The guards lead Mr. James Mill from his limousine to the Central Government Capitol. A large white building built by scratch with the blood sweat and tears of the nations founders. Then it was a symbol of Gurencia's Independence, today it is a meeting place of Dignitaries and Board Members. "Tell the Board that I'm here, and apologise for my tardiness." Mr. James asked, heading urgently to the conference room. "Did you forget we had a meeting Mr. Mill?", Alex Ireland, State Secretary of Foreign Affairs asks jokingly. "I just got caught up running a country is all Mr. Ireland. Now let's get down to business. Over the last couple of Quarters our Airplane and Transportation industry has taken a fallout. One of the major companies, AirTransit Gurencia has just filed for bankrupcy, we have the companies chairman with us today, who I spoke with personally earlier. The situation that most of the companies in this industry are facing, is that of lack of inventory and Land Capitol. They need either more government funding, or they ask for and importation of good from an outside country. This is what we are here to discuss today, whether to fund the companies, or simply connect them to an outside source for their inventory problems." "Well I think that the choice is obvious" explains State Secretary of Interior; Howard Sturnsky. "We don't have room in the Government budget to fund companies that couldn't survive on their own in the market. The only obvious, might I add, free market thing to do is turn them to an outside source. That being said, I'm sure Alex could refer us to a country that has what we are looking for." All eyes turn to Mr. Ireland. "Uh, Yes Indeed, I do have what you all are looking for. I actually had just finished some reasearch on the best countries for industrial transportation, and at the top of the list is Auvernia." "Do we have any prior connections to this country, what is our current relationship with them?" - Says James Mill. "Well, Auvernia is neutral with us, nothing to report there, no grievances or arguments, however there is some money to be made here, Auvernia offers Airplanes and Trains cheaper than the companies that supply them here in Gurencia. Now I'm not a fan of outsourcing at all, but in this case we have to look at these options to save these large industries." Replies Alex. "Alright, unless anyone else has any other opinion on this matter we should start a letter to Auvernia about our situation. All in Favor? Any Questions or Concerns?" - Says James Mill. Nothing but sounds of acceptance comes from the unusually quite Board of Founders and Board of State. "All right then, Alex, I need you to draft a letter to Auvernia dealing with a possible trade relationship for our companies. Have it on my desk by tomorrow, and I'll look over it, Then we'll send it off." - Says James Mill. "Sounds do-able." Replies Mr. Ireland. Over the past few Financial Quarters in Gurencia, our Transportation industry has taken a hit in our markets. We have pinpointed this problem on a lack of inventory and shear capitol in order to sustain such large companies. We have reached out Internationally in order to find a source of cheap transportation capitol for our businesses. In return, our Gurencian Based Companies are willing to trade liquid cash for Transportation equipment, information, and services from your fine Nation. If you are so inclined, we may work out a National Trade Deal, in order to solidify your trust. We can offer liquid cash from the Reserves of Gurencia for these services, or we can trade another form of capitol. Such as our number one export and national industry of agricultural technology, crops, and services. "Sir, we've just recieved a reply from Auvernia." "Ah, bring it to my office at once" says James Mill through his private presidential telephone. "Here you are sir", says a Gurencian Guard, handing Mr. Mill the letter. After carefully reading over the letter Mr. Mill takes out his pen and drafts a response. "Send that to Auvernia immediately." The Government of Gurencia would gladly host your subjects. If it is to your liking we will send a private jet to receive all who wish to come. At the Trinity Airport you will be greeted by an escalade escort parade which will take you to the Government Headquarters there. We will have a the Board of Economy there as well as the Chairmen of companies in our Agriculture industries as well as transportation industries. We will discuss the before mentioned trade negotiations and if the discussion has not concluded by 9:00pm, we will continue the next day. We also invite your royal subjects to tour the historical city of Trinity. Please respond with the time and date you wish to meet, as well as the number of people to be partaking in this meeting. The plane flew over the airport, overlooking the city beyond it. John sat by the window looking over the city of Trinity. The stewardess took away his food, and placed the galley behind it. Maurice came out of the bathroom, and "Are we descending?". John turned and said, "I think we are. We should be there in a few." John was a scion of the Royal Family, via his mother, Manon de Martenot, Princess of Auvernia. His father -- Albert -- was the duke of Fareham. Despite the distance between the seats of power -- John in Fareham, and the King in Melun -- the King felt that it was wise to give John the task of representing the Kingdom. His satchel and the satchel of the others were filled with documents about the products of the Auvernian companies and possible plans for new trunk lines in Gurencia. All of these were to be discussed, and hopefully any of these plans or purchases would be accepted by the Gurencian delegation assembling in the city today. As the plane descended onto the tarmac, they braced themselves for landing, as there was some small turbulence, but the jet managed to brave it through. As the men unbuckled, the men got up from their seats and grabbed their things. They exited the plane, when the Gurencian motorcade waited them. They promptly entered the limo and sped off to the Government House in the city proper. When they arrived, the men exited car and made their way in with escorts. |

