Palace of Mailliot, Acratania Francis of Aubernia – Duke for Foreign Affairs – looked at his reflection in one of the mirrors on the shelf as he waited for the King. He remembered the first time he had come to visit His Majesty, just after the King's Election, how he remembered those feelings of elation and anxiety. But now, ten years on, here he was, sitting in that very same chair. Over those ten years, he had taken to consulting with the King prior to each meeting he had with foreign delegations. A footman escorted him to the King's private library, deep somewhere in the Palace's private apartments. Though he had visited him countless times here, he always marvelled at the ability of the porters to remember the labyrinthine corridors. When he entered the usual ritual was performed. A deep curtsey from him and they would take to their seats, always choosing the sofas overlooking the King's own rose garden. "So, Lorde Francis, it's about Achain Peloponnese I believe... is it?" the King said to him as he looked at the documents scattered on his lap, "Why yes it is," he said to himself jovially, tapping his fountain pen on the side before signing a document. "Yes, Your Majesty, we have sent an invitation the Government of Achain Peloponnese to discuss measures for the enhancement of our bilateral ties. Anax Kerameikos set the letter down on his desk and looked up at Basileus Kifisia. “It seems our new monarchical friends have been saying very nice things about us to their relatives. I’m happy enough to see it; we need as many contacts in Victorium as we can get. As far east as we are, I sometimes wonder if our friends in the League might someday get the idea to simply leave us behind.” Beside the basileus, Minister Peiraias raised an eyebrow. “Considering how we’ve attached ourselves so firmly to their standard--much more firmly than I expected at first, I have to admit--losing their friendship at this stage would be an absolute disaster. That said, I think there are enough external threats to Victorium that the League is not about to abandon any possible friends.” The minister nodded pointedly to the letter on the anax’s desk. “And it seems that those nations in close proximity to the League are not blind to the matter, either.” Kerameikos nodded. “We can be glad enough of that,” he said. Turning to Basileus Kifisia, he said, “It appears we’ll need to prepare an ambassador. I suggest we give the task to Delos; let us see if we can send him somewhere useful to our interests, after the mess he had to sit through in Legantus.” Reaching for the stationery, the anax added, “I expect, of course, that Delos will behave himself in Victorium…” Kifisia cleared her throat nervously. “Of course, sir.”

Ésuspure, Duchy of Vautrinia, Kingdom of Acratania Preparations had begun just after the King's invitation had been accepted by the Anax of Achaian Peloponnese, which was about two days ago. The city of Ésuspure, the past few days, had been used to hi-profile visits. Only last week, the King had come from Mailliotbourg to discuss security, those talks had gone immaculately good. The flags of Acratania and Achaian Peloponnese were fluttering everywhere. Security, as was usual for hi-profile diplomatic meetings, was tight and blockades had been put up across the main roads, keeping the main avenue from the airport to the Government quarters clean of civilian traffic. Rangers had spread out and were stationed on the tops of the many buildings, counter-snipers and lookouts remained camouflaged and with the eyes of a hawk kept a vigil over the Rue de la Avignon. The Duke of Vautrinia, had arrived at the airport early. Accompanied by his Counts, he emerged from the limo. "When does he arrive?" he asked his aide. "My Lord, the Achaian plane shall land in twenty minutes." "Good." |

