturing.”

The ambassador glanced down at the papers. “And of course, Your Highness, Kensoan fuel has been of an inestimable help to the Megaron. While we have always relied on our ability to produce electrical power, our modest reserves of oil for our military’s use have been greatly enhanced since beginning trade with Kenso and our other, admittedly few, trading partners.” Patmos returned his gaze to Princess Jung. “I certainly hope, Your Highness, that my nation’s products and services have been just as useful for Kenso as Kenso’s products and services have proven for Achaian Peloponnese.”

Princess Jung’s final point caused Ambassador Patmos to nod quickly and flip through the papers that Neofytos had handed him earlier. “Achaian Peloponnese would be most pleased to cooperate with Kenso in any energy-related research Your Highness would like to pursue. We, too, are currently attempting to stretch the utility of our electrical power to its maximum extent, in the hopes of developing long-term batteries that can be used in various occupations. Until such research is completed and successfully applied, our large-scale vehicles, such as ships and airplanes, are dependent on other sources of fuel—our civilian ships, for instance, are most often fueled by coal, as we have that in great supply, while our military vessels and all of our aircraft depend on oil-based fuels that we have been fortunate enough to stockpile over the years through some very difficult negotiations with foreign corporations who were not usually aware of the identities of those they were negotiating with. As you might imagine, attempts such as these to maintain Achaian secrecy and independence drove up the price of oil considerably, and our stockpiles remain rather low when compared to those of other nations. It is, we must admit, something of a chokepoint.”

Patmos leaned forward. “Not only will my anax be pleased to learn of Kensoan interest in our power generation methods, but he will certainly agree that further research on electric power storage and utility must be carried out in order to fully exploit the power generating facilities already available to us both. Achaian Peloponnese would be pleased to provide Kenso with any aid it requires in this matter, for the sakes of both of our nations.”

Pausing for a moment, Jung smiles brightly as she points outside the window, the car passing by what seems to simply be a giant spire rising above the metropolis. At once, she prostates herself quickly, her aide being the only other one to do so. After a moment, she blinks, smiling sheepishly.

Ambassador Patmos nodded appreciatively as the diplomatic car continued into the shadow of the underground facility. “Very impressive,” he said. “I can only imagine the time and effort that must have been involved in the construction of this complex. Are the other stops on our journey today like this?”

Ambassador Patmos and Neofytos glanced at one another, before the diplomatic aide set to jotting down a note about this most wonderful idea. Patmos returned his attention to Princess Jung. “That is certainly an extremely effective method of defense,” he said. “Achaian Peloponnese prides itself on its dockyards, but defending them in this manner is nothing we have ever attempted. Perhaps, if Your Highness’s government is not averse to the idea, I might return to Kenso at a later date with one of the Megaron’s corporate partners to discuss hiring Kensoan architects and experts in this manner of construction.” Certainly Achaians had built underground before, as most of their military bases could attest, but building under the sea itself, in reclaimed land, was a feat that no anax had yet demanded of his architects, and Patmos had to consider the possibilities of such construction, even if he could not yet determine whether or not such a project would be worth the trouble to Achaian Peloponnese in the end.