James Mill personally awaited the Auverians in the lobby of the Government Building. He was accompanied by three Gurencian Special Forces men dressed in tight, Onyx black suits with tinted shades and earpieces. As the Auverian Diplomats approach Mr. Mill he welcomes them, "Hello! I am James Edwin Mill, leader of the nation of Gurencia. I am of the utmost excitement that you have found your way to our country with ease. I hope the travel was not to long and I would like to get started as soon as possible, we have much to discuss." He said, speaking quickly. He turned and started toward the western wing of the building, the Auverians followed. Their footsteps echoed through the hallways as the heels of their boots hit the golden marble floor. They passed paintings of famed Gurencian diplomats, politicians, and founders. The group is approached by a Gurencian Special Forces guard, who whispers something in Grenc to Mr. Mill, "Ok, thank you." Mr. Mill responds, making sure to speak in english so his counterparts could understand. Not long after walking a little farther down the seemingly infinite hallway they come across a large wooden set of double doors chiseled finely with intricate patterns and two lions at the top. Two of the Gurencian Special Forces Guards open the doors on each side, Mr. Mill proceeds to enter followed by the Auverians. Seated in chairs around a long glass table reflecting soft blue lights from the ceiling above are Maxwell Armington, the CEO of AgriTech, Javier Nuñez, Head of the Gurencian Land Trust Association, Alex Ireland, State Secretary of Foreign Affairs, Mitchell Sanders, CFO of AirTransit Gurencia, and Mark Sturnman, CEO of Logistics Gurencia. All dressed in fine black suits speaking Grenc softly to each other. As the Auverians enter the room, each of the men stand and approach the delegates, introducing themselves one by one. After the introductions, the Gurencian businessmen take their seats once more. "Alright, now that we have met each other let us get started." Said Mr. Mill a bit anxiously. Gurencian Special Forces Guards pull chairs out for each of the Auverians at the table, they sit and take out satchels filled with documents. Mr. Mill takes his seat at the head of the table, standing behind him are two Gurencian Guards. "Now that we are gathered here we can begin the discussion of trade and allegiance between our two nations. When I say that we are more than happy to have you here I speak for all of Gurencia and its affiliates. In order to start off efficiently I am going to ask that you recap on your goals for this meeting, what you hope to get accomplished, so that we may accommodate your needs and come to a swift business deal." Mr. Mill says, waiting patiently for the Auverians to respond. |

John cleared his throat and began forthright "Sir, our nation desires to establish a working trading relationship with your nation. We are prepared to organize the sale of various products from our largest manufacturers to your nation. We intend on also proposing a plan to create a large trunk rail line to assist in transporting goods and people to your large manufacturing centers such as the large port of Claybury, and other major centers, and of course, your capital, Forechester. We also hope to rehabilitate any existing rail infrastructure in the area. In return, we ask that Your Excellencies provide us with access to your produce industry, and other food stuffs." John sat back, and looked at the delegation assembled before him. He wouldn't speak much, as this was mostly the job of his companions. |

Mr. Mill nods, "First of all, and without sounding at all disrespectful, there is no need to call us 'excellencies', we are simply politicians and I can assure you, none of us are excellent." - Mr. Mill pauses allowing a short laugh from his colleagues. "That being said we are all very happy to have you here, it is a wonderful thing you are doing for our nation and I'm sure that before we eave this room once more, a negotiation can be made that will benefit both of us." - He pauses, opening a small notebook with papers stuck in different places between the pages. "As you can see here" - He says clipping a page to the whiteboard in the room - "The use of Railroads to transport products around Gurencia has declined over the years due to rail malfunction, and lack of funds in the government reserves to fix, said malfunctions. The people of Gurencia have then switched to Diesel truck shipping, a costly and pollution promoting way of transportation. Truck shipping is also less efficient then Rail shipping. As you can see here, the amount of Grain we produced in metric tons has decreased as the use of Rails in Gurencia decreased. People were not shipping the Grain fast enough, to produce more." - He pauses for a short breath - "And that is where Auvernia comes in. We are looking for fast, reliable, cost effective railroad repairs and trains. After the rail is set up, we will be able to initiate the Station Initiative in Gurencia, a program that will create hundreds of jobs in itself, building stations all around Gurencia, in cities, farms, on the coast. It will also provide jobs for Train drivers, repairmen, and station operators. With all of these jobs, and the efficiency that will come with it, we will be able to export more Crops than ever before, to countries like Auvernia. - He sits back in his chair, raping up his sales pitch like presentation - "Both nations will benefit, Auvernia will have given us the gift of efficiency and production, so that we may turn around and give Auvernia the gift of crops." - He stops, signaling Economist appointed to be in charge of the Station Initiative, Marcos Shraider, to start. Marcos takes a deep breath - "So, my colleague Mr. Mill has explained our situation very thoroughly, before I go on about budget, please let me know, what can you do for us. "One of our newest models, the ALP-45DP is used currently by various passenger railways in the Kingdom, but has also found use in Acadia for the large grain runs from the center of Gilead to the city of Nouvelle Arres. It is largely powered overhead wire powered by 25 kV - 60 Hz. The train can also be used by rails powered by 12 kV - 60 Hz overhead wire and diesel. In addition, our new addition the Metropolitan series, the M-8, is largely used by commuter services in the Melun metropolitan area, and in some commuter services in the metropolitan area of Nouvelle Arres. They are similar to the ALP in regards to overhead wire power, and they can be additionally power by third rail 750 v DC. These cannot be powered by diesel. The ALP-45 is priced at 16.5 million livres, and the M-8 is priced at 1.7 million livres per car." |