Ambassador Delos sighed as he considered the scenery outside the window of the diplomatic jet. Below him, fields and vineyards stretched from horizon to horizon, interrupted only by the large city to which the plane was heading. There was promise in that city, as far as Delos was concerned, but there was also the possibility of yet another disappointment. Achaian diplomacy had yet to strike very many successes, after all, and those few victories that the Office of International Diplomatic Outreach could present to the Megaron had either been minor or otherwise mitigated by other circumstances. Delos, having taken part in none of these victories himself, could only remember his own recent frustration at the Union of Nations, and he could only hope that this meeting would be much different than those others he had been involved in. Beside him, Kyriaki, his appointed aide, glanced over at him in concern. “You’ve been sighing a lot throughout this entire trip,” she said. “Are you that sure that this meeting will be pointless? Considering Acratania’s proximity to the League of Castratene’s notable members and the fact that they invited us to talk rather than vice versa, we should look forward to progress today.” “Disaster is unlikely,” Delos admitted, “but that doesn’t make me any less wary. Acratania’s proximity to our current allies might make its government more attentive to our needs, but we can’t be certain that Acratania won’t instead view the League as a threat. The last thing we need is a hostile neighbor.” Kyriaki nodded. “True enough,” she said. “But you said it yourself: ‘Disaster is unlikely.’ Preparing for the worst doesn’t mean that we should expect it.” The plane shifted in the air as it began its approach to Esuspure’s airport, and Delos remained silent for a long moment as the plane eventually touched down and came to a halt on the tarmac. Finally, though, he nodded as the pilot announced the plane’s safe landing. “Certainly,” he said. “No matter, anyway: We’ll see the job through regardless.” He and his aide got to their feet, and Delos nodded to Kyriaki as she stood aside for him to enter the aisle. The flight attendant opened the hatch as they reached it, and Delos and Kyriaki made their way down the flight stairs to the tarmac. The Acratanien limousine was already awaiting them, with the diplomatic delegation standing in front of it. Delos smiled as he approached the delegation, and prayed to Makaria that this wouldn’t be another disappointment by the end of the day. “I am Ambassador Delos,” he said. “On behalf of Anax Kerameikos, I thank you and your nation for your invitation to Acratania.” |

He accompanied Ambassador Delos to the Palace of Ésuspure, and there they were, at the entrance to the famous Royal Hall of Ésuspure, the meeting room. In his early 60s, Jean was the Head of the Vautrinian Ducal House and one of the most influent Dukes from Acratania; his most notable feature were a monocle and a very thick hirsute and moustache that rivalled those of the (younger) King himself. "May today's meeting serve the purpose of strengthening the friendship of our peoples, and our mutual economy." "This Commission shall enter negotiations with humbleness, frankness and the respect an international partner such as Achaian Peloponnese, with whom we share economic interests and history, deserves" the Duke of Vautrinia proclaimed with a nod. "It is the will of the King and the People, the Dukes, the Peers and the Lords of the Kingdom that the relations between our two countries be extremely good" he said firmly. Achaian Peloponnese wants nothing more than to establish firm ties of friendship with Acratania, and I pray that nothing prevents us from achieving that goal today.” The ambassador smiled. “With that said, I am eager to begin! Ambassador Delos took the offered seat with a grateful nod. “To Your Highness’s first question, the flight was pleasant and uneventful. We have yet to suffer the winter winds in northern Suran, though it won’t be too much longer before diplomatic trips such as this will be a bit more uncomfortable. For the moment, flights to Victorium remain smooth and swift.” The ambassador considered the broad scope of Duke Jean’s question. “To the second question, matters within Achaian Peloponnese are going as well as we could hope. As you might have heard, Anax Kerameikos has begun initiatives on many fronts to improve Achaian Peloponnese’s diplomatic reputation, as well as our economic and political reach. As these initiatives are either in their beginning stages, or are at least far from complete, there’s not much I can say about them for certain, but the Megaron remains confident that Achaian Peloponnese will benefit immensely once these programs are complete. Ambassador Delos nodded to the servant as he took his glass from the tray and raised it to the duke’s toast. Taking a sip, the ambassador nodded as Duke Jean described his hopes for future Acratanien-Achaian relations. “Achaian Peloponnese would be pleased with the prospect of international partners willing to import our materials,” he said. “Economically, our industry revolves around manufacturing. Our factories produce our arms as well as equipment for both the military and our civil sectors--mining, farming, and still more manufacturing. We produce ships for commerce as well as warfare, and while our designs are not particularly flashy or new, they remain serviceable, and new ships continue to be built to these older specifications without any problems on our part. The same can be said for most of our products. Achaian Peloponnese is more than happy to provide other nations access to these products.” Delos sighed. “Most nations are not interested in finished products from Achaian Peloponnese,” he admitted, “mainly because of how we often continue to use older designs to build new products. That is changing--slowly, I admit--but in the meantime we continue to offer Achaian raw materials, specifically common metals and precious stones, for nations who manufacture their own products and are in need of basic materials in order to fuel the manufacturing process.” The ambassador smiled again. “In a similar fashion, Achaian Peloponnese is willing to offer manufacturing companies abroad use of its material and labor supplies in Achaian factories. We would be pleased to construct foreign products under license in Achaian Peloponnese. Being as far east as we are, this would be a benefit to any company that desires to ship its products farther east, for instance towards Kenso and Legantus.” |