Mr. Mill listens to his options carefully, after the Auvernian had finished his short speech, Mr. Mill turned to his colleagues and nodded saying, "Alright, I'm going to let the manufacturers handle this part of the conversation." - Mr. Mill sits down and another gentleman starts up - "Hello, I'm Mr. Nuñez, CEO of AgriTech Gurencia. I'm going to be honest when I say this to you all, and it may sound somewhat embarrasing, but I can assure you that no one in this room, that is of Gurencian decent, knows remotely anything about the rail industry. So you'll have to be patient with us." - The Gurencian men laugh, knowing that this is the harsh truth - "Now, we need trains that can ship efficiently, we are willing to pay more for cargo trains then for passenger trains. That being said we will need passenger trains as well. Could you humor me in explaining your best cargo trains and prices?" - Javier Nuñez asks, waiting patiently for a response. |

Michel stared blankly back at the the Gurencians, wondering what the hell had been said to his face. He kept his small amount of frustration, confusion, pity, and horror that had built up inside him behind his face, so to speak. He started again "As I've said before, the ALP-45DP can fit those needs. It runs on the overhead wire settings that I've mentioned and runs on diesel. And yes, it's currently being used for operation in the Passenger and Freight markets. It's 16.5 million Livres for one unit." He then produced a picture of an ALP-45. Spoiler: click to toggle

Mr. Nuñez spoke up once more, "Well, we'd absolutely love to invest in your trains. In regards to our order, there are approximately 521 Locations that we have pinpointed to be prime locations for our Unloading/Shipping Stations throughout Gurencia." - Mr. Nuñez pulls out a picture detailing where the locations should be built on the map of Gurencia - "We would need enough of these ALP-45's to connect all Stations efficiently. The stations have not been built yet, and there is no rail placed that would connect these locations." - Mr. Nuñez looks at Mr. Mill, receiving a small nod in return - "The Government of Gurencia is prepared to pay the Government of Auvernia a Government Grant in order for your Rail Industry to build stations in these 521 locations, lay down rails connecting the locations, and produce enough ALP-45's to run to and from the stations. Our Government is open minded to cost at this point, and we wish to hear an estimate of the cost of these renovations." |

Michel looked at the map with his mouth slightly opened. The vast size of this project was inconceivable, but certainly doable over the scale of many years. Michel turned to John, and asked him, "How much would this cost the King if his rail company were to fund this, John?" John looked over the map again, and he was similarly daunted by the mammoth task set before him. John mused over the map at said, "Well I'm overlooking the documents held by Imperial Railways during the last years of the Viceroyalty of Gurencia. It seems that your main trunk line running from Forechester to Millbrook, is rather old, and was planned for expansion in this document to a quadruple track line some time in the 50's. We would be amenable to expand on certain parts of the railway, as well to expand on on your aforementioned loading stations...I except the price tag to somewhere in the hundred millions, if not billions. I advise that we take a measured approach towards paying such a large sum of cash. We would have confer with the number-crunching boys in Dinant to get a full price. As for the locomotives themselves, 50 locomotives would come around 830 million livres." |

The figure was quite astonishing to all the Gurencian Diplomats, each sat quietly, trying to figure out whether or not Mr. Mill would decide to pull money from the National Reserves. Mr. Mill spoke up, "Well, I'm sure that we could work out something, our Government currently has a surplus of funds from Rail Bonds that we have been selling for the past months or so. Our Board of Economics has come up with a budget of 2.3 Billion Grencs to spend on the Rail Infrastructure in our nation. If 50 ALP-45's sounds fitting to our current situation, then we would gladly order those. I'm curious, would buying in bulk give our government a discount of some kind?" - Mr. Mill says, laughing at the fact that he sounds like a young man shopping at a thrift store, looking for a bargain. - "Either way, we are prepared to work with you on figuring out the cost of this operation." |