We are current interested in the South Victorium coast fishing industry" said the Duke "We are interested in mine coal as well". Acratania was having great finds of mineral goods. But the Acratanien auto industry, in tatters just four years ago, was emerging as an export powerhouse, driven by favorable rates and labor costs. More competitive labor costs and restructurings that closed unproductive factories have made Acratanien auto plants tougher competitors in the global market. He drinked his water and continued. "We could buy finished products from Achaian Peloponnese .. It could be luxurious products here in Acratania" smiled the Duke "But now tell me, what is the Economic interests of Achaian Peloponnese in Acratania?" |

Ambassador Delos considered the duke’s statements as he sipped his water. From what Duke Jean had just said, there seemed to be very little Acratanien industry that would be useful to Achaian Peloponnese; the Peloponnesian Mountains fulfilled every Achaian need in terms of manufacturing, and the focus of that manufacturing--when not firmly placed on arms--was given to automobiles and engine-driven machinery like it. Certainly Achaian Peloponnese had no need to purchase Acratanien automobiles or raw materials. But at least Achaian Peloponnese had one thing that Acratania couldn’t supply on its own, based on the duke’s speech. “Your Highness, while we do not boast a large or expansive fishing industry, Achaian Peloponnese would be more than capable of providing a reliable supply of marine products to Acratania should your nation desire it. Achaian Peloponnese has copious supplies of marine life, and we are willing to build an export industry if the demand exists.” Delos took another sip of water. “As for our economic interests in Acratania’s products… Achaian Peloponnese has long been interested in acquiring examples of foreign technology, and we understand that Acratania has an impressive technological reputation. Certainly Achaian Peloponnese would appreciate partnering with Acratania for the sake of learning techniques to improve our manufacturing and shipping sectors, as well as our military power.” The ambassador shrugged. “All that said, Your Highness, while Achaian Peloponnese would be happy to acquire another economic partner, I must admit that the Megaron’s interest in Acratania is largely political.” |

And I’m sure Your Highness knows of the political and economic agreements that have been made among many nations in and around Victorium--among them Achaian Peloponnese. It is our intention that the ‘League of Castratene’ be a shield for Victorium and its nearby neighbors, as well as more distant nations who nonetheless agree with such a policy, against external aggression. Hopefully, collective diplomatic and economic action--and, yes, military action, if absolutely necessary--will prevent the League’s members from falling under the sway of distant powers with unhealthy ambitions.” Delos considered his next words carefully. “At the moment, the ‘shield’ of the League has several weaknesses. One of the most obvious is that its members are spread across the region, and are not always linked together by anything stronger than trade routes over the ocean. Achaian Peloponnese, as a single example, is separated from the other members of the League by the Victorium Sea; indeed, some of our allies, such as Auvernia, are on the other side of Victorium itself. There are advantages to the Achaian position that somewhat make up for our vulnerabilities, but nonetheless, Your Highness, we are not alone in viewing the League from a somewhat distant corner of Victorium’s reach.” The ambassador shook his head. “For the League to reach out to its most distant friends, the Megaron believes that it must keep its attention focused outside of itself. There can be nothing that distracts the members of the League from defending their friends from foreign overreach. We say this in part through selfishness, of course, being one of the primary beneficiaries of such a policy, but we say it too because we know the risks that internal fracturing, both literal and metaphorical, can pose for any agreement between friends. However, at the moment there is one large fissure in the literal heart of our League, and that is Acratania.” Delos leaned forward intently. “Acratania physically separates our western strong point, Dawinia, from the buttress of its allies in central Victorium. To strengthen Dawinia’s current position, the League would do well to build a friendship with Acratania. Unfortunately, the League isn’t monolithic; every nation speaks for itself, not for the group. Regardless, for the benefit of the League, Achaian Peloponnese would like to be one of the first among us to extend a hand of diplomatic and political friendship to Acratania, in the hopes that Your Highness’s government will look kindly on our alliance and our goals--and,” the ambassador added with a smile, “perhaps if we are lucky, that Your Highness’s government would be interested in joining our gathering in the near future.” |

We believe that this alliance is an important part of Victorium, and if invited, Acratania would join it." said the King. "The League of Castratene would prove to be effective at bolstering the weight of the member states individually and providing a protection to Victorium..." he said "And Acratania approves the efforts of the League, but as you said, At the moment, the ‘shield’ of the League has several weaknesses and the League needs an reboulst". |
